This paper approaches the problem of testimony from a new direction. Rather than focusing on the epistemic grounds for testimony, it considers the problem from the perspective of an individual who must choose whom to trust from a population of many would-be testifiers. A computer simulation is presented which illustrates that in many plausible situations, those who trust without attempting to judge the reliability of testifiers outperform those who attempt to seek out the more reliable members of the community. Let us focus on what I take it is the paradigm case of testimony—the intentional transfer of a belief from one agent to another, whether in the usual way via a verbal assertion made by the one agent to the other, or by some other means, such as through a note.1 So, for example, John says to Mary that the house is on fire (or, if you like, ‘texts’ her this message on her phone), and Mary, upon hearing this, forms (...) the belief that the house is on fire and consequently exits the building at speed. Clearly, a great deal of our beliefs are gained via testimony, and if the epistemic status of our testimonybased beliefs were to be called into question en masse, then this would present us with quite a predicament. It is thus essential that we have some plausible account of the epistemology of testimony. Our primary focus will be on the justification for our testimony-based beliefs, though along the way we will say a little about other relevant epistemic notions like epistemic entitlement as well. Virtually everything we know depends in some way or other on the testimony of others—what we eat, how things work, where we go, even who we are. We do not, after all, perceive firsthand the preparation of the ingredients in many of our meals, or the construction of the devices we use to get around the world, or the layout of our planet, or our own births and familial histories. These are all things we are told. Indeed, subtracting from our (...) lives the information that we possess via testimony leaves them barely recognizable. Scientific discoveries, battles won and lost, geographical developments, customs and traditions of distant lands—all of these facts would be completely lost to us. It is, therefore, no surprise that the importance of testimony, both epistemological and practical, is nearly universally accepted. Less consensus, however, is found when questions about the nature and extent of our dependence on the word of others arise. Is our justified reliance on testimony fundamentally basic, for instance, or is it ultimately reducible to perception, memory, and reason? Is trust, or some related interpersonal feature of our social interaction with one another, essential to the acquisition of beliefs that are testimonially justified? Is testimonial knowledge necessarily acquired through transmission from speaker to hearer? Can testimony generate epistemic features in its own right? These are the questions that will be taken up in this paper and, as will become clear, their answers have far-reaching consequences for how we understand our place in the social world. (shrink)

Testimony is a vital and ubiquitous source of knowledge. Were we to refrain from accepting the testimony of others, our lives would be impoverished in startling and debilitating ways. Despite the vital role that testimony occupies in our epistemic lives, traditional epistemological theories have focused primarily on other sources, such as sense perception, memory, and reason, with relatively little attention devoted specifically to testimony. In recent years, however, the epistemic significance of testimony has been more fully appreciated. Local reductionism, the doctrine that hearers need evidence that a particular piece of testimony is reliable if they are to be justified in believing it, must on pain of scepticism be complemented by a principle that grants default justification to some testimony; I argue that (APT) is the principle required. I consider (...) two alternative weaker principles as complements to local reductionism; one yields counter-intuitive results unless we accept (APT) as well, while the other is too weak to enable local reductionism to avoid scepticism. Many epistemologists agree that even very young children sometimes acquire knowledge through testimony. In this paper I address two challenges facing this view. The first (building on a point made in Lackey (2005)) is the defeater challenge, which is to square the hypothesis that very young children acquire testimonial knowledge with the fact that children (whose cognitive immaturity prevents them from having or appreciating reasons) cannot be said to satisfy the No-Defeaters condition on knowledge. The second is the extension challenge, (...) which is to give a motivated, extensionally-adequate account of the conditions on testimonial knowledge in early childhood. Neither challenge can be met merely by endorsing externalism about knowledge; but we can meet both by reconceiving the process that eventuates in the child’s consumption of testimony. My central thesis is that this process should be seen as implicating features of the child's social environment. The result is a novel anti-individualistic externalism about knowledge. (shrink)

Within the contemporary epistemology of testimony, it is widely assumed that testimonial scepticism can be dismissed without engaging with possible reasons or arguments supporting the view. This assumption of dismissibility both underlies the debate between reductionist and non-reductionist views of testimony and is responsible for the neglect of testimonial scepticism within contemporary epistemology. This paper argues that even given liberal assumptions about what may constitute valid grounds for the dismissal of a sceptical view, the assumption that testimonial scepticism is dismissible (...) should be rejected. For even if familiar sceptical positions and scepticism about testimonial justification can be dismissed on such grounds, scepticism about testimonial knowledge cannot. (shrink)

Anti-reductionists hold that beliefs based upon comprehension (of both force and content) of tellings are non-inferentially justified. For reductionists, on the other hand, comprehension as such is not in itself a warrant for belief: beliefs based on it are justified only if inferentially supported by other beliefs. I discuss Elizabeth Fricker's argument that even if anti-reductionism is right in principle, its significance is undercut by the presence of background inferential support: for mature knowledgeable adults, justification from comprehension as such plays (...) no active role, and is superseded by inferential warrant. I show that her argument begs important questions. Inferential and non-inferential support combine to over-determine the justification of comprehension-based beliefs. (shrink)

One of the central problems afflicting reductionism in the epistemology of testimony is the apparent fact that infants and small children are not cognitively capable of having the inductively based positive reasons required by this view. Since non-reductionism does not impose a requirement of this sort, it is thought to avoid this problem and is therefore taken to have a significant advantage over reductionism. In this paper, however, I argue that if this objection undermines reductionism, then a variant of it (...) similarly undermines non-reductionism. Thus, considerations about the cognitive capacities of infants and small children do not effectively discriminate between these two competing theories of testimonial justification. (shrink)

