Scholarly attention to sustainability transitions is rapidly increasing. This article explores how cultural politics constrain agricultural change. Cultural politics, or conflicting values about appropriate types of agriculture, are an underexplored variable influencing whether or not farmers adopt agroecological methods. The research focuses on the environmental, cognitive, and relational mechanisms that influence cultural politics. It analyzes the intersection of mechanisms and cultural politics in an Amazonian agrarian reform settlement of the Brazilian Landless Workers’ Movement. Insights into the factors confounding the agroecological (...) transition are derived from an analysis of longitudinal spatial data derived from historic aerial photographs and remotely sensed images, and ethnographic data from participant observation and semi-structured interviews. Drawing on a political ecology of education perspective, the cultural politics surrounding the agroecological transition are traced to the confluence of the region’s historical usage for cattle ranching, farmer’s conceptions of space and the combination of agricultural extension and government credit. The MST’s agroecological education initiatives hold the promise to drive the sustainability transition, but are also constrained by these cultural politics and associated mechanisms. (shrink)

Government-sponsored school lunch programs have garnered attention from activists and policymakers for their potential to promote public health, sustainable diets, and food sovereignty. However, across country contexts, these programs often fall far short of their transformative potential. It is vital, then, to identify policies and organizing strategies that enable school lunch programs to be redesigned at the national scale. In this article, we use document analysis of historical newspapers and government data to examine the motivating factors and underlying conditions that (...) allowed South Korea’s universal free, eco-friendly school lunch program to become a tool for advancing social justice and ecological goals at the national scale. We analyze the socio-historical evolution and current status of the Korean school lunch program, combining the multi-level perspective with insights from environmental sociology and critical food studies, in order to shed light on the factors that enabled the program to become an innovative niche and articulate the opportunities and challenges it now faces. We identify the state-sponsored creation of what we call “precautionary infrastructure” as a key anchoring mechanism between the school food niche and agri-food regime. Precautionary infrastructure includes new supply chains, certification standards, and sourcing policies that provide a stable market for eco-friendly farms and small-scale producers, while minimizing the environmental health risks of school lunch by delivering organic and pesticide-free ingredients to on-site kitchens that serve free lunches to all students. This analysis offers insight into how public school-lunch programs can become protected niches that help drive sustainability transitions within agri-food systems. (shrink)

This paper extends arguments about the potential for reflexive governance in agri-food sustainability by linking food ethics to the notion of ‘unintended consequences’ and ‘responsibilisation’. Analysis of sustainable consumption governance shows the way authorities and intermediaries use food waste reduction projects to ‘responsibilise’ the consumer, including recent examples of shared responsibility. This paper takes this argument further by developing a ‘strategies of responsibilisation’ framework that connects relations between food system outcomes, problematisation in public discourse and strategies of responsibilisation in agri-food (...) governance. A food and drink waste case study of strategies to introduce reusable coffee cups in UK coffee shops and food retail chains is examined to exemplify relations between problematisation and responsibilisation. We examine problematisation and responsibilisation discourses that have emerged in relation to the issue, particularly in relation to single-use plastics, together with emerging governance arrangements and their underlying rationalities. The case study shows two key things: firstly, how ethical questions about food in public discourses connect to wider environmental planetary concerns ; and secondly, how responsibility has emergent and dynamic properties, which we term ‘cycles of responsibilisation’. The paper concludes by assessing the wider value of applying a responsibility framework to examine governance responses to increasingly complex agri-food system sustainability challenges. (shrink)

