The controversies over genetically modified crops in India involve what Gieryn refers to as ‘boundary work’ in the ongoing competition for credibility and trustworthiness among claimsmakers with opposing points of view. Discourse about GM crops involves extensive drawing of boundaries by actors including policymakers, technocrats, NGOs, scientists, industrialists, and farmers. The issues raised range from governmental processes to moral and ethical implications, from environmental consequences to integration into the global economy. Those involved in these discussions frequently invoke the idealized notions (...) of farmers and farming in order to situate themselves within the boundary of a particular social category which may lend credibility to their claims. While Gieryn has focused primarily on scientists’ attempts to construct a boundary between science and non-science in order to establish themselves as experts, strengthen the credibility of their claims and avoid political interference in their intellectual activities, this article focuses on a different way in which knowledgeable and influential actors lay claim to trustworthiness by drawing a different kind of social boundary around themselves. This article will especially focus on the ways in which the category of farmers is used in the GM crop controversies by actors who are in a position to influence public policies regarding GM crops, especially in their efforts to justify their policy prescriptions. The thesis here is that GM crop controversies in India reflect elite actors’ attempts to compete for a shared social identity with farmers, thus constructing a context for the particular public policy prescriptions they support. The thesis is supported by a lexical item frequency analysis of discussion related to genetically modified cotton in India which demonstrates that boundary work using social identity of farmers plays a significant role in shaping the discourse surrounding the adoption and governance of GM crops. Whether it pertains to what is not considered, what cannot be determined, what is not allowed to be known, or what is deliberately concealed, absences figure as the constant shadows of what is made present by social research. This article explores the relation between what is presented and what is not by treating it first as a vexing conundrum for representation and then as a vehicle for understanding. The matters under examination include what is written about the social world as (...) well as the methods of writing employed. This article seeks an orientation toward both aspects that attends to the binds, contradictions, and possibilities of depicting what is missing. We focus on alternative innovation pathways for addressing agricultural sustainability challenges in Odisha, India. The first pathway that we term as industrial, is focused on breeding new seed varieties in modern laboratories and test fields, ostensibly for climate resilience. It is driven by public scientific institutions and private corporations. The second pathway that we call agroecological, is grounded in saving and sharing of diverse local varieties, largely by Indigenous (Adivasi) smallholders and their allies in civil society. Using the pathways’ descriptions (...) as bases, we present perspectives of different professional groups who appraise how effectively each pathway addresses a range of sustainability issues. While all participants appraise the agroecological pathway to be clearly better performing for addressing agricultural biodiversity and cultural uses of rice, appraisals for issues of the economy, seed accessibility, stress tolerance, and nutrition diverged from each other. An overall picture in support of one pathway did not emerge. Embracing such ambiguities and uncertainties associated with appraisals, we argue for balancing political support between diverse pathways. Greater support for structurally marginalised agroecological pathways may be crucial to meet sustainability goals. This support can include the restitution of lands and other socio-ecological resources for marginalised pathways as well as guaranteeing autonomy of Adivasi (Indigenous) communities among whom the pathways thrive. The small nation-state of Singapore has increasingly been referred to in the popular media as the Intelligent Island of the future. With significant state investment in the promotion and dissemination of information-communications technology and attendant social ramifications, this has become an area that can no longer be ignored or taken for granted. This article intends to map the conditions of possibility on which Singapore can be conceived of as an Intelligent Island, in situating the role of information technology and Intelligent (...) Island discourse within the discourses of postcoloniality, technocapitalism, late modernity, and globalization. In particular, this article attempts to show how, in Intelligent Island discourse, the processes of the construction of a Singaporean nation are intricately linked to the shift in political discourse from mobilizing a rhetoric of crisis to one of utopianism. This article investigates what constitutes good reason, in particular in scientific communication. I will start out with a general description of what scientists do and will identify the good argument as an integral part of all science. Employing some simple examples, I will then move on to derive some necessary conditions for the goodness of an argument. Along the way, I will introduce various basic concepts in logic and briefly talk about the nature of human knowledge. I will conclude by (...) relating my discussion of good reasoning in science to critical thinking in general and explain why I believe that critical thinking is at the heart of a well-functioning liberal democracy. This article links ethnographic exploration of commodified renal