The aim of the paper is to draw a connection between a semantical theory of conditional statements and the theory of conditional probability. First, the probability calculus is interpreted as a semantics for truth functional logic. Absolute probabilities are treated as degrees of rational belief. Conditional probabilities are explicitly defined in terms of absolute probabilities in the familiar way. Second, the probability calculus is extended in order to provide an interpretation for counterfactual probabilities--conditional probabilities where the condition has zero probability. (...) Third, conditional propositions are introduced as propositions whose absolute probability is equal to the conditional probability of the consequent on the antecedent. An axiom system for this conditional connective is recovered from the probabilistic definition. Teddy Seidenfeld recently claimed that Kolmogorov's probability theory transgresses the Substitutivity Law. Underscoring the seriousness of Seidenfeld's charge, the author shows that (Popper's version of) the law, to wit: If (∀ D)(Pr(B,D)=Pr(C,D)), then Pr(A,B)=Pr(A,C), follows from just C1. 0≤ Pr(A,B)≤ 1 C2. Pr(A,A)=1 C3. Pr(A & B,C)=Pr(A,B & C)× Pr(B,C) C4. Pr(A & B,C)=Pr(B & A,C) C5. Pr(A,B & C)=Pr(A,C & B), five constraints on Pr of the most elementary and most basic sort.

This paper uses Popper's treatment of probability and an epistemic constraint on probability assignments to conditionals to extend the Bayesian representation of rational belief so that revision of previously accepted evidence is allowed for. Results of this extension include an epistemic semantics for Lewis' theory of counterfactual conditionals and a representation for one kind of conceptual change.
