This article is based on a philosophical analysis of moral language in academic journal articles that concern child death cases. The analysis shows that research of child protection is a value-committed practice, and the language use reflects this in various ways. Direct moral language is relatively rare, and moral values are often implicitly referred to. Values in social work research bear resemblance to moral philosophical stances.

Context: W. R. Ashby’s work on homeostasis as the basic mechanism underlying all kinds of physiological as well as cognitive functions has aroused renewed interest in cognitive science and related disciplines. Researchers have successfully incorporated some of Ashby’s technical results, such as ultrastability, into modern frameworks (e.g., CTRNN networks). Problem: The recovery of Ashby’s technical contributions has left in the background Ashby’s far more controversial non-technical views, according to which homeostatic adaptation to the environment governs all aspects of all forms (...) of life. This thesis entails that life is fundamentally “heteronomous” and it is conceptually at odds with the autopoiesis framework adopted by Ashby’s recent defenders as well as with the primacy of autonomy in human life that most of the Western philosophical tradition upholds. The paper argues that the use of computer simulations focused on the more conceptual aspects of Ashby’s thought may help us recover, extend and consequently assess an overall view of life as heteronomy. Method: The paper discusses some computer simulations of Ashby’s original electro-mechanical device (the homeostat) that implement his techniques (double-feedback loops and random parameter-switching). Results: First simulation results show that even though Ashby’s claims about homeostatic adaptivity need to be slightly weakened, his overall results are confirmed, thereby suggesting that an extension to virtual robots engaged in minimal cognitive tasks may be successful. Implications: The paper shows that a fuller incorporation of Ashby’s original results into recent cognitive science research may trigger a philosophical and technical reevaluation of the traditional distinction between heteronomous and autonomous behavior. Constructivist content: The research outlined in the paper supports an extended constructionist perspective in which agency as autonomy plays a more limited role. (shrink)