transactions in India to their articulation in Hindi film as practices re-animating kinship in the face of the death or diminishment of the father. To think through the work such organ stories do, I contrast the `transplant film' with the `transfusion film'. I argue transfusion narratives offer a liberal developmentalist recoding of social relations under the sign of a Nehruvian project of national recognition, while transplant narratives abandon the project of development for (...) an imaginated return to tradition. To understand the stakes in this shift, I trace the genealogy of modern transplant medicine through the relationship between recognition and suppression and through the return of the surgical as a metonym for care. In this article, we address the problem of how technoscience knowledge and practices are translated when they are relocated during the highly organized, international encounters between cultures, often called “development.” We examine efforts to build a “model” Australian dairy and instantiate Australian dairy practices in East Timor following East Timor’s recent emergence as a nation-state. Through this ethnography of development’s construction of a heterogeneous sociotechnical assemblage, we show how knowledge and power inform the practices that enable Western models of production (...) and exchange to be reassembled in postcolonial spaces. In aiming to conduct a symmetrical anthropology of development based in the actor-network approach, we follow development’s actors and actants as well as its epistemic divisions—nature and culture, human and nonhuman, us and them—into East Timor, arguing that the politics and agency of technology transfer is distributed among discourse, epistemology, and human and nonhuman actors. The paper explores the dynamics of the phenomenon of Development Induced Displacement and the theoretical, legal, and policy level issues which have impeded the fluent process of implementation of development projects in India. Modern India has found itself embroiled in this tussle between the development plans of the State at the macro level and their undesirable consequences for the specific project affected people. Though the exigencies of time and the logic of the liberalization policy demand the continuous articulation of development (...) projects, it is equally imperative to transcend the disempowering effects of displacement on its people. Despite recent initiatives by the government, concrete policy statements and laws governing the issues of compensation and resettlement are found wanting. The paper argues that there is an urgent need for the state to reach a necessary balance between its efforts to augur development and to make it sustainable, just, and equitous. The problems encountered in the allocation of compensation and resettlement in such projects form the focus of the article. The experiences of dam-induced displacement at the Sardar Sarovar Project in the Narmada River Valley Project in Gujarat in India are highlighted to serve as illustrations. (shrink)

In the annals of Indian modernity, narratives of tricksters and counterfeiters have a long, popular, and cautionary history. The topographies of deception outlined by colonial and post-colonial police reports established both its history as an aspect of modern industrial life as well as the city as the ‘scene of the crime’. This article explores the meanings that attach to certain contemporary acts of deceiving and faking, and the ways in which they are both produced by being in the city as (...) well as producing certain kinds of relationships. The article focuses on the residents of a Delhi slum and their various acts of producing fake identity cards and a variety of other documents. It offers a discussion about simulation and dissimulation, feigning and duplicity, and passing and pretending as significant contexts for gaining security of livelihood and residence in the city as well as constituting specific senses of community. Faking and counterfeiting, the article suggests, are arenas where the state both constitutes itself and contributes to the making of imagined non-state sensibilities of community. (shrink)

In the academic debate on infrastructures in the Global South, there is a broad consensus that (post)colonial legacies present a major challenge for a transition towards more inclusive, sustainable and adapted modes of providing services. Yet, relatively little is known about the emergence and evolution of infrastructures in former colonies. Until a decade ago, most historical studies followed Daniel Headrick’s (1981) “tools of empire” thesis, painting—with broad brush strokes—a picture of infrastructures as instruments for advancing the colonial project of exploitation (...) and subordination of non-European peoples and environments. This paper explores new research perspectives beyond this straightforward, ‘diffusionist’ perspective on technology transfer. In order to do so, it presents and discusses more recent studies which focus on interactive transfer processes as well as mechanisms of appropriation, and which increasingly combine approaches from imperial history, environmental history, and history of technology. There is much to gain from unpacking the changing motives and ideologies behind technology transfer; tracing the often contested and negotiated flows of ideas, technologies and knowledge within multilayered global networks; investigating the manifold ways in which infrastructures reflected and (re)produced colonial spaces and identities; critically reflecting on the utility of large (socio)technical systems (LTS) for the Global South; and approaching infrastructures in the (post)colonial world through entangled histories of technology and the environment. Following David Arnold’s (2005) plea for a “more interactive, culturally-nuanced, multi-sited debate” on