The post-truth condition is just as much about naming a meta-game as winning it. This condition can be tracked across Western intellectual history from the Homeric epics to popular culture. The common thread is that players are more likely to succeed in this meta-game if they have a certain consistency of character, which Thomas More called “integrity.” The presence of integrity means that the historical losers have often had an advantage in defining for subsequent generations the name of the game (...) because the steadfastness of their characters may make them be regarded as the agents of history, for better or worse. Further, naming the game tends to be stabilized by a variety of mental and material conditions, including “modal power”—control over what people think is and is not possible. Modal power is related to both Machiavellian politics and Kantian transcendentalism, and to the phenomenon of “truthiness.” The character of the post-truth player is epitomized by Thomas More, the “man for all seasons,” who remained consistent as he moved between multiple games, and ultimately to his execution. In this paper, we observe an undergoing transformation in the qualification of the processes of emergence that we call ‘innovation’. First conceived in the industrial mode defined by Schumpeter within the consumer economy context, innovation has now acquired a more general meaning and has been transformed in the understanding of collective action. Against the backdrop of transformations in the industrial reality, the crisis of desire in consumer societies, and the impoverishment of the imaginary, ‘social innovation’ appears to be a new (...) form of imaginary institution of society in the definition that Cornelius Castoriadis gave to this expression. The semantic enrichment of the notion of innovation allows us to glimpse a new framework for the ethics of innovation, which needs to be interpreted from the perspective of the age of transitions. One of the pressing issues in philosophy of technology is the role of human creativity in human-technology relations. We first observe that a techno-centric orientation of philosophy of technology leaves open the role and contribution of human creativity in technological evolution, while an anthropocentric orientation leaves open the role of the technical milieu in technological evolution. Subsequently, we develop a concept of creation as deviation and responsiveness in response to affordances in the environment, inspired by the affordance theory by James (...) Gibson. With this concept of creation as deviative responsiveness, we articulate the human contribution to human-technology creation, namely, our intentional deviation of the inhibiting forces of the currently dominant niche or meaningful world of human-technology relations, in order to become responsive to new affordances in human-technology creation that constitute a new niche or world of human-technology relations. The starting point of this article is the observation that the emergence of the Anthropocene rehabilitates the need for philosophical reflections on the ontology of technology. In particular, if technological innovations on an ontic level of beings in the world are created, but these innovations at the same time _create_ the Anthropocene World at an ontological level, this raises the question how World creation has to be understood. We first identify four problems with the traditional concept of creation: the anthropocentric, (...) ontic and outcome orientation of traditional concepts of creation, as well as its orientation of material fabrication. We subsequently develop a progressive concept of World creation with four characteristics that move beyond the traditional conceptuality: (1) a materialistic concept of creation that accounts for (2) the ontogenetic process and (3) the ontic and ontological nature of creation, and (4) is conceptualized as semantic creation of the World in which we live and act. In this article, we investigate how to explain the difference between traditional design, engineering, and technology—which have exploited nature and put increasing pressure on Earth’s carrying capacity since the industrial revolution—and biomimetic design—which claims to explore nature’s sustainable solutions and promises to be regenerative by design. We reflect on the concept of mimesis. Mimesis assumes a continuity between the natural environment as a regenerative model and measure for sustainable design that is imitated and reproduced in biomimetic design, engineering, and technology. (...) We conceptualize mimesis in terms of two interdependent boundary conditions: differentiation and participation. We subsequently develop four characteristics of biomimicry as regenerative design, engineering, and technology: technological mimesis is 1) a participative differentiation of nature; 2) supplemental to natural mimesis in biomimetic design; 3) the participative differentiation of technological mimesis is constitutive of nature; 4) the participative differentiation of technological mimesis is always limited. The pressing question is how technological innovation can be steered into the right direction. To this end, recent frameworks of Responsible Innovation (RI) focus (...) on how to enable outcomes of innovation processes to become societally desirable and ethically acceptable. However, questions with regard to the technological nature of these innovation processes are rarely raised. For this reason, this paper raises the following research question: To what extent is RI possible in the current age, where the concept of innovation is predominantly presupposed as technological innovation? On the one hand, we depart from a post-phenomenological perspective to evaluate the possibility of RI in relation to the particular technological innovations discussed in the RI literature. On the other hand, we emphasize the central role innovation plays in the current age, and suggest that the presupposed concept of innovation projects a techno-economic paradigm. In doing so, we ultimately argue that in the attempt to steer innovation, frameworks of RI are in fact steered by the techno-economic paradigm inherent in the presupposed concept of innovation. The concept of innovation has entered a turbulent age. On the one hand, it is uncritically understood as ‘technological innovation’ and ‘commercialized innovation.’ On the other hand, ongoing research under the heading responsible research and innovation suggests that current global issues require innovation to go beyond its usual intent of generating commercial value. However, little thought goes into what innovation means conceptually. Although there is a focus on enabling outcomes of innovation processes to become more responsible and desirable, the technological (...) and commercial nature of these processes is rarely questioned. For these reasons, this paper poses the following research question: what concept of innovation is implicitly taken up by the RRI discourse and what implications does this concept have for the societal purpose of RRI? As a first step, we analyze the extent to which the concept of innovation in the RRI literature is uncritically presupposed to be technological. Subsequently, we examine the diverse meanings innovation has had over time and argue that while innovation originally had a political connotation it is only recently restricted to the meaning of technological innovation. We go on to show that even though the concept of technological innovation can contribute to the societal purpose of RRI, this requires certain conditions that are difficult to guarantee. Consequentially, we argue that future research should explore alternative understandings of innovation that better enable the overall feasibility of the emerging frameworks of RRI. (shrink)

The current challenges of implementing responsible innovation can in part be traced back to the assumptions behind the ways of thinking that ground the different pre-existing theories and approaches that are shared under the RI-umbrella. Achieving the ideals of RI, therefore not only requires a shift on an operational and systemic level but also at the paradigm-level. In order to develop a deeper understanding of this paradigm shift, this paper analyses the paradigm-level assumptions that are being brought forward by the (...) different conceptualizations of RI. To this purpose it deploys a pragmatic stance on paradigms that allows discerning ontological and axiological elements shared by the RI community and an accompanying critical hermeneutic research approach that enables the profiling of paradigmatic beliefs and assumptions of accounts of RI. The research surfaces the distance of four salient RI accounts from the currently dominant techno-economic innovation paradigm RI seeks to shift. With this, our contribution helps to raise the self-awareness of the RI community about their presuppositions and the paradigm level barriers and enablers to reaching the RI ideal. This insight is needed for a successful transition to responsible research and innovation practices. (shrink)

The traditional distinction between basic and applied science has been much criticized in recent decades. The criticism is based on a combination of historical and systematic epistemic argument. The present paper is mostly concerned with the historical aspect. I argue that the critics impose an understanding at odds with the way the distinction was understood by its supporters in debates on science education and science policy in the nineteenth and twentieth centuries. And I show how a distinction that refers to (...) difference on several epistemic and social dimensions makes good sense of representative historical cases. If this argument is tenable it suggests more continuity in the epistemology and politics of science than has been claimed by a new paradigm of science studies and politics during recent decades. This article is intended to contribute to the discussion of the topicality and historical and theoretical limitations of Koselleck’s theory. The concept of acceleration, which has a special meaning for Koselleck, both in terms of conceptual history and social theory, will serve as a guide to this investigation. Since it is a socio- and temporal-analytical concept, the current thesis, that we have entered a post-Koselleckian culture, should be amenable to testing on the basis of this concept, which this article will (...) consider in some detail. The examination is divided into three parts: The first part addresses the concept of acceleration and its implications for Koselleck. On the basis of the results of the first part, the second part discusses issues and problems that go beyond Koselleck’s approach, and/or show it’s theoretical or methodological limits. Finally, the third part summarizes the conclusions of the foregoing examination, and emphasizes the problem-historical continuity with Koselleck’s inquiry into a socio-historically informed history of concepts. During the last several decades, the concept of social innovation has been a subject of scientific and practical discourse. As an important paradigm for innovation policies, social innovation is also an object of criticism and debate. Despite a significant proliferation of literature, the rate at which social innovation is a catalyst for coping with challenges of modern societies remains unclear. The goal of the paper is to gain a better understanding of social innovation by integrating past and present views on (...) the concept. Applying a historical overview covering the period from the 19th to the 21st century, we outline the milestones in the evolution of social innovation and distinguish seven trajectories that illustrate the commonalities in its interpretation. We consolidate the findings into a three-dimensional model that defines social innovation as an intervention that is targeted toward structural changes within a social dimension that, in terms of different functional settings (e.g., technological, business, organizational), are oriented on systemic