The concept of innovation defines our age. It fuels the global economy, promises a sustainable future, and stands at the heart of our interconnected society. On the one hand, the concept of innovation is widely presupposed in terms of the commercial value it generates. As claimed in the tradition of economic analysis, innovation is characterized by its competitive dynamics and primarily directed at developing marketable products and services. On the other hand, the reality of today’s global issues, such as climate (...) change and food security, urges innovation to generate societal value beyond mainstream economic incentive. To this end, the EU policy discourse has paved the way for Responsible Innovation. The core idea here is to steer innovation processes towards societally desirable outcomes, specifically in response to the ‘grand challenges’ of our time. Under the sway of ‘science with and for society’, the hypothesis is that innovation can only respond to the needs and ambitions of society by including all its actors throughout the process. However, while much effort is dedicated to governing innovation, little thought goes to what innovation itself means conceptually. What understanding of innovation underpins the framework of RI? What implications, if any, does this have for the ambition to achieve RI? These are important questions to raise as they enable critical reflection on the relation between responsibility and innovation, broadly speaking. Does the ‘R’ in RI entail an application of ethical keys to an already existing concept of innovation, or does it require us to rethink the concept of innovation altogether? After providing a general introduction in chapter 1 on the context of the dissertation and its main research objectives, chapter 2 shows how RI emerged from a longer history of efforts to incorporate ethical dimensions in new and emerging technologies, such as Technology Assessment and Science and Technology Studies. While similar to its precursors in prioritizing ethical concerns, RI clearly distinguishes itself by shifting from an ethics of constraints to an ethics of construction. The chapter continues to show that such an approach comes with an epistemic challenge, a political challenge, and a conceptual challenge. Through an extensive analysis of policy documents and academic literature, chapter 3 breaks open the concept of innovation in the RI discourse. Firstly, it demonstrates that the RI discourse tends to presuppose a techno-economic concept of innovation, as coined by the terms ‘technological innovation’ and ‘commercialized innovation’. Secondly, it provides a historical analysis to show that the concept of innovation was originally politically oriented and had little to do with the way in which it is commonly understood today. Thirdly, it discusses the implications of a techno-economic concept of innovation for achieving the ideal of RI and brings into question whether the political origins of innovation may inspire an alternative route. Chapter 4 engages with the philosophy of technology to assess the feasibility of RI at both an ontic and ontological level. While innovation at the ontic level refers to concrete innovative artefacts, innovation at the ontological level refers to the mode through which these artefacts are seen, understood, and created. At the ontic level, RI is shown to play a significant role in steering emerging technologies towards societally desirable outcomes. Even so, at the ontological level, the question is whether the ideal of RI is feasible insofar its scope is limited to governing a techno-economic concept of innovation. Parallel to Martin Heidegger’s view of technology as Enframing, this chapter denotes that in trying to govern a techno-economic concept of innovation, the RI discourse remains subject to its dominance. This in turn explains why, at the operational level, RI is often employed for mere strategic and instrumental purposes, while falling short on its promoted ambitions. Chapter 5 articulates an orientation shift from a techno-economic concept of innovation towards a political concept of innovation in the RI discourse. To this end, the chapter distinguishes between weak RI, which seeks to govern a techno-economic concept of innovation through an applied set of ethical dimensions; and strong RI, which seeks to conceive a political concept of innovation beyond techno-economic ideology and practice. Inspired by the work of Hannah Arendt, the chapter establishes a political concept of innovation that actualizes the human capacity for speech and action, inspires radical novelty, and empowers the public sphere. In doing so, the chapter concludes that strong RI is principally a plural undertaking which guards individual opinion from collective opinion; enables a physical and symbolic openness that genuinely activates citizenry; and stimulates performative speech. The final chapter, chapter 6, briefly recaps the main research objectives and takes stock of the insights gained. It concludes that the contribution of this dissertation does not reside in the concern with the techno-economic ideology of innovation as such – a concern which RI in fact already expressed when it first emerged – but more so in the ontological critique to the idea that this ideology can somehow be overpowered through governance and regulation. The rehabilitation of an ontological dimension in RI in turn provides a new perspective to the philosophy of technology, which over the years has taken a course away from ontological viewpoints. Moreover, the chapter elaborates on how a political concept of innovation adds depth to the foundational claims of RI. Based on these conclusions, the chapter reflects on a range of broader insights, particularly in relation to the philosophy of innovation and the ethics of socially disruptive technologies. In sum, this dissertation politicizes the RI discourse precisely in the way it was originally envisioned, that is, through conceptualizing innovation as a fundamentally political matter. In this view, politics is not merely an extension of RI but is itself the condition of RI; it is what enables innovation to genuinely serve the public good. (shrink)

The overall aim of this thesis is to look at some philosophical issues surrounding autonomous systems in society and war. These issues can be divided into three main categories. The first, discussed in papers I and II, concerns ethical issues surrounding the use of autonomous systems – where the focus in this thesis is on military robots. The second issue, discussed in paper III, concerns how to make sure that advanced robots behave ethically adequate. The third issue, discussed in papers (...) IV and V, has to do with agency and responsibility. Another issue, somewhat aside from the philosophical, has to do with coping with future technologies, and developing methods for dealing with potentially disruptive technologies. This is discussed in papers VI and VII. Paper I systemizes some ethical issues surrounding the use of UAVs in war, with the laws of war as a backdrop. It is suggested that the laws of war are too wide and might be interpreted differently depending on which normative moral theory is used. Paper II is about future, more advanced autonomous robots, and whether the use of such robots can undermine the justification for killing in war. The suggestion is that this justification is substantially undermined if robots are used to replace humans to a high extent. Papers I and II both suggest revisions or additions to the laws or war. Paper III provides a discussion on one normative moral theory – ethics of care – connected to care robots. The aim is twofold: first, to provide a plausible and ethically relevant interpretation of the key term care in ethics of care, and second, to discuss whether ethics of care may be a suitable theory to implement in care robots. Paper IV discusses robots connected to agency and responsibility, with a focus on consciousness. The paper has a functionalistic approach, and it is suggested that robots should be considered agents if they can behave as if they are, in a moral Turing test. Paper V is also about robots and agency, but with a focus on free will. The main question is whether robots can have free will in the same sense as we consider humans to have free will when holding them responsible for their actions in a court of law. It is argued that autonomy with respect to norms is crucial for the agency of robots. Paper VI investigates the assessment of socially disruptive technological change. The coevolution of society and potentially disruptive technolgies makes decision-guidance on such technologies difficult. Four basic principles are proposed for such decision guidance, involving interdisciplinary and participatory elements. Paper VII applies the results from paper VI – and a workshop – to autonomous systems, a potentially disruptive technology. A method for dealing with potentially disruptive technolgies is developed in the paper. (shrink)

