Food security policy, programs, and infrastructure have been incorporated into Public Health and other areas of the Provincial Government in British Columbia, including the adoption of food security as a Public Health Core Program. A policy analysis of the integration into Public Health is completed by merging findings from 48 key informant interviews conducted with government, civil society, and food supply chain representatives involved in the initiatives along with relevant documents and participant/direct observations. The paper then examines the results within (...) the context of historic and international trends and theoretical models of food policy, community food security, and applied policy research. Public Health re-emerged as a driver of food security in BC—both as a key player and in positing the public’s health as a driver in food security and food systems. While Public Health’s lead role supported an increase in legitimacy for food security in BC, interviewees described a clash of cultures between Public Health and civil society. The clash of cultures occurred partly as a result of Public Health’s limited food security mandate and top down approach. Consequently civil society voice at the provincial level was marginalized. A social policy movement toward a new political paradigm—regulatory pluralism—calls for greater engagement of civil society, and for all sectors to work together toward common goals. A new, emerging policy map is proposed for analyzing the dynamics of food security and health promotion initiatives in BC. (shrink)

The term ‘food security’ has been used in multiple ways and addresses not only issues around availability and accessibility of foods, but also, among others, the sustainability of livelihoods at the local community level—an issue often seen as a basis for the proliferation of local and alternative food networks. Accordingly, in this paper we attempt to develop a theoretical re-framing that is able to link food security with AFNs in arguing that the understanding of the two notions is dynamics and (...) contingent upon the elements that construct them. We use an assemblage approach to analyze a case of Dunedin, a small-size city in New Zealand, in which the community aims to achieve food security through a local food strategy. Through a series of interviews with a group of food activists and academics, public discussions, and two local food forums, we found that food security was understood and performed in its local context through assembling diverse actors and objectives within the AFN. In conclusion, we offer assemblage thinking as an analytical tool to understand how seemingly precarious local food relations are stabilized and assembled so as to open possibilities of achieving food security. The MSC (...) was created in 1996by the transnational environmental organization theWorld Wildlife Fund and the transnational corporationUnilever. The emergence of the MSC has generatedheated discussion in fisheries management circles thatis in general divided along North/South lines. Thisanalysis indicates that the case of the MSC providesvaluable insights into the possible characteristics ofsupranational regulatory mechanisms that might emulatethe role of the nation-State in the post-Fordist era. This paper explores the role of regulation and legislation on influencing the development and diffusion of technologies and methods of crop production. To do this, the change in pesticide registration under European Regulation 1107/2009 ‘Placing Plant Protection Products on the Market’ was followed through the UK’s agricultural system of innovation. Fieldwork included: a series of interviews conducted with scientists, agronomists and industry organisations; a programme of visiting agricultural events; as well as sending an electronic survey to British potato growers. The (...) innovation system is noted to have made the legislation less restrictive than originally proposed. The most notable system response to the legislation is the adjustment of agrochemical company pesticide discovery strategy and their expansion into biologically derived treatments. There have also been other innovation responses: agricultural seed companies have been breeding in pathogen resistance in their cultivars; agricultural consultancies are prepared to recommend pathogen-resistant seeds; scientists are using the change as justification for adopting their solutions; the agricultural levy boards funded research into off-label pesticide uses; and producers, potato growers in particular, have been seeking advice, but not changing their growing practices. The food sector and health sector become more and more intertwined. This raises many possibilities, but also questions. One of them is the question of what the implication is for public trust in food and health issues. In this article, I argue that the products on the interface between food and health entails some serious questions of trust. Trust in food products and medical products is often based upon a long history of rather clear patterns of mutual expectations, yet these (...) expectations are not similar in both sectors. As long as the food sector and health sector remain distinct, these differences will not lead to problems of trust, yet when new products are introduced, like functional foods or personalized dietary advices, trust can be threatened. To prevent this, we need clarity with regard to what we can expect of these new products and of whom to expect what in this situation. This requires not␣only adequate information on operating procedures, but also a profound debate␣on responsibilities and the explication and interpretation of moral values and norms. (shrink)
