This article explores the philosophical underpinnings and implications of the idea of the public in the US state processes of knowledge production and control. In it we take up questions of public and counterpublic political philosophical knowledge production and mediation in relation to an expanding state. Specifically, we examine the political philosophies of racialized counterpublics since the 1960s, considering the particular knowledge production genre of the political prison letter. We suggest that the philosophical principles of the dominant public in the (...) US have a proclivity to merge with state mechanisms of domination and to thwart counterpublics and their modes of political knowledge production. (shrink)

Disputes between those holding differing political views are ubiquitous and deep-seated, and they often follow common, recognizable lines. The supporters of tradition and stability, sometimes referred to as conservatives, do battle with the supporters of innovation and reform, sometimes referred to as liberals. Understanding the correlates of those distinct political orientations is probably a prerequisite for managing political disputes, which are a source of social conflict that can lead to frustration and even bloodshed. A rapidly growing body of empirical evidence (...) documents a multitude of ways in which liberals and conservatives differ from each other in purviews of life with little direct connection to politics, from tastes in art to desire for closure and from disgust sensitivity to the tendency to pursue new information, but the central theme of the differences is a matter of debate. In this article, we argue that one organizing element of the many differences between liberals and conservatives is the nature of their physiological and psychological responses to features of the environment that are negative. Compared with liberals, conservatives tend to register greater physiological responses to such stimuli and also to devote more psychological resources to them. Operating from this point of departure, we suggest approaches for refining understanding of the broad relationship between political views and response to the negative. We conclude with a discussion of normative implications, stressing that identifying differences across ideological groups is not tantamount to declaring one ideology superior to another. (shrink)

This article reconstructs J. G. A. Pocock's debt to Hannah Arendt's political philosophy in The Machiavellian Moment and argues that her presentation of classical politics in The Human Condition and her account of the secular nature of American foundation in On Revolution were important sources for Pocock's analysis of American liberal insecurity. However, a contextualization of The Machiavellian Moment within Pocock's immediate intellectual and professional milieu indicates that he placed himself in critical relation to Arendt's civic republican theory and located (...) her philosophy of history in the same spectrum as the American political tradition he sought to historicize. While they did share a similar perspective on the ethical and political value of locating oneself within a long historical durée, their different conceptions of the problem of continuity for secular political structures provides a crucial context for their disparate responses to the discourse of political crisis in the United States in the late 1960s and the 1970s. Over the past 50 years, Louis Hartz’s reinterpretation of American political thought has had considerable influence – both in shaping later studies and provoking rebuttals. Drawing on Tocqueville’s observation that Americans were fortunate in having been ‘born equal’ instead of having to become so by revolution, Hartz compared American political thought with that of Britain and France in order to show that America has been enthralled by an ‘irrational Lockianism’. This paper considers possible future legislation that requires the exclusive use of autonomous cars. The author develops and defends a ‘Liberal Argument Against Mandated Autonomous Cars’, which argues that such a law would be incompatible with classical liberalism, provided that the following condition holds: In the event where the car must ‘choose’ between running over a young person or an old person, or both, autonomous cars are programmed to respond by running over old people in order to save young people. Such a law requiring the use of these cars, provided that these assumptions hold, would violate the important value in classical liberalism that all individuals ought to be treated equally before the law. Early voting behavior research confronted liberal democratic theory with the average American citizen's meager ability to think politically. Since then, several lines of analysis have tried to vindicate the mass electorate. Most recently, some researchers have attempted to reconceptualize the political reasoning process by viewing it in the aggregate, while others describe individuals as effective—albeit inarticulate—employers of cognitive shortcuts. While mass publics may, in these ways, be described as “rational,” they still fail to meet the basic requirements of democratic theory.

ABSTRACTThis article explores how neoliberal and populist elements were initially fused in US political talk to legitimize the expansion of corporate power and socioeconomic inequality that has occurred over recent decades. Applying neo-Gramscian critical semiotic analysis to speeches, news texts and legislative statements about the 1981 Reagan economic plan, I illustrate how a distinctive neoliberal-populist discourse articulates signs of ‘the American people’ with signs of market individualism, and further connects these signs to the neoliberal political project’s policy moves to roll (...) back state protections and deliver large tax cuts. Neoliberal populism is a paradigmatic instance of what Stuart Hall has termed the ‘trans-coding’ of distinct semantic elements to form a new hegemonic discourse. Through neoliberal-populist signifying processes, people who are deemed unable or unwilling to inhabit market-centric subjectivities, or to promote policies defined as ‘free market,’ are ideologically drawn outside the perimeters of social esteem and political legitimacy. These processes have created obstacles to imagining a unified, politically effective opposition to the neoliberal project in the United States. Moreover, by ideologically constructing ‘the American people’ as anti-statists in the realm of economic and social welfare policy, neoliberal-populist discourse makes it difficult to articulate democratic values and practices with the state as a mechanism through which greater economic equality and substantive democracy could be realized. My analysis illuminates the immediate historical roots of a public discourse with deep anchors in popular common sense which continues to pervade official US policy talk. The cultural resonance and political influence of neoliberal-populist discourse help to explain the persistence of the neoliberal project in the USA. (shrink)
