In this article I analyse the structural and cultural conditions of low-caste women's political agency in urban north India. Whereas in Western feminist political theory, the sexual division of labour is considered to be a key constraint for women's political participation, I show how this has a secondary relevance in the context analysed. I argue that issues concerning the division of labour are intertwined with and subject to those of male consent and support for women's activities. I illustrate how it (...) is often the supposedly ‘oppressive’ household boundaries rather than alternative outer spaces that, under a series of enabling circumstances, initiate women's political activities. Against this backdrop, I show how Indian women activists’ political agency is shaped by men's role, and how agency's relational nature is embedded in women's lifecycles, everyday practices and cultural expectations; in essence, in overall gendered agency. Comparative analyses between Western and non-Western models of political participation and discourse have only just begun. In this respect, I contribute to this nascent field in the following directions: not only do the arguments I present in this article challenge the individualistic Western subject of political action, but they also complicate the idea of the resulting empowerment as a culturally constructed process whose understanding arises from the dialectics between insider and outsider values. This article examines Gandhi's writings, speeches, and correspondence, produced mainly from 1946 to the end of his life, on the subject of violence against women during the riots surrounding the Partition of the Indian subcontinent. Gandhi, the article demonstrates, persistently fails to address the gender pathology revealed at the heart of South Asian society by these violations, a pathology to which men were subject, but of which women were the victims. The article compiles a comprehensive overview of Gandhi's shifting positions (...) during this brief, though cataclysmic, period, in the belief that in so doing a certain core aspect of mainstream Indian nationalism's patriarchal underpinnings can be laid bare to critique. The main purpose of this article is to broaden U.S. scholars' awareness of the similarities and differences of gender literature in another part of the world. In providing this partial review of gender scholarship in India, the authors hope to foster critical reflection on the inequities of global knowledge production and consumption and the role of U.S. academic institutions and scholars in this project. The article is written not by scholars who are based in India but by those who are (...) based in U.S. academies. Given their location, linguistic and cultural competencies, and scholarly expertise, the review, at best, can be described as a glimpse of gender scholarship in India. The four sections of this article feature theoretical and methodological issues, the women's movement, and violence against women in India. (shrink)
