Bernard Williams articulated his later political philosophy notably in response to Ronald Dworkin, who, striving for coherence or integrity among our political concepts, sought to immunize the concepts of liberty and equality against conflict. Williams, doubtful that we either could or should eliminate the conflict, resisted the pursuit of conceptual integrity. Here, I reconstruct this Dworkin–Williams debate with an eye to drawing out ideas of ongoing philosophical and political importance. The debate not only exemplifies Williams's political realism and its connection (...) to his critique of the morality system. It also illustrates the virtues and hazards of contemporary efforts to ameliorate or engineer our concepts; it indicates what political philosophy might look to in appraising political concepts; it adverts to the different needs these concepts have to meet if they are to sustain a politics of pluralism, deal with polarization, and secure the consent of those who end up on the losing side of political decisions; and it presents us with two starkly contrasting conceptions of politics itself, of the place of political values within it, and of our prospects of reducing the uncomfortably conflictual character of those values through philosophy. In situations where we ought to tolerate what we morally disapprove of we are faced with the following moral conflict: we ought to interfere with X, we ought to tolerate X, we can do either, but we cannot do both. And the aim of this paper is to clarify the relationship between toleration as a value commitment and value pluralist and value monist approaches to moral conflict. Firstly, value monists side-step the moral conflict at the heart of toleration. Nonetheless, secondly, (...) it is not the case that toleration as a value commitment is entailed by value pluralism. Rather, the value pluralist line of argument that can be defended is that toleration is simply one value among others, that there is no general rule showing that it has priority over other values, but also that it cannot be excluded altogether as a value. Value pluralists see themselves as philosophical grown-ups. They profess to face reality as it is and accept resultant pessimism, while criticising their monist rivals for holding on to the naïve idea that the right, the good and the beautiful are ultimately harmonisable with each other. The aim of this essay is to challenge this self-image of value pluralists. Notwithstanding its usefulness as a means of subverting monist dominance, I argue that the self-image has the downside of obscuring various theoretical positions (...) that do not fall into either the pluralist or monist camp. Yet such positions do exist, as shown by my discussion of Albert Camus and Hannah Arendt. Near contemporaries of the pioneering value pluralist Isaiah Berlin, the pair, just like him, sought to be realistic about the lived experiences of political disasters and moral disorientation in the twentieth century. Moreover, they shared with Berlin a keen interest in real-world moral dilemmas, which seemed to them to have made traditional morality obsolete. But the three thinkers’ perspectives on ‘reality’ hardly converged, and neither Camus nor Arendt became a value pluralist as a result of their reflections on moral dilemmas. This, however, by no means indicates the pair’s immaturity. Rather, it shows that there is more than one way of observing fidelity to our actual experience and that value pluralists’ commitment to realism and resultant pessimism is not as uniquely mature as they would have us believe. This paper examines the apparently widespread belief that the democratic pedigree of a state implies a moral obligation to obey its laws. The analysis focuses on the work of Ronald Dworkin, who is, perhaps surprisingly, alone among theorists of democracy in claiming that those whom the law addresses are morally bound to obey it whenever it is democratic. From Dworkin’s expansive conception of democracy, political obligation follows. But democracy should not be construed so widely. Rather, it ought to be conceived (...) more narrowly, such that, as other theorists concede, it cannot be more than part of a case for a moral obligation to obey the law. Judith Shklar’s liberalism of fear, a political and philosophical standpoint that emerges in her mature work, has ostensibly two defining characteristics. It is a sceptical approach that puts cruelty first among the vices. For that reason, it is considered to be both set apart from mainstream liberalism, in particular the liberalism of J. S. Mill and John Rawls, but also an important source of influence for political realists and nonideal theorists. However, I argue here that, in putting cruelty first among (...) the vices, Shklar also offers a value monist approach to political thought, one that she shares with Mill and Rawls as well. Each claims to have identified the general rule for the resolution of moral conflicts, although they disagree about what that rule is. Therefore, Shklar’s mature work combines scepticism with value monism. As such, it represents a radical departure from the value pluralist approach to moral conflict evident in her early work. Her commentators have not noticed either her mature monism or the move away from her earlier value pluralism, and this is explained by a tendency to see her mature work as offering simply a sceptical alternative to mainstream liberalism. The broad aim of this thesis is to explore fruitful connections between ideology theory and the philosophy of possible worlds. Ideologies are full of modal concepts, such as possibility, potential, necessity, essence, contingency and accident. Typically, PWs are articulated for the analysis and illumination of modal concepts. That naturally suggests a method for theorising ideological modality, utilising PW theory. The specific conclusions of the thesis proffer a number of original contributions to knowledge: 1) PWs should only be used for explication (...) and not as evidence or criteria of assessment in ideology theory. The estimation of utopian possibilities, human essences and freedoms must be determined by extrinsic criteria. PWs can serve only as a window or means of expression but not as a set of evaluative premises. 2) For this purpose, a modified version of Lewisian genuine realism, with its device of counterpart theory, is the best approach; the alternative theories risk constricting possibilities or smuggling in assumptions that ought to be objects of analysis in ideology theory. This is instructive, since ideology theorists are prone to pick and choose favoured aspects of modal philosophy without further argument. 3) Conclusions and suggest the adoption of GR or fictionalist GR. Overall, the actualist options are less adequate. Fictionalism, by contrast, is a worthwhile contender, but it too presents comparative weaknesses which reinforce GR’s standing as a potent challenger to the modal metaphysician. Therefore, this thesis presents additional reasons to think GR true. The conclusions are not knockdown, and I draw out incentives and consequences for adopting alternative stances. In the Cold War he was a realist disciple of the containment doctrine, indeed a more hawkish container than his friend George Kennan, at least until he saw what was happening in Vietnam. In the aftermath of the Cold War, confronted with an outburst of resurgent nationalism, he seemed more like a utopian idealist, dreaming with Herder of a world of (...) cultural harmony. But that dream is undermined by his own value pluralism, which points towards something more rigorous and interesting, a case for liberal internationalism in tension with its realist rival. From a value-pluralist point of view, realism tends towards moral monism, and liberal internationalism is normatively the more balanced view. However, liberals should still take seriously the central realist insight that security is an especially important value in the anarchic international context. (shrink)

ABSTRACT Isaiah Berlin's value pluralism remains attractive because of its compelling account of tragic loss. The expectation and recognition of tragic loss can alert us to, and help guard us against, the fanaticism, the distortion of values, and the self-deception that may result from even the most well-meaning and good-faith pursuit of political ideals.

This paper distinguishes two ways in which to think about the freedom of extremists. Non-pluralists claim to have identified the general rule for resolving moral conflicts, and conceptualize freedom as liberty of action in accordance with that rule. It follows, if extremist violence breaks the rule in question, removing this option does not infringe the freedom of extremists. In contrast, for pluralists there is no one general rule to resolve moral conflicts, and freedom is simply the absence of interference. I (...) argue here that pluralism provides a principled defense of freedom, as it allows us to see that removing options from extremists is worse, on prima facie grounds, than not doing so. Also, non-pluralists cannot show that they have identified the general rule for resolving moral conflicts, and in particular, are forced to rely on quite different principles altogether when justifying paternalistic responses to extremism.