Questions have been raised on what role the knowledge provided by sustainability science actually plays in the transition to sustainability and what role it may play in the future. In this paper we investigate different approaches to sustainability transformation of food systems by analyzing the rationale behind transformative acts-the ground that the direct agents of change act upon- and how the type of rationale is connected to the role of research and how the agents of change are involved. To do (...) this we employ Max Weber’s distinction between instrumental rationality and value-rationality in social action. In particular, we compare two different approaches to the role of research in sustainability transformation: (1) Performance-based approaches that measure performance and set up sustainability indicator targets and benchmarks to motivate the agents in the food system to change; (2) Values-based approaches that aim at communicating and mediating sustainability values to enable coordinated and cooperative action to transform the food system. We identify their respective strengths and weaknesses based on a cross-case analysis of four cases, and propose that the two approaches, like Weber’s two types of rationality, are complementary-because they are based on complementary observer stances—and that an optimal in-between approach therefore cannot be found. However, there are options for reflexive learning by observing one perspective-and its possible blind spots-from the vantage point of the other, so we suggest that new strategies for sustainability transformation can be found based on reflexive rationality as a third and distinct type of rationality. This research examines a series of case studies from the agricultural sector to illustrate how various models of innovation embrace value proposition. A conscious value contestation at the interface of science, policy and civil society requires transformations in the triple-helix model of university-government-industry collaboration, because reiterations in the triple-helix model of innovation, such as quadruple, quintuple and higher helices, do not necessarily address civil society concerns for human values and science ethics. This research develops and tests a matrix model of (...) university-government-industry-civil society collaboration, which involves the co-creation of inclusive and transformational spaces for value proposition. Findings suggest that the matrix model of innovation institutionalises citizen science as it serves as a moral heuristic to make seemingly apolitical science responsive to essentially contested societal values. Increased pressures on agri-food systems have indicated the importance of intermediaries to facilitate sustainability transitions. While producer organizations are acknowledged as intermediaries between individual producers and other food system actors, their role as sustainability transition intermediaries remains understudied. This paper explores the potential of producer organizations as transition intermediaries to support producers in their needs to adopt sustainable production practices. Ten cases of producer organizations in conventional (regime) and organic (niche) vegetable systems in Uruguay were studied qualitatively. Findings show that (...) the classic intermediary roles that producer organizations fulfil in food systems also address the needs of producers in their transition to sustainable food systems. By providing organic inputs, organizing access to output markets, sharing knowledge, and facilitating sustainable production practices, producer organizations support producers within and across regime and niche. Producer organizations mostly function as implicit transition intermediaries, facilitated by their legitimacy among producers, their embeddedness in rural networks, and by refraining from taking a strong normative position. Producer organizations have the potential to be more explicit transition intermediaries, however this position comes with limitations. We provide policy recommendations to optimize the transition intermediary potential of producer organizations in their facilitation towards sustainable food systems. (shrink)

The perspective of transitions to sustainability seems to have almost replaced the perspective of sustainable development these days. The idea and concept of ‘transition pathways’ features prominently in it. Though originating from the field of systems thinking, it often tends to be approached in a rather instrumentalist way: how to make it happen. This often goes with a focus on technology and innovations. A different approach would be to focus on how to engage with related processes in appropriate ways and (...) considering appropriate principles and values to be expressed through transition pathways. Another tendency is it to always think of transitions as something positive: “transitions to sustainability – must be good!”. In this discussion paper we problematise transition pathways as concept and approach to societal change – in particular in relation to food systems – and list a series of critical reflections. As we unpack related dimensions, perspectives, and societal processes, a clear picture emerges: the need to carefully consider implications of underlying dynamics and political agendas more than researchers tend to do. We close with a number of suggestions regarding ways in which this can be done. (shrink)

This paper offers a historical analysis of contemporary practices of shopping for vegetables in the highly dynamic context of urban Hanoi during the period from 1975 to 2014. Focusing on everyday shopping practices from a food safety perspective, we assess the extent to which the policy-enforced process of supermarketization has proven to be an engine of change in daily vegetable purchasing while improving food safety. In depicting transitions in shopping practices, we combine a social practices approach with historical analysis. Providing (...) a historical analysis of a broad and complex spectrum of everyday practices of purchasing fresh vegetables, we identify the key drivers of change. We discuss different modalities of shopping and demonstrate that no single retail modernization format can be said to exist. Rather than contrasting an idealized supermarket model with the traditional modalities of food shopping, we offer a varied, more diverse set of shopping practices that displays different strategies for coping with food safety issues. When discussed from a historical perspective, food practices are shown to be highly dynamic, being constantly reinvented and reconfigured by consumers who use their established skills, routines, and social networks to sometimes resist top-down enforced supermarketization while developing the coping strategies that best suit their local circumstances. Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal articles (...) and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. The Agriculture, Food and Human Values Society and the journal _Agriculture and Human Values_ provided a crucial intellectual space for the early transdisciplinary critique of the industrial agrifood system. This paper describes that process and presents the concept of “The Doctors of Agrifood Studies” as a metaphor for the key role critical agrifood social scientists played in documenting the unsustainability of conventional agriculture and working to create an alternative, ethical, sustainable agrifood system. After the introduction, the paper details the “Critical (...) Turn” in agrifood studies, followed by a reconsideration of my “Four Questions” framework, focusing on the current tension between the food security and food sovereignty discourses and movements. Food retailers are powerful actors of the agro-industrial food system. They exert strong lock-in effects that hinder transitions towards more sustainable agri-food systems. Indeed, their marketing practices generally result in excluding the most sustainable food products, such as local, low-input, small-scale farmers’ products. Recently in Belgium, several initiatives have been created to enable the introduction of local products on supermarket shelves. In this article, we study three of those initiatives to analyse if the development of local sourcing in supermarkets opens (...) up an opportunity for a transition towards more sustainable agri-food systems. We conceptualise transitions as a shift in governance and ethical values and adopt a pragmatist approach of ethics combined with the systemic perspective of transition studies, to evaluate the impact of these initiatives. Our analysis shows that they mainly contribute to the reproduction of the incumbent agri-food system. It also highlights that first, to be a driver for sustainability transitions, food ethics need to be systemic i.e. relate to a systemic understanding of problems and perspective of sustainability, including social justice. And second, it highlights that governance arrangements involving not only representative organisations of the various agri-food and non-agricultural actors, but also actors upholding ethical values that are currently missing in conventional supply chains and representing excluded and marginalised interests, favour the uptake of such systemic ethics by incumbent actors. Hence, systemic ethics and inclusive governance are key features for initiatives to contribute to a sustainability transition. (shrink)

