This analysis examines fundamental questions at the intersection of social science and social technology as well as problems of disciplinary divisions and the challenge of cross-disciplinary cooperation. Its theoretical-empirical context is provided by post-communist transformations, a set of profound societal changes in which institutional design plays a central role. The article critically reappraises the contribution of Karl Popper's philosophy to this problem context, examines neoliberalism as social science and social technology, and examines the role of experts and disciplinary divisions in (...) the reform process. Building on Mario Bunge's social philosophy, it sketches basic elements of a cross-disciplinary approach to "social change by design." In social scientific studies of Europe’s new democracies, there has emerged an analytical approach which transcends the teleology of ‘transitology’ and, focusing on the impact of culture and history, is sensitive to the contingencies and ‘eventfulness’ of social transformations. The main thrust of this article is that such a culturo-historical approach may prove useful not only in assessing the different results to which the processes of democratization lead at the national level, but also to assess the general direction of political (...) change after 1989 towards democracy. Building on Eisenstadt’s notion of modernity as a cultural and political program, this article therefore attempts to understand the revolutions of 1989 not only as the mere sum of particular national events, but also as part of an ‘entangled history’, that is, as a common, transnational phenomenon which was based on and articulated a shared cultural understanding. In the article, Thomas More’s vision of citizen education is a starting point for the analysis of the role of East European dissident thought and practice in addressing the present crisis of social agency posed by the legacy of postmodern philosophy and the surge of post-truth politics. The article argues that engaging with the experience of Eastern Europe in the last decades of the twentieth century offers a useful way of approaching the question of political action in relation to social (...) dreaming and an important context to address the postmodern deconstruction of the subject. The way the thought and practice of East European dissidence both resonates with and questions the main principles of postmodern theory makes it particularly relevant for the current historical and political momentum and can be seen as an important contribution to the debates belonging to the ethico-political turn.