improvements of societies. Reflecting on future avenues, we consider social innovation as an integrative part of a holistic intervention that acts across single societal dimensions and provides systemic impact for the sustainable development of societies. Innovation processes are extremely complex and opaque, which makes it tough or even impossible to govern them. Innovators lack control of large parts of these developments and lack of foreknowledge about the possible consequences of emerging technologies. Because of these features some scholars have argued that innovation processes should be structurally reformed and the agent-centered model of responsibility for innovation should be dismissed altogether. In the present article it will be argued that such a structural idea of responsible research and (...) innovation presumes rational agents who can be motivated by reasons. Instead of dismissing the agent-centered approach to responsibility for innovation processes a virtue ethical approach will be developed. Virtues should be considered as the intellectual and moral dispositions presumed for good decision making. It will be shown that creativity and eagerness are creditable character traits that have a distinct positive value for managing the opaqueness of innovation processes. Such traits are mandatory for change and betterment. Furthermore, it will be argued that the notion of responsibility of innovators should not be understood merely as means for constraining them but also as a tool to perpetuate their integrity and happiness. Through discussing the captivating examples of Steve Jobs and the protagonist of Mary Shelley’s Frankenstein it will be shown how to apply this virtue ethical framework for innovators in practice. Present science policy discourse is focused on a broad concept of “techno-science” and emphasizes practical economic goals and gains. At the same time scientists are worried about the freedom of research and the autonomy of science. Half a century ago the difference between basic and applied science was widely taken for granted and autonomy was a value in high esteem. Most recent accounts of the history of science policy start abruptly from World War II, emphasize the Cold War context, and (...) neglect the pioneering role of the Soviet Union in forming todays “big science.” This paper claims that a closer look into the intellectual heritage from the early twentieth century will be helpful in navigating present issues of science policy. The “Lysenko affair” was a paradigmatic case in forming Cold War views on science and politics. (shrink)

There is a demand to nurture scientific creativity in science education. This paper proposes that the relevant conceptual infrastructure with which to teach scientific creativity is often already included in philosophy of science courses, even those that do not cover scientific creativity explicitly. More precisely, it is shown how paradigm theory can serve as a framework with which to introduce the differences between combinational, exploratory, and transformational creativity in science. Moreover, the types of components given in Kuhn’s disciplinary matrix are (...) argued to indicate a further subdivision within transformational creativity that makes explicit that this most radical type of creativity that aims to go beyond and thus to transform the current paradigm can take many different directions. More generally, it is argued that there are several synergies between the topic of scientific creativity and paradigm theory that can be utilized in most philosophy of science courses at relative ease. Doing so should promote the understanding of scientific creativity among students, provide another way to signify the relevance of paradigm theory, and more strategically be a way of reinforcing the place of philosophy of science in science education. Information technologies have made possible the rising of new forms of communities, cities and societies. These changes are analyzed from the perspective of innovation studies, as technological but also social innovations. Starting from the contributions of Ortega y Gasset to the philosophy of technology, and applying these ideas to the information and communications technologies system, this article introduces the notions of technosocieties and cybercities. Our aim is to deeply examine the Telepolis project; a digital and global city supported by ICT (...) and artificial intelligence. We pay attention to the different challenges that AI will have to face in upcoming years in technosocieties and cybercities. In our opinion, the future of AI is tightly related with the technological support of this kind of new city and their cybercitizens. Finally, we claim that there won’t be a shared public space in the infosphere till public organizations acknowledge the importance of promoting and maintaining this new and already needed digital agora. This paper draws on the emerging field of innovation ethics to complement the more established field of responsible innovation by focusing on key ethical issues raised by technological innovations. One key limitation of influential frameworks of RI is that they tend to neglect some key ethical issues raised by innovation, as well as major normative dimensions of the notion of responsibility. We explain how IE could enrich RI by stressing the more important role that ethical analysis should play in RI. (...) We focus on two transversal issues of IE: the issue of redrawing conceptual boundaries, especially the topic of the artificialization of the world, and the issue of responsibility, especially the notion of total responsibility. We address these two issues from the thematic perspective of IE, thereby generating lessons learnt for RI. These two examples are taken as illustrations and blueprint of the dialogue that should take place between the two fields. (shrink)