This article brings a new perspective to the ethical debate on geoengineering through stratospheric aerosol injection (SAI), incorporating the emerging techno-moral change scholarship into the discussion surrounding sustainability. The techno-moral change approach can help us understand different ways in which technology might shape society. First, it helps highlight how values and norms are interrelated. Second, it shows that techno-moral change can happen even if the technology is in no way realized. Through the introduction of two techno-moral vignettes, two diametrically opposed (...) ways in which SAI forces us to rethink sustainability and our relationship with nature are suggested. SAI could lead to a situation of entrenchment, wherein sustainability as a norm is undermined, or transformation where the necessity of acting according to sustainability is highlighted. (shrink)

We propose the use of discussion structures as tools for analyzing policy debates in a way that enables the increased participation of lay stakeholders. Discussion structures are argumentation-theoretical tools that can be employed to tackle three barriers that separate lay stakeholders from policy debates: difficulty, magnitude, and complexity. We exemplify the use of these tools on a debate in research policy on the question of responsibility. By making use of discussion structures, we focus on the argumentative moves performed by the (...) parties involved in this debate. We conclude by discussing advantages and limitations of discussion structures and we trace several opportunities for further research on these instruments. (shrink)

Information providing and gathering increasingly involve technologies like search ‎engines, which actively shape their epistemic surroundings. Yet, a satisfying account ‎of the epistemic responsibilities associated with them does not exist. We analyze ‎automatically generated search suggestions from the perspective of social ‎epistemology to illustrate how epistemic responsibilities associated with a ‎technology can be derived and assigned. Drawing on our previously developed ‎theoretical framework that connects responsible epistemic behavior to ‎practicability, we address two questions: first, given the different technological ‎possibilities available (...) to searchers, the search technology, and search providers, ‎who should bear which responsibilities? Second, given the technology’s ‎epistemically relevant features and potential harms, how should search terms be ‎autocompleted? Our analysis reveals that epistemic responsibility lies mostly with ‎search providers, which should eliminate three categories of autosuggestions: those ‎that result from organized attacks, those that perpetuate damaging stereotypes, and ‎those that associate negative characteristics with specific individuals.‎. The paper addresses charges of risk and loss aversion as well as of irrationality directed against the precautionary principle (PP), by providing an epistemic analysis of its specific role in the safety law system. In particular, I contend that: 1) risk aversion is not a form of irrational or biased behaviour; 2) both risk and loss aversion regard the form of the utility function, whereas PP rather regards the information on which to base the decision; 3) thus PP has formally (...) nothing to do with risk or loss aversion but rather with risk awareness; 4) PP removes a fictional construct in the legal system, according to which any hazard should be ignored and denied until it is scientifically proven; 5) the quandary originates in the tension between current methods of evidence evaluation, and the logic underlying PP which demands for a probabilistic epistemology. Este trabajo versa sobre la aplicación del principio de precaución a un caso concreto: los organismos modificados genéticamente (OMG). Está estructurado del modo siguiente. En primer lugar, nos centramos en los OMG, intentando aclarar el significado de los términos “organismo modificado genéticamente” y “transgénico”, ofreciendo un breve recorrido por su historia y dibujando a grandes rasgos los riesgos y beneficios que pueden procurar. A continuación, nos ocupamos del tratamiento de los OMG en algunas de las regulaciones principales en las que (...) se apela al principio de precaución y las distintas opiniones que críticos y defensores de la nueva tecnología tienen sobre su aplicación. Tras argumentar que la diversidad de opiniones se debe, al menos en parte, a la ambigüedad del propio principio, analizamos las diversas variantes en las que este se presenta. Para concluir, intentamos establecer qué tipo de precaución resulta adecuada en el caso de los OMG. (shrink)

