    Theories of phenomenal intentionality have been claimed to resolve certain worries about the indeterminacy of mental content that rival, externalist theories face.     This paper re-addresses Quine's indeterminacy of translation/inscrutability of reference thesis, as a problem for cognitive theories of content. In contradistinction with Quine's behavioristic semantics, theories of meaning, or content, in the cognitivist tradition endorse intentional realism, and are prone to be unsympathetic to Quine's thesis. But what kinds of things qualify as “objects” in the relevant sense? Are they ordinary three-dimensional bodies? Are they the facing surfaces of three-dimensional bodies?     This thesis aims to develop a psychologically plausible account of concepts by integrating key insights from philosophy (on the metaphysical basis for concept possession) and psychology (on the mechanisms underlying concept acquisition).
