The COVID-19 pandemic is considered a global disaster that affects all areas of the world; however, it is also seen as a motivation for domestic and foreign scientists to focus on researching solutions to reduce its damage. This article aims to explore the correlation of scientific publications of countries in Southeast Asia, among research fields in Vietnam and among topics published by Vietnamese educational institutions in the context of a pandemic. 1392 Southeast Asian countries’ publications related to COVID-19 were referenced (...) from the Scopus database, including 123 articles from Vietnam (up to August 27th, 2020). Statistics show that Vietnam ranks fifth in the number of scientific publications with research cooperation of researchers from 20 different countries. Regarding the research fields of Vietnam, medicine is the main research topic, social science ranks third following environmental science. In the field of social science, articles focus on four key topics: epidemic prevention, reduction of pandemic effects on life and socioeconomics, factors related to online learning of students, healthcare for the elderly. From the analysis results, the authors recommend that researchers should pay attention to other topics in the social sciences that have not been published, such as psychological effects of infected or suspected nCovi, the impact of COVID-19 to disadvantaged groups in society... COVID-19 is a novel infectious disease and global health crisis with major psychological implications. Of particular focus are the effects it will have on low- and middle-income countries (LMICs) as being under-resourced poses many challenges. Vietnam, a country with an estimated population of 97.33 million people, which until 30 July, 2020, had 459 confirmed COVID-19 cases with no fatalities but as of November 4th had 35 deaths, can be viewed as a model LMIC for other countries struggling with COVID-19. Employing (...) key tactics such as transparency and effective communication, Vietnam was able to foster strong cooperation between government and citizens, contributing to its success during COVID-19. Moreover, Vietnamese resilience, attributable, in part, to “tam giao,” a coexistence of religious and philosophical Taoism, Buddhism, and Confucianism through cultural additivity, provides a unique mindset that other countries can learn from to adapt and even build psychological resilience against COVID-19 pandemic's psychological outcomes. We suggest countries prioritize transparency and communication to mitigate stigmatization and psychological distress that can result from quarantine and other interventions while promoting resources that provide accurate scientific information and psychological aid to citizens. We believe that Tam giao could be repurposed to relieve inevitable contradictions between values and lifestyles in the context of this devastating global health crisis. (shrink)

Human rights constitute a universal concern in different countries’ responses to COVID-19. Vietnam is internationally praised for its success in containing the pandemic; nevertheless, human rights issues are a key area that needs to be assessed and improved. Little legal and ethical research is available on human rights in Vietnam, particularly in its response to COVID-19, however. In Vietnam, decentralization took place during the pandemic: higher authorities delegated power to lower ones to make and implement public health measures. Unfortunately, many (...) measures made and implemented decentrally caused human rights concerns or breaches. This article aims to study what makes such measures cause human rights concerns or breaches. It argues that several social, legal, and political factors, including an inadequate understanding of human rights, the undefined breadth of discretion, and lack of supervision, are underlying factors for such problematic decentralized measures. Accordingly, this paper proposes two solutions (i) improving the supervision of the decentralization process, and (ii) improving the understanding of human rights. While Vietnam should learn from the international community to improve its measures, lessons and experience from Vietnam can also contribute to a richer dialogue and better protection of human rights globally. The COVID-19 pandemic has undoubtedly become an era-defining challenge for the entire world. It has implications not only in the public health sector but also in the global economy and political landscape. The prevention strategy that has been followed in Sri Lanka is unique. Early action taken by the government and the ministry of health, being one of pre-emptive quarantining and isolation of suspected contacts even before they developed symptoms, was vital to contain the spread of the disease. During the (...) early phase, a nationwide lockdown in the form of a curfew was imposed which helped mitigate the spread of the virus. However, due to several lapses, there was a threat of community transmission; this was swiftly brought under control through ongoing government interventions. Thus, strict social/physical distancing measures enforced by the government, together with an increase in testing capacity, prevented widespread community transmission. Strictly containing the outbreaks as and when they were identified made it easier to bring the spread under control through contact tracing. In this article, we give an account of the strategy taken by Sri Lanka to mitigate the pandemic and comment on the lessons learned concerning the ethical responses to the COVID-19 crisis. (shrink)
