Davis on Pluralism and PrisonsAmanda Dubrulein 2013, the multiculturalism act marked its 25th anniversary; at the same time, the Office of the Correctional Investigator (OCI) was celebrating its 40th anniversary (Elizabeth qtd. in Eng 2–3) The OCI was created in response to the prison riot in Kingston Penitentiary that occurred in 1971. Yet, 40 years after, prisons in Canada still face "overcrowding, the (...) shortage of professional staff, programming cuts, the confinement in the institution of a number of people who did not require maximum security confinement, too much time spent in cells, a lack of adequate channels to deal with complaints" (Elizabeth qtd. in Eng 3). The "Annual Report on the Operation of the Canadian Multiculturalism Act 2019–20" (subtitled "Building a Better Canada Through Diversity") lists four principal objectives of the Canadian Multiculturalism Act: "the retaining and fostering of identity …, overcoming barriers to participation …, promoting exchanges, and language acquisition" (Canadian Heritage 10; emphasis added). One can then see that there is a marked disconnect between the ideals of plurality and participation that Canada supposedly rests on and the practices of the systems it maintains.Drawing on John Dewey's conception of democracy and Angela Davis's critique of the prison industrial complex, I aim to show that a state cannot truly be pluralistic or participatory while continuing to engage in carceral practices. To do so, I will first explicate Dewey's conception of democracy,1 then I will lay out the contemporary problems surrounding incarceration in Canada, and, finally, I will end with a discussion of abolition as a constructive practice.Discussions of democracy often center on the mechanisms of voting. We have formed the habit of believing that democracies will carry on as long as citizens perform rote political duties (Dewey, "Creative Democracy" 225). Yet, as Dewey saw and as we continue to see, a healthy democracy cannot [End Page 40] be maintained through rote action alone. Instead, it requires "conscious and resolute effort" because democracy is not a mere political system ("Creative Democracy" 224). Instead, as Dewey phrases it, it is a "way of life" and therefore has moral implications. A democracy cannot flourish where there is no community (Dewey, "Creative Democracy" 225). This is accomplished through dialogue and debate with others and the recognition of the transactional nature of associated living. The purpose of a state is to supply the "right conditions" so that every person can lead their life and flourish in their own capacity (Dewey, "Creative Democracy" 227).The public is composed of individuals who act and associate with each other; every individual is "subject to all kinds of social influences which determine what they can think of, plan and choose" (Dewey, The Public 115). Yet when people come together and discuss their wants and needs, new ideas are tested, and new beliefs are formed. This creates an unsettling of current modes and processes of political action (Dewey, The Public 103).2 Thus, Dewey argues that one of the main tasks required for maintaining (and reclaiming) democracy is the constant "discovering [of] means by which a scattered, mobile, and manifold public may so recognize itself as to define and express its interests" (The Public 174). For this to occur, the creation and recognition of community is central. For Dewey, community is not merely "physical and organic" (though it often is this), it is also "moral … emotional, [and] intellectual" (The Public 177–78). For the individual, who becomes a part of this association, democracy involves the responsibility of sharing with others the "capacity in forming and directing the activities of the groups to which one belongs and in participating according to the need in the values which the group sustains" (Dewey, The Public 175). For the group, democracy "demands liberation of the potentialities of [its] members" to flourish "in harmony with the interests and goods which are common" (Dewey, The Public 175). One of the most distinctive features of the tradition of philosophy on this continent has been the insistence that lived experience is the ultimate source of knowledge, and, more (...) importantly, amelioration of individual and collective community experience is the ultimate criterion for validation of knowledge relations. Dr. Ira Harkavy and the Netter Center at which he works represent a version of that ideal made institutionally manifest.In his 2022 Coss Lecture, Harkavy offers a vision for how the ideal of knowledge generation grounded in community experience and serving community priorities could be institutionalized in major US research universities. Furthermore, he makes the case that this transformation of research universities would revitalize our collective commitment to democratic citizenship and governance. It is an appealing vision, earnestly offered. In what follows, I celebrate the merits of this vision but raise concerns that it does not adequately consider questions about the ontology of experience. I review some of those questions and offer suggestions about what an updated ontology of experience, one that could revitalize democracy in the manner Harkavy says is needed, would look like.Experiential Basis for My ResponseA short personal introduction will provide context for (and perhaps lend credibility to) my response comments. I am a Professor of Education at the University of Oregon with affiliate appointments in the Department of Philosophy and in the Department of Ethnic Studies. My empirical research [End Page 81] focuses on how we prepare anti-racist educators to work in public schools (Pratt and Rosiek; Rosiek, “School Segregation”; Mitchell and Rosiek; Sconiers and Rosiek). My area of theoretical specialization is the development of new qualitative methodologies for research on educational equity. The latter involves working out the implications of different epistemologies and ontologies for educational inquiry and practice. Specifically, I have spent most of my career looking at the way teachers’ classroom experiences can be a valid source of general knowledge about educational practice and policy (Rosiek and Atkinson; Rosiek and Gleason).Both branches of my scholarship exist in a dialectic with my community activism around educational equity issues. My largest project to date was a ten-year study of the racial resegregation of a public school district, looking at how students and teachers navigated its aftermath (Rosiek and Kinslow). My most recent project involved two years of working with teachers all over the world to identify the ways they addressed equity challenges during the pandemic and to identify the institutional conditions that helped or hindered such work (DeRosia et al.). In a less academic context, I have worked with local educational activist