The concept of innovation defines our age. It fuels the global economy, promises a sustainable future, and stands at the heart of our interconnected society. On the one hand, the concept of innovation is widely presupposed in terms of the commercial value it generates. As claimed in the tradition of economic analysis, innovation is characterized by its competitive dynamics and primarily directed at developing marketable products and services. On the other hand, the reality of today’s global issues, such as climate (...) change and food security, urges innovation to generate societal value beyond mainstream economic incentive. To this end, the EU policy discourse has paved the way for Responsible Innovation. The core idea here is to steer innovation processes towards societally desirable outcomes, specifically in response to the ‘grand challenges’ of our time. Under the sway of ‘science with and for society’, the hypothesis is that innovation can only respond to the needs and ambitions of society by including all its actors throughout the process. However, while much effort is dedicated to governing innovation, little thought goes to what innovation itself means conceptually. What understanding of innovation underpins the framework of RI? What implications, if any, does this have for the ambition to achieve RI? These are important questions to raise as they enable critical reflection on the relation between responsibility and innovation, broadly speaking. Does the ‘R’ in RI entail an application of ethical keys to an already existing concept of innovation, or does it require us to rethink the concept of innovation altogether? After providing a general introduction in chapter 1 on the context of the dissertation and its main research objectives, chapter 2 shows how RI emerged from a longer history of efforts to incorporate ethical dimensions in new and emerging technologies, such as Technology Assessment and Science and Technology Studies. While similar to its precursors in prioritizing ethical concerns, RI clearly distinguishes itself by shifting from an ethics of constraints to an ethics of construction. The chapter continues to show that such an approach comes with an epistemic challenge, a political challenge, and a conceptual challenge. Through an extensive analysis of policy documents and academic literature, chapter 3 breaks open the concept of innovation in the RI discourse. Firstly, it demonstrates that the RI discourse tends to presuppose a techno-economic concept of innovation, as coined by the terms ‘technological innovation’ and ‘commercialized innovation’. Secondly, it provides a historical analysis to show that the concept of innovation was originally politically oriented and had little to do with the way in which it is commonly understood today. Thirdly, it discusses the implications of a techno-economic concept of innovation for achieving the ideal of RI and brings into question whether the political origins of innovation may inspire an alternative route. Chapter 4 engages with the philosophy of technology to assess the feasibility of RI at both an ontic and ontological level. While innovation at the ontic level refers to concrete innovative artefacts, innovation at the ontological level refers to the mode through which these artefacts are seen, understood, and created. At the ontic level, RI is shown to play a significant role in steering emerging technologies towards societally desirable outcomes. Even so, at the ontological level, the question is whether the ideal of RI is feasible insofar its scope is limited to governing a techno-economic concept of innovation. Parallel to Martin Heidegger’s view of technology as Enframing, this chapter denotes that in trying to govern a techno-economic concept of innovation, the RI discourse remains subject to its dominance. This in turn explains why, at the operational level, RI is often employed for mere strategic and instrumental purposes, while falling short on its promoted ambitions. Chapter 5 articulates an orientation shift from a techno-economic concept of innovation towards a political concept of innovation in the RI discourse. To this end, the chapter distinguishes between weak RI, which seeks to govern a techno-economic concept of innovation through an applied set of ethical dimensions; and strong RI, which seeks to conceive a political concept of innovation beyond techno-economic ideology and practice. Inspired by the work of Hannah Arendt, the chapter establishes a political concept of innovation that actualizes the human capacity for speech and action, inspires radical novelty, and empowers the public sphere. In doing so, the chapter concludes that strong RI is principally a plural undertaking which guards individual opinion from collective opinion; enables a physical and symbolic openness that genuinely activates citizenry; and stimulates performative speech. The final chapter, chapter 6, briefly recaps the main research objectives and takes stock of the insights gained. It concludes that the contribution of this dissertation does not reside in the concern with the techno-economic ideology of innovation as such – a concern which RI in fact already expressed when it first emerged – but more so in the ontological critique to the idea that this ideology can somehow be overpowered through governance and regulation. The rehabilitation of an ontological dimension in RI in turn provides a new perspective to the philosophy of technology, which over the years has taken a course away from ontological viewpoints. Moreover, the chapter elaborates on how a political concept of innovation adds depth to the foundational claims of RI. Based on these conclusions, the chapter reflects on a range of broader insights, particularly in relation to the philosophy of innovation and the ethics of socially disruptive technologies. In sum, this dissertation politicizes the RI discourse precisely in the way it was originally envisioned, that is, through conceptualizing innovation as a fundamentally political matter. In this view, politics is not merely an extension of RI but is itself the condition of RI; it is what enables innovation to genuinely serve the public good. (shrink)
