This paper discusses the economic, health and social potential of nanotechnology. This involves the development of techniques for the manipulation of matter at the atomic and molecular levels. These new materials can perform multiple functions and be economically produced in large quantities, and hence have the potential for replacing existing technologies and materials in socially and economically disruptive ways. The paper raises some ethical, social and moral concerns arising from the capabilities of such materials, and discusses possible ways to regulate (...) the growth of nanotechnology and allow the society to reap the benefits. There might not be a specific nano-ethics, but there definitely is an ethics of new & emerging science and technology (NEST), with characteristic tropes and patterns of moral argumentation. Ethical discussion in and around nanoscience and technology reflects such NEST-ethics. We offer an inventory of the arguments, and show patterns in their evolution, in arenas full of proponents and opponents. We also show that there are some nano-specific issues: in how size matters, and when agency is delegated to smart devices. (...) Our overall approach is a pragmatist ethics, and we conclude that struggle (and learning) might be more productive than models emphasizing consensus. (shrink)

The program of intervening, manipulating, constructing and creating is central to natural and engineering sciences. A renewed wave of interest in this program has emerged within the recent practices and discourse of nano-technoscience. However, it is striking that, framed from the perspective of well-established epistemologies, the constructed technoscientific objects and engineered things remain invisible. Their ontological and epistemological status is unclear. The purpose of the present paper is to support present-day approaches to techno-objects ( ontology ) insofar as they make (...) these hidden objects epistemologically perceivable. To accomplish this goal, it is inspiring to look back to the origin of the project of modernity and to its founding father: Francis Bacon. The thesis is that everything we need today for an adequate (dialectic-materialist), ontologically well-informed epistemology of technoscience can be found in the works of Bacon—this position will be called epistemological real-constructivism. Rather than describing it as realist or constructivist, empiricist or rationalist, Bacon’s position can best be understood as real-constructivist since it challenges modern dichotomies, including the dichotomy between epistemology and ontology. Such real-constructive turn might serve to promote the acknowledgement that natural and engineering sciences, in particular recent technosciences, are creating and producing the world we live in. Reflection upon the contemporary relevance of Bacon is intended as a contribution to the expanding and critical discussion on nano-technoscience. (shrink)

The National Science Foundation's (NSF) role in, and influence on, the National Nanotechnology Initiative (NNI) can best be understood through an examination of the NSF's history. Because of the NSF's weakened position at its founding in 1950 and obstacles faced throughout its history, the NSF developed a discursive strategy that focuses on making a causal link between support for basic science and societal benefits, and an operational strategy focused on growing its constituency through infrastructural support. The current literature on nanoethics focuses on a wide array of topics such as equity, privacy, military, environment, human enhancement, intellectual property, and security. The identification of those topics leads to the adoption of an ethical stance, which we call the in itself dimension . In this article we argue that even though it is correct to identify the areas where ethical problems are imperative to deal with ( in itself dimension ), it is a partial approach. This is because (...) the in itself dimension pays no attention to another ethical stance; one that does not have anything to do with individual or collective responsibilities, but rather with the socio-economic system into which those responsibilities are embedded.