organizations in my home community to support the needs of immigrant families and students, to create safer spaces for LGBTQIA students, and to get more equity-minded school board members elected.I share all of this just to clarify that I am familiar with the challenge of putting university expertise in the service of community improvement and, more specifically, promoting equity in educational institutions. I am familiar with approaching research in a manner that respects practitioners and non-academic community members as sources of knowledge, not just objects of knowledge.Praise for the Work at the Netter CenterFrom the vantage point that experience provides me, I want to offer energetic praise for the work that Harkavy and the Netter Center have been doing these last three decades. We should all recognize the difficulty of integrating the university’s knowledge-producing role with local education and service work (Brewer; Harkavy et al.). It is even more difficult to do so when aspiring to the ideal of collaborative knowledge production with the community in a manner that genuinely commits to epistemic egalitarianism. My initial response was that this is not my area of specialization and that I didn’t really have much to say. Then I realized that it was interesting to think about how I view and use notions of history in my work as (...) a feminist pragmatist. It turns out that in my own work, there is a theme of approaching/understanding history through the possibilities of the future. Rather than being confined by settled or fixed views of the present or the past, the present and past are better seen as possibilities for shaping new and different futures. This can be unsettling for many, as humans often like to justify practices and institutions with the idea that “it has to be this way” and/or “it has always been this way.” But unsettling this habit is important if we hope to approach conflict and disagreements in a productive manner that avoids dogmatism and division.Examining my own use of history in my varied philosophical work turned out to be interesting and instructive. It also revealed my reliance on theorists such as Jane Addams, Anna Julia Cooper, and John Dewey in my writing and my teaching. Usually, I work with implicit notions of history and its role in my philosophical writing. The one exception to that was in writing American Philosophy: From Wounded Knee to the Present, co-authored with Scott L. Pratt. In that work, we explicitly took up a pragmatist approach to history rooted in the work of John Dewey. There, we wrote:For Peirce, James, and Dewey, philosophy worth the name began in response to experienced problems—situations marked by confusion, doubt, indeterminacy—and then returned to these problems, aiming to transform and reconstruct them in ways that allowed the inquirer to go forward, to encounter still more experience. Philosophy, then should be understood as an activity that arises from experience. Since [End Page 71] experience is framed by language, culture and history, philosophy is not a transcendental practice engaged with the really real and truly true.(McKenna and Pratt 3)In “Philosophy and Civilization,” Dewey noted that philosophy is closely tied to the histories of cultures. These ties are mutually transformative, as the philosophy produced is rooted in, and shaped by, the place and time just as it then transforms the place, time, and traditions that give rise to it.Dewey’s own philosophy of history guided our work in American Philosophy: From Wounded Knee to the Present as we strove to offer a history of American philosophy that acknowledges its rootedness in particular times and places. In Logic: The Theory of Inquiry, Dewey noted that history is always in the making, when he wrote:The slightest reflection shows that the conceptual material employed in writing history is that of the period in which a history is written. There is no material available for leading principles and hypotheses save that of the historic present. As culture changes, the conceptions that are dominant in a culture change. Of necessity, new standpoints for viewing, appraising and ordering data arise. History is then rewritten. Material that had formerly been passed by, offers itself as data because the new conceptions propose new problems for solution requiring new factual material for statement and test.(LW 12:232–33)Dewey went on to argue that changes happening in the present put the past into a new perspective and bring to light new problems. This means that one’s understanding of the past is changed, and “we gain new instruments for estimating the force of present conditions as potentialities of the future” (LW 12:238). This article focuses on the pragmatist feminist theories of social reformer Charlotte Perkins Gilman and cultural anthropologist Margaret Mead. It begins by delineating Gilman's understanding of how the material-cultural environment affects the lives of women. Believing the American way of life to be too individualistic, Gilman developed a theory of social change aimed at generating more collectivist ways of living and promoting the economic independence of women. To achieve these ends, Gilman advocated for the reconstruction of the Victorian nursery, which (...) she believed would afford women the choice to pursue a professional career outside of the home, and promote the health of the community. Gilman's social theory is contrasted with that of Margaret Mead, who believed that plans for social reform are best left to readers. Rather than advocate for the adoption of an entirely new cultural practice, Mead sought to acquaint her culturally diverse American readership with the Samoan way of life, so that they might collectively decide how to best address the problem of choice facing young women in the 1920s. Many teachers struggle to maintain or build hope among themselves and their students in today’s climate of high anxiety and low morale. This article describes and responds to those challenging conditions. It offers teachers and scholars of education a philosophically sophisticated and feasible understanding of hope. This notion of hope is grounded in pragmatism and grows out of the pragmatist commitment to meliorism. Hope is described as a way of living tied to specific contexts that brings together reflection and intelligent (...) action alongside imagination and gratitude. Such hope is realistic and generative, rendering it well suited for teachers struggling in schools today. The article does account for some school conditions, including fatalism, passivity, and lack of persistent motivation, that pose obstacles for achieving pragmatist hope. The article closes by describing specific actions teachers can take to build and sustain hope in their schools, including developing supportive communities of inquiry, cultivating habits of hope among students, and practicing confirmation.
