The public can influence animal welfare law and regulation. However what constitutes ‘the public’ is not a straightforward matter. A variety of different publics have an interest in animal use and this has implications for the governance of animal welfare. This article presents an ethnographic content analysis of how the concept of a public is mobilized in animal welfare journals from 2003 to 2012. The study was undertaken to explore how experts in the discipline define and regard the role of (...) the public in determining animal welfare standards. Analysis indicates that experts in animal welfare constitute different types of citizen and consumer publics around specific types of animal use, framed by different theories of value. These results suggest a need for greater clarity about the roles and responsibilities of experts and publics in animal welfare reform processes. Clearly citizens and consumers can both contribute to promoting higher welfare standards, but an over-reliance on market mechanisms and consumer behaviour to assign value is beset by moral hazards, foremost being the risk of disarticulating the concept of animal welfare from the public good. Waste is a major global environmental issue that assembles socio-cultural and bio-geological processes in complex indeterminate relationships. Drawing on three case studies, this article explores the shifting environmental politics concerned with waste’s material, economic, political, and cultural ‘management’. The Canadian case studies – determining a new waste management technology in a mid-sized city in central Ontario, an open dump in a remote Nunavut community, and an abandoned gold mine in the Northwest Territories – suggest waste occasions particular material and political (...) mobilizations. Landfill leachate, colonialism, disinterested publics, freezing arsenic, global corporate investments, country food, land claims, neoliberal governance, permafrost, ravens, and a host of other socio-material forces both empower and thwart ‘management’ politics. Through these case studies, this article explores Isabelle Stengers’s assertion that participating citizenship is an ‘Empty Great Idea’, and a provocation to consider the contexts in which waste may generate acquiescent or objecting publics. Engaging civil society actors as knowledgeable dialogue partners in the development and governance of emerging technologies is a new challenge. The starting point of this paper is the observation that the design and orchestration of current organized interaction events shows limitations, particularly in the articulation of issues and in learning how to address the indeterminacies that go with emerging technologies. This paper uses Dewey’s notion of ‘publics’ and ‘reflective inquiry’ to outline ways of doing better and to develop requirements for (...) a more productive involvement of civil society actors. By studying four novel spaces for interaction in the domain of nanotechnology, this paper examines whether and how elements of Dewey’s thought are visible and under what conditions. One of the main findings is that, in our society, special efforts are needed in order for technology developers and civil society actors to engage in a joint inquiry on emerging nanotechnology. Third persons, like social scientists and philosophers, play a role in this respect in addition to external input such as empirically informed scenarios and somewhat protected spaces. (shrink)

In this essay I discuss Cicero's practice of submitting his texts to others for comment, arguing that the mutual reading and correction of friends' works played an important social function. By discussing what would make a text better, Cicero and his collaborators worked to forge and maintain social ties. In addition, I pursue an important corollary: for a text to provoke this activity, it must present itself as unfinished or in progress. Cicero was aware of this corollary, and in the (...) Brutus he used images of textual incompletion to critique Atticist and Caesarian theories of style as solitary, antisocial, and implicitly autocratic. This led him to formulate an important new literary politics, which he put into practice in the years after Pompey's defeat in the civil war. (shrink)

Planning has lent legitimacy to the development of society through the application of different theories and practices. With its embodied concepts and values, planning influences the direction of change that a society may achieve. Given the great role that planning plays in shaping societies over long periods of time, in situations where it is planning knowledge that is subject to travel between nations, consideration of the context specificity is particularity essential. This thesis deals with the complex process of transferring collaborative (...) planning knowledge to a different institutional and cultural context. The research adopts a proactive approach, examining the practical and theoretical potential imbued in a new context. It is argued, in this work, that an exogenous planning model has to be re-contextualized and landed in a new context through its assimilation with that context’s history and cultural values. The research focuses on Egypt and is directed towards understanding the specificities of the Egyptian institutional context and the cultural values inherited from the history of Egyptian society. The author’s interest lies in addressing the ways in which such an understanding can contribute to the development of collaborative planning knowledge. The research strategy is designed with reference to the cross-cultural transfer of knowledge and the study utilises an action research approach through which the author plays the dual role of practitioner and action researcher. Implementing collaborative planning in the Egyptian urban context of the city of Zifta provided a valuable opportunity to understand how planning knowledge may be transferred between different cultural contexts. The intellectual foundations for the collaborative principle is scrutinised, and complemented by an examination of Egyptian social philosophy. A conceptual framework for the joint development of knowledge in cross-cultural planning research is put forward, which derives from a combination of the practical and theoretical investigations carried out. Making publics visible through digital traces has recently generated interest by practitioners of public engagement and scholars within the field of digital methods. This paper presents an experiment in moving such methods into critical proximity with political practice and discusses how digital visualizations of topical debates become appropriated by actors and hardwired into existing ecologies of publics and politics. Through an experiment in rendering a specific data-public visible, it shows how the interplay between diverse conceptions of the public as well (...) as the specific platforms and data invoked, resulted in a situated affordance-space that allowed specific renderings take shape, while disadvantaging others. Furthermore, it argues that several accepted tropes in the literatures of digital methods ended up being problematic guidelines in this space. Among these is the prescription to shown heterogeneity by pushing back at established media logics. (shrink)
