A generalized reality criterion which attributes physical properties to statistical ensembles is used in order to deduce an inequality which is violated by quantum mechanics in realistic conditions. This new form of the Einstein-Podolsky-Rosen paradox is developed exclusively from the reality criterion and from separability without any use of the previously introduced restrictive assumptions about the probabilistic scheme.

The model of the world proposed by Whitehead provides a natural theoretical framework in which to imbed quantum theory. This model accords with the ontological ideas of Heisenberg, and also with Einstein's view that physical theories should refer nominally to the objective physical situation, rather than our knowledge of that system. Whitehead imposed on his model the relativistic requirement that what happens in any given spacetime region be determined only by what has happened in its absolute past, i.e., in the (...) backward light-cone drawn from that region. This requirement must be modified, for it is inconsistent with the implications of quantum theory expressed by a generalized version of Bell's theorem. Revamping the causal spacetime structure of the Whitehead-Heisenberg ontology to bring it into accord with the generalized Bell's theorem creates the possibility of a nonlocal causal covariant theory that accords with the statistical prediction of quantum theory. An account of the contributions of Louis de Broglie to the quantum theory of measurement processes is presented. It being impracticable to cover all research work done by de Broglie and his School about this matter, stress is put on the refutation of von Neumann's theorem, on the alternative description arising from the double solution theory, and on some critical analysis of the usually accepted formalism.

This paper constructs two classes of models for the quantum correlation experiments used to test the Bell-type inequalities, synchronization models and prism models. Both classes employ deterministic hidden variables, satisfy the causal requirements of physical locality, and yield precisely the quantum mechanical statistics. In the synchronization models, the joint probabilities, for each emission, do not factor in the manner of stochastic independence, showing that such factorizability is not required for locality. In the prism models the observables are not random variables (...) over a common space; hence these models throw into question the entire random variables idiom of the literature. A concise proof of Bell's theorem on the necessary nonlocality of any theory which models individual measurements in correlated quantum mechanical systems is presented. A family of inequalities is derived which may be applied to a broad class of correlated systems to test the assumption of locality.

The Bell-Wigner locality argument is shown to be a special case of the nonexistence of certain state assembles with preassigned densities when there are restrictions on the allowable states.