The present dissertation discusses the relationship between cultural constructions of climate and practical attempts at regulating the latter’s perceived influence on human beings in the ‘long’ seventeenth century—a time of crucial historical and intellectual changes. Drawing upon a broad range of printed and manuscript sources written in various languages, the research presented here reconstructs the long-term success of classical ‘climate theories’ and the concrete behaviours that these theories inspired in early modern Europe and the American colonies. By investigating the various (...) strategies that were used to cope with, and capitalize on, the perceived influence of climate, the dissertation challenges common characterizations of climate theory as a form of determinism. After a preliminary chapter about the origins, transmission, and circulation of climate theory in its multiple and conflicting forms, the following chapters each explore a different way of negotiating climatic influence in the ‘long’ seventeenth century, notably diet and lifestyle, geographical displacement, and environmental engineering. The ‘Epilogue’ then briefly looks at post-seventeenth-century developments before drawing some general conclusions about the historical evolution and cultural significance of early-modern climate theories. Situating itself at the intersection of several disciplinary fields, this dissertation examines, on the one hand, the interplay of environmental ideas and practices in specific historical contexts; and, on the other hand, the acquisition, transmission, and circulation of environmental knowledge at, and across, different socio-cultural levels. It thus raises questions of tradition and innovation, consistency and diversity, ‘learned’ and ‘popular’ culture, investigating the ways in which epistemic paradigms are formed and transformed across time and space. This essay explores the works of German artist Gustav Metzger as a potential response to Theodor W. Adorno’s dictum “Nach Auschwitz ein Gedicht zu schreiben, ist barbarisch” (“To write poetry after Auschwitz is barbaric”). It argues that culture, as understood in the Adornian sense, is inextricably barbaric as a result of simply being after Auschwitz. Culture must acknowledge the finitude in its own ability to live up to an ethical demand in response to justice, whose arrival is infinitely deferred. In (...) spite of this, culture, and art in particular, must not refrain from the very act of writing. Metzger’s works are discussed as aesthetic responses to the “new categorical imperative” of Adorno, who addresses art’s failure in light of Auschwitz by pointing to aporias that constitute the inescapable condition of “barbarism.” This essay suggests that Metzger’s aesthetic articulations are nonbarbaric ruptures, in that they challenge our living on irresponsibly within the condition of barbarism via a constant confrontation with complicity. In this paper I am going to talk about the “philosophy of life” project, which my colleagues and I have attempted over the last few years at our college. I believe research into the philosophy of life should contribute much to our discussion about many issues, such as democracy and war and peace in contemporary society. Before entering the main topic of this presentation, I would like to briefly introduce my academic background up until the present.

Current medical genetics research is dominated by a single theory that supports the Human Genome Project rationale. This thesis investigates this and several alternative hypotheses and the ethical context related to their development. Firstly, the hypotheses are discussed in detail followed by a subsection in which research evidence based on each hypothesis is cited. Secondly, these medical genetics hypotheses are situated within the contemporary medical paradigm. To conclude, the thesis examines in depth the ethical and practical implications of medical genetics (...) research. A framework of analysis of scientific responsibility is used to explore these implications. Scientific responsibility, as presented in this thesis, is a process consisting of three steps: scientific discourse; the development of the nature of scientific responsibility; and, effective criticism. Once scientific responsibility is defined, the term is applied specifically to the field of medical genetics research. (shrink)