Indicators of the reliability of informants are essential for social learning in a society that is initially dominated by ignorance or superstition. Such reliability indicators should be based on meta-induction over records of truth-success. This is the major claim of this paper, and it is supported in two steps. One needs a non-circular justification of the method of meta-induction, as compared to other learning methods. An approach to this problem has been developed in earlier papers and is reported in section (...) 2. It is based on the predictive optimality of meta-inductive learning, under the assumption that objective success records are globally available. The rest of the paper develops an extension of this approach, so-called local meta-induction. Here individuals can access only success records of individuals in their immediate epistemic neighborhood. Local reductionism purports to defend a middle ground in the debate about the epistemic status of testimony-based beliefs. It does so by acknowledging the practical ineliminability of testimony as a source of knowledge, while insisting that such an acknowledgment need not entail a default-acceptance view, according to which there exists an irreducible warrant for accepting testimony. The present paper argues that local reductionism is unsuccessful in its attempt to steer a middle path between reductionism and anti-reductionism about testimonial justification. In (...) particular, it challenges local reductionism 'from within', without appealing to anti-reductionist intuitions. By offering novel arguments to the effect that local reductionism fails by its own standards, the present paper considerably strengthens the case against this version of reductionism. Local reductionism, it is argued, fails for three main reasons. First, it cannot account for the rationality of testimonial rejection in paradigmatic cases, even though the possibility of rational rejection is thought to be of central justificatory importance. Second, it does not provide a sufficiently distinct non-testimonial basis to which testimonial justification can be successfully reduced. Finally, local reductionism is shown to be an intrinsically unstable position, in danger of collapsing into full-fledged 'credulism' of the kind historically associated with Thomas Reid. (shrink)

Testimony is an indispensable source of information. Yet, contrary to ‘literalism’, speakers rarely mean just what they say; and even when they do, that itself is something the hearer needs to realize. So, understanding instances of testimony requires more than merely reading others' messages off of the words they utter. Further, a very familiar and theoretically well-entrenched approach to how we arrive at such understanding serves to emphasize, not merely how deeply committed we are to testimony as a reliable source (...) of information, but that epistemological questions about testimonial belief are – perhaps even must be – posterior to such a commitment. This result does not itself dictate any particular views on the epistemology of testimony. However, not only does the failure of literalism not support the view that the justificatory basis of testimony-based beliefs is importantly inferential; it in fact undermines a key premise in one important argument for the view that one needs independent, positive reasons for accepting a given testimonial report. More generally, the present paper illustrates how discussions of the epistemology of testimony might usefully interact with an examination of the epistemology of understanding. (shrink)

In this paper I argue that RadicalInterpretation (RI), taken to be a methodological doctrine regarding the conditions under which an interpretation of an utterance is both warranted and correct, has unacceptable implications for the conditions on (ascriptions of) understanding. The notion of understanding at play is that which underwrites the testimonial transmission of knowledge. After developing this notion I argue that, on the assumption of RI, hearers will fail to have such understanding in situations in which we should want to (...) maintain otherwise. The overall effect of the argument is to provide a heretofore unexamined source of motivation for anti-individualistic approaches to the semantics of utterances. (shrink)

Social knowledge, for the most part, is knowledge through testimony. This essay is an overview of the epistemology of testimony. The essay separates knowledge from justification, characterizes testimony as a source of belief, explains why testimony is a source of knowledge, canvasses arguments for anti-reductionism and for reductionism in the reductionism vs. anti-reductionism debate, addresses counterexamples to knowledge transmission, defends a safe basis account of testimonial knowledge, and turns to social norms as a partial explanation for the reliability of testimony.

A contemporary debate concerning the epistemology of testimony is portrayed by its protagonists as having its origins in the eighteenth century and the respective views of David Hume and Thomas Reid. Hume is characterized as a reductionist and Reid as an anti-reductionist. This terminology has been widely adopted and the reductive approach has become synonymous with Hume. In Sect. 1 I spell out the reductionist interpretation of Hume in which the justification possessed by testimonially-acquired beliefs is reducible to the epistemic (...) properties of perception, memory and inductive inference. This account of testimony is taken to be found in the section ‘On Miracles’ of Hume’s Enquiry concerning Human Understanding. In Sect. 2 I introduce the distinction between global and local reductionism, and Coady’s interpretation of Hume as a global reductionist. He takes Hume’s position to be untenable. The rest of the paper explores alternative interpretations of Hume. Section 3 develops a local reductionist interpretation of Hume on testimony. It is argued, though, that such an approach is unstable and, in response, Sect. 4 turns to anti-reductionism in its contemporary forms and in Reid’s teleological account. In Sect. 5 I argue for an anti-reductionist account of Hume, one drawn from his discussion of the testimony of history in the Treatise of Human Nature, thus moving away from the usually exclusive focus upon the discussion of miracles in the first Enquiry, upon which the reductionist interpretation is based. Given the standard meaning of ‘Humeanism’ in the current debate, my interpretation amounts to the claim that Hume is not a Humean with respect to testimony. (shrink)

When should you believe testimony that you receive from your social media feeds? One natural answer is suggested by non-reductionism in the epistemology of testimony. Avoid accepting social media testimony if you have an undefeated defeater for it. Otherwise, you may accept it. I argue that this is too permissive to be an adequate epistemic policy because social media have some characteristics that tend to facilitate the efficacy of misinformation on those platforms. I formulate and defend an alternative epistemic policy (...) for belief on social media, which is inspired by reductionism in the epistemology of testimony. (shrink)
