    In 1958, to refute the argument known as the theoretician's dilemma, Hempel suggested that theoretical terms might be logically indispensable for inductive systematization of observational statements. This thesis, in some form or another, has later been supported by Scheffler, Lehrer, and Tuomela, and opposed by Bohnert, Hooker, Stegmüller, and Cornman. In this paper, a critical survey of this discussion is given.     Meets what? Ranking theory is, as far as I know, the only existing theory suited for underpinning Keith Lehrer’s account of knowledge and justification. If this is true, it’s high time to bring both together. This is what I shall do in this paper.     This paper presents a theory of conclusions based upon the suggestions of Tukey [21]. The logic offered here is based upon two rules of detachment that occur naturally in probabilistic inference, a traditional rule of acceptance, and a rule of rejection. The rules of detachment provide flexibility: the theory of conclusions can account for both statistical and deductive arguments.