I wish to carry out a philosophical inquiry into the present day intercultural public spheres. The thesis I endeavour to support is that the achievement of inclusive public spheres largely depends on one’s willingness and capacity to foster the “appreciation of diversities” by first, enhancing policies and forms of cooperation between the citizens’ emotional and motivational resources, and then enhancing their cognitive competences. More specifically, my proposal is to understand such an effort from the viewpoint of post-Weberian responsibility, that is (...) of an ethics and politics that overcome the traditional divisions between theory and practice, cognition and emotion, “Verantwortung” and “Gesinnung” , and therefore succeed in enhancing the citizens’ awareness and attitudes as – in Habermas’ words – “democratic co-legislators”. The case study of Matthew Lipman’s “Philosophy for Children/Community” succeeds precisely in highlighting these results. (shrink)

This study is a contribution to the bioethical debate about new and possibly emerging reproductive technologies. Its point of departure is the intuition, which many people seem to share, that using such technologies to select non-disease traits – like sex and emotional stability - in yet unborn children is morally problematic, at least more so than using the technologies to avoid giving birth to children with severe genetic diseases, or attempting to shape the non-disease traits of already existing children by (...) environmental means, like education. The study employs philosophical analysis for the purpose of making this intuition intelligible and judging whether it is justified. Different ways in which the moral problems posed by reproductive technologies are often framed in bioethical debates are criticised as inadequate for this task. In particular, it is argued that the intuition cannot fully be made sense of in terms of harm to the children that such technologies help create. The study attempts to elaborate an alternative to that broadly consequentialist approach, by drawing on Martin Heidegger’s philosophy of technology, Hans Jonas’s ethics, and Aristotle’s practical philosophy, as it has been received and developed in the hermeneutical tradition. It is suggested that reproductive choices, unlike decisions for already born children, are characterised by a peculiar one-sidedness: the future child appears to the parents as something wholly theirs to decide about, not as a concrete other with whom they must interact in a responsive and attuned way. This is problematic because it means that such choices cannot call upon the particularised moral understanding only gained in interpersonal encounters. In particular, it makes them easily shaped by various tendencies, to which parents are always susceptible, to relate to children in instrumentalising ways, and at risk of reinforcing such tendencies. However, this does not mean that all uses of reproductive technologies are equally troubling. When selecting against severe disease the parents can rely on a widely shared illness experience to escape the dangers that one-sidedness involves. It is concluded that the intuition under discussion, thus explicated and in some ways qualified, makes sense morally. (shrink)

A central task in understanding the theme of the posthuman involves relating it to the concept of the human. For some; there is continuity between the concepts of the human and the posthuman. This approach can be understood in the tradition of the great chain of being. Another approach posits a conceptual; and perhaps ontological; saltus. Here; the concept of the posthuman is taken to represent a radical departure from the realm of the human. After considering Lovejoy’s scheme of the (...) great chain of being; Aristotle’s view of a conceptual saltus ; and their historical significance; I will suggest how we might distinguish various concepts of the posthuman from the human by applying Rudolf Carnap’s approach to defining multiple concepts of space. We can thus create a linguistic convention that will assist in constructing useful conceptions of the human and posthuman – these can clarify the prospects of a posthuman future. (shrink)

Objective: There are benefits and risks of giving patients more granular control of their personal health information in electronic health record (EHR) systems. When designing EHR systems and policies, informaticists and system developers must balance these benefits and risks. Ethical considerations should be an explicit part of this balancing. Our objective was to develop a structured ethics framework to accomplish this. -/- Methods: We reviewed existing literature on the ethical and policy issues, developed an ethics framework called a “Points to (...) Consider” (P2C) document, and convened a national expert panel to review and critique the P2C. -/- Results: We developed the P2C to aid informaticists designing an advanced query tool for an electronic health record (EHR) system in Indianapolis. The P2C consists of six questions (“Points”) that frame important ethical issues, apply accepted principles of bioethics and Fair Information Practices, comment on how questions might be answered, and address implications for patient care. -/- Discussion: The P2C is intended to clarify whatis at stake when designers try to accommodate potentially competing ethical commitments and logistical realities. The P2C was developed to guide informaticists who were designing a query tool in an existing EHR that would permit patient granular control. While consideration of ethical issues is coming to the forefront of medical informatics design and development practices, more reflection is needed to facilitate optimal collaboration between designers and ethicists.