This paper examines the social and organizational innovation processes undertaken by small-scale producers engaged in short food supply chains in the North Swedish region of Västerbotten. The study uses the notion of proximity to empirically analyse and conceptually explore these phenomena. The paper illustrates the ‘new associationalism’ mobilized by producers in order to promote knowledge exchange and learning and highlights the role of translocal practices in sustaining this transition. The study found that open and trusted interactions with consumers are central (...) to the development of ‘quasi-organic’ practices, and that producers belong to numerous motley associations of food professionals facilitating the creation of collective meanings about near-produced quality food. The paper contributes to the rapprochement between agri-food studies and human geography to understand the formation of local food systems from an evolutionary and relational perspective. (shrink)

The need to create more sustainable food systems calls for careful attention to justice in making the transition. However, to achieve a just transition and create policies to support the goal of developing sustainable food systems, we need more knowledge of the ways current policies tackle justice. This knowledge can reveal blind spots and development needs and increase the transparency of potentially conflicting goals, which is essential for designing just transition policies. From the normative perspective of food justice, a food (...) system should produce three principal outcomes: food security and nutrition, livelihoods and fair income, and environmental sustainability. In this article, we take these outcomes as the starting point to study how they relate to the distributive, procedural, and recognitive aspects of food justice in the context of Finnish food policies. Our data consist of Finnish policy strategies relating to the national food system and data from interviews with experts involved in the policy processes. Our results suggest that food security and farmer livelihoods have dominated justice related considerations at the cost of environmental sustainability. Although these are important for distributive justice and for recognizing vulnerabilities, the current setting reveals risks regarding the possibilities of transitioning to a low-carbon food system. The invisibility of the often-invisible groups is also notable in the policy documents. To promote justice more broadly, there should be greater emphasis on environmental sustainability as well as procedural and recognitive justice and opportunities for diverse people to participate in food policymaking. Well-intended natural resource policies that ignore the complexity of socio-ecological systems too often threaten local values and opportunities for sustainable development. Upland areas throughout Indonesia provide examples of complex socio-ecological systems experiencing rapid socio-economic and environmental transformations in response to interactions between development policies and local agendas. Broad natural resource policies influence socio-ecological systems in different ways. In some cases, there are converging national and local goals, while in others the goals of national policy conflict with local aspirations. This study (...) identifies how broadscale policies could respond to the unique characteristics of upland areas to optimise development outcomes and avoid unintended risks for people and the landscape. The theory of reflexive modernity is utilised to illustrate how two national policies, the Community Forestry initiative and the Irrigation Reservoir program, largely discount the complexity of local values in the uplands of Pagar Alam, Indonesia. We identify local farmer aspirations through an analysis of development narratives and relate how they are impacted upon by the two policies. Our findings indicate that dominant development goals and associated sustainability pathways diverge in a range of ways from local farmer values and aspirations. We suggest that policymakers take more consideration of four interacting elements, namely: local ecological traits; local values and institutions; the multiple development pathways; and exogenous market drivers that affect local development, to promote sustainability and increase the likelihood of achieving all desired policy outcomes.
