In an era of fiscal austerity and dualization of social protection, has organized labor become increasingly split along skill and industry lines? Against recent political science accounts of trade union involvement in social policymaking, this paper argues that, in the specific area of pensions, unions representing high-skilled workers and the core industrial sectors of the economy have paradoxically been led to increase their cooperation with unions representing the less privileged segments of labor, in order to improve coverage of private pensions (...) across the board. These unions’ motivations for doing so and the strategies they have employed have nonetheless differed according to the preexisting institutional design of domestic pension systems. Despite experiencing an early and protracted neoliberal transformation, France has exhibited an acutely ambiguous stance towards neoliberal practice. This is illustrated by, for example, regular nationwide protests opposed to policies with an overtly neoliberal flavour, or the coexistence of heavy taxation and a profound financialisation of its economy. This article seeks to explain why neoliberalism successfully developed in France, despite such an ambiguity. The focus will be placed on the transformation of labour relations, which will reveal the important role played (...) by both the technocratic elite and firm-level negotiations in legitimating neoliberal practice. It will be argued that while several relevant sociological explanations offer some valuable insights for making sense of neoliberalism’s successful development in France, Antonio Gramsci’s concept of ‘passive revolution’ provides a very fruitful basis upon which to capture the singularity of the French case. The advent of an unregulated and financial form of capitalism, combined with a sharp rise in income inequalities and economic insecurity since the 1970s, appears to pose, at first glance, a significant challenge for the relevance of the works of first-generation critical theorists, which are often confined to an historically specific ‘artistic’ critique of the bureaucratic stage of capitalist development. Through an analysis of the various concerns and demands expressed by members of the alter-globalization and Occupy movements, the article nevertheless (...) aims to demonstrate that first-generation critical theory can continue to play a significant role in conceptualizing contemporary forms of resistance by: (1) capturing the social malaise engendered by neoliberal capitalism; and (2) informing the practice of resistance in contemporary capitalist societies. Challenging the new political-economic “mainstream” that considers trade unions to be “complicit” in labor market dualization, this article’s analysis of union strategies in Italy and South Korea, most-different union movements perceived as unlikely cases for the pursuit of broader social solidarity, shows that in both countries unions have successively moved away from insider-focused strategies and toward “solidarity for all” in the industrial relations arena as well as in their social policy preferences. Furthermore, unions explored new avenues of political agency, often (...) in alliance with civil society organizations. This convergent trend toward a social model of unionism is ascribed to a response of unions to a “double crisis”: that is, a socioeconomic crisis, which takes the form of a growing periphery of the labor market associated with growing social exclusion, and a sociopolitical crisis, which takes the form of an increasing marginalization of the unions from the political process. Precarious work is a growing and alarming phenomenon. This paper analyses two of its distinctive normative features. First, precarity increases the risks workers face, blurring their capacity for prospection and lessening their security in accessing the opportunities associated with their jobs. Second, precarious work challenges workers’ collective action capacity. I will argue that both features threaten workers’ republican freedom. I develop the second point by presenting a conception of solidarity between workers and then showing how precarious work erodes it. On (...) the one hand, when the labour market is dualised, precarity is distributed unevenly and the risks undergone by groups of workers are different. Thus, dual labour markets create a potential conflict of interest between the preferences of different groups, insiders and outsiders. On the other hand, various economic changes hinder workers from acting based on shared purposes due to increased coordination costs. To the extent that workers’ power depends on their bonds and collective action, primarily through unions, the eclipse of their solidarity leaves them powerless and thus increases their domination. In the employment relationship, organizational factors are the main factors that affect employee behavior. Especially for knowledge-based workers, it is even more crucial for organizations to give enough attention to their individual needs. Based on Existence, Relatedness, and Growth theory, this study constructs a moderated mediating model to explore how the impact of the employee–organization relationship on work engagement and work well-being of knowledge-based employees. In this study, existence–relatedness–growth need satisfaction is used as a mediator and the perceived symbiotic relationship (...) is used as a moderator. Data collected from 791 knowledge-based employees in higher education institutions from more than 20 provinces and cities in China are used to test the model. The results show that EOR has significant positive effects on WE and WWB. Need satisfaction for relatedness partially mediates the effects of EOR on WE and WWB. Need satisfaction for growth mediates the effect of EOR on WE while the mediating role of need satisfaction for growth between EOR and WWB is unsupported. The mediating role of need satisfaction for the existence of EOR on both WE and WWB is unsupported. The perceived symbiotic relationship moderates the relationship between EOR and WE and WWB. The findings are of theoretical significance in expanding the research field of EOR and providing a basis for organizations to implement EOR strategies. (shrink)