technology in the non-Western world, the paper offers fresh insights for a broader debate about how infrastructures work within specific parameters of time, place and culture. In recent years critical discourse analysts have increasingly pointed to the World Wide Web as a distinctive site of discursive practice, and have urged that more research work be conducted with specifically web-based corpora. While the conduct of ‘wired CDA’ presents new possibilities for CDA, it also entails apparent dilemmas that stem from the scale of web-specific corpora and CDA's disciplinary remit to conduct close qualitative readings of relatively small sample texts. Social anthropology has grappled with similar dilemmas as the (...) relevance of trans-local ethnography in the contemporary world has become increasingly apparent, and in this process has developed productive analytical resources that might fruitfully inform wired CDA. This article explores a range of associated methodological issues, with particular emphasis on the identification and use of ‘keywords’ as a moment in the conduct of wired CDA. The paper looks at methodological precedents that frame the use of ‘keywords’ as an analytical category that shapes processes of data gathering and analysis, and argues that alternative categories are called for that address the peculiarity of the scaling capacities of the web. The paper proposes the analytical category ‘animating vernaculars’ as a supportive alternative to ‘keywords’, and argues for its relative focus on the scaled character of wired discourse practices. A study of the web presence of the transnational policy model ‘integrated water research management’ serves as a case study that concretizes the methodological discussion. (shrink)

Despite its use to exemplify how the world is “flat,” India is in many ways “spiky.” Hyderabad is a prosperous hub of information–communication technology while its impoverished agricultural hinterland is best known for dysfunctional agriculture and farmer suicide. Based on the belief that a lack of knowledge and skill lay at the root of agrarian distress, the “e-Sagu” project aimed to leverage the city’s scientific expertise and ICT capability to aid cotton farmers. The project fit with a national surge of (...) “last mile” projects bringing ICT to the village, but it was unique in using ICT to connect farmers directly with agricultural scientists acting as advisors. Such projects fit the interests of many actors, which has led to an unrealistic national enthusiasm about their impacts. This article uses the first five years of the project as a lens to view the cultural nature of both indigenous agricultural knowledge and “scientific” agricultural advising. Unlike lay publics whose uptake of science is better known, with farmers the invention and adoption of agro-scientific knowledge is deeply embedded in daily productive activities and sociocultural interactions. E-Sagu eventually had to abandon its construction of agricultural science as objective and acultural, resorting to rural methods of persuasion. It also found that it could only survive by joining forces with companies promoting commodification of agricultural inputs, which was a cause of the agrarian distress it sought to alleviate. This article examines India’s response to the global soil health crisis. A longstanding centre of agricultural production and innovation, India has recently launched an ambitious soil health programme. The country’s Soil Health Card (SHC) Scheme intervenes in farm-scale decisions about efficient fertiliser use, envisioning farmers as managers and soil as a substrate for production. India is also home to one of the world’s largest alternative agriculture movements: natural farming. This puts farmer expertise at the centre of soil fertility and attends (...) to the wider ecological health of soils. Despite emerging as a mode of resistance to dominant agricultural systems, natural farming is now being delivered in increasingly bureaucratic ways by India’s state governments. This article offers Himachal Pradesh as a case study in how the soil is governed, drawing on 38 semi-structured interviews with scientists, agricultural officers, non-governmental organisation leaders, and activists. Rather than assess approaches to soil health according to their ecological bottom line, we examine the differing forms of knowledge, expertise and ‘truth’ in the SHC and Natural Farming approaches. Our analysis reveals discontinuities in how farmers are imagined, as well as continuities in how quasi-spiritual language combines in a bionationalist project, positing assumptions about the correct arrangement of life in nationalist terms. We point to a shift toward hybrid and pick-and-mix approaches to soil health, as farmers and their organisers are increasingly invested with the capacities to combine multiple options. We see a fracturing of expertise and the opening up of epistemic pluralism in responses to the soil fertility crisis. (shrink)

This article offers an analysis of the construction and deployment of the ideas of ‘the West’ and ‘tradition’ in the social commentary of Ashis Nandy. It argues that Nandy's ‘critical’ defence of tradition is framed and animated by occidentalism and renders tradition into a paradoxical space of redemption and innocence. The first part of the paper shows that Nandy's nativist narratives of loss and his suspicion of political ideologies place him both in and against post-colonial cultural politics. The second section (...) examines and illustrates the mutually defining nature of occidentalism and traditionalism. It is shown that Nandy's stereotypes of authentic Indian culture undermine the critical capabilities of his ‘critical traditionalism’. Part three explores Nandy's dilemmas further by reference to his attempts to align tradition with reflexivity. (shrink)
