The concept of privacy as a basic human right which has to be protected by law is a recently adopted concept in Thailand, as the protection of human rights was only legally recognized by the National Human Rights Act in 1999. Moreover, along with other drafted legislation on computer crime, the law on privacy protection has not yet been enacted. The political reform and the influences of globalization have speeded up the process of westernization of the urban, educated middle-class professionals. (...) However, the strength of traditional Thai culture means that a mass awareness of the concept of privacy rights remains scarce. This paper explicates the Thai cultural perspective on privacy and discusses the influence of Buddhism on privacy rights, including the impacts of globalization and the influence of Western values on the country’s political and legal developments. The paper also discusses the legal provisions regarding privacy protection, and the debates on the smart ID cards policy and SIM cards registration for national security. (shrink)

The way pollution is managed in Western countries is based on the preservation of the taboo character of waste, which is conceived to be privately produced and seen as a threat to public health. Public authorities have been given the responsibility to isolate waste and hide it from public eyes. However, this dominant approach is challenged by the emergence of new forms of pollution. New conceptual and policy frameworks to manage environmental degradation have to be developed. In discussions on the ethics of surveillanceand consequently surveillance policy, thepublic/private distinction is often implicitlyor explicitly invoked as a way to structure thediscussion and the arguments. In thesediscussions, the distinction public and private is often treated as a uni-dimensional,rigidly dichotomous and absolute, fixed anduniversal concept, whose meaning could bedetermined by the objective content of thebehavior. Nevertheless, if we take a closerlook at the distinction in diverse empiricalcontexts we find them to be more subtle,diffused and ambiguous than suggested. Thus,the paper argues (...) for the treatment of thesedistinctions as multi-dimensional, continuousand relative, fluid and situational orcontextual, whose meaning lies in how they areinterpreted and framed. However, the aim ofthis paper is not to finally sort things out. The objective is rather to demonstrate thecomplexities of the distinction in variouscontexts and to suggest that those using thedistinction, when considering the ethics andpolitics of surveillance technologies, wouldbenefit from more clearly specifying whichdimensions they have in mind and how theyrelate. The recent development of the research field of Computing and Philosophy has triggered investigations into the theoretical foundations of computing and information. This thesis consists of two parts which are the result of studies in two areas of Philosophy of Computing and Philosophy of Information regarding the production of meaning and the value system with applications. The first part develops a unified dual-aspect theory of information and computation, in which information is characterized as structure, and computation is the information dynamics. (...) This enables naturalization of epistemology, based on interactive information representation and communication. In the study of systems modeling, meaning, truth and agency are discussed within the framework of the PI/PC unification. The second part of the thesis addresses the necessity of ethical judgment in rational agency illustrated by the problem of information privacy and surveillance in the networked society. The value grounds and socio-technological solutions for securing trustworthiness of computing are analyzed. Privacy issues clearly show the need for computing professionals to contribute to understanding of the technological mechanisms of Information and Communication Technology. The main original contribution of this thesis is the unified dual-aspect theory of computation/information. Semantics of information is seen as a part of the data-information-knowledge structuring, in which complex structures are self-organized by the computational processing of information. Within the unified model, complexity is a result of computational processes on informational structures. The thesis argues for the necessity of computing beyond the Turing-Church limit, motivated by natural computation, and wider by pancomputationalism and paninformationalism, seen as two complementary views of the same physical reality. Moreover, it follows that pancomputationalism does not depend on the assumption that the physical world on some basic level is digital. Contrary to many believes it is entirely compatible with dual quantum-mechanical computing. (shrink)
