Despite increasing attention to the sensors, drones, robots, and apps permeating agri-food systems, little attention has been paid to social media, perhaps the most ubiquitous digital technology in rural areas globally. This article draws on analysis of farming groups on Myanmar Facebook to posit social media as appropriated agritech: a generic technology incorporated into existing circuits of economic and social exchange that becomes a site of agrarian innovation. Through analysis of an original archive of popular posts collected from Myanmar-language Facebook (...) pages and groups related to agriculture, I explore the ways that farmers, traders, agronomists and agricultural companies use social media to further agrarian commerce and knowledge. These activities evidence that farmers use Facebook not only to exchange market or planting information, but also to interact in ways structured by existing social, political and economic relations. More broadly, my analysis builds on insights from STS and postcolonial computing to disrupt assumptions about the totalizing power of digital technologies and affirm the relevance of social media to agriculture, while inviting new research into the surprising, ambiguous relationships between small farmers and big tech. The future of work has become a pressing matter of concern: Researchers, business consultancies, and industrial companies are intensively studying how new work models could be best implemented to increase workplace flexibility and creativity. In particular, the agile model has become one of the “must-have” elements for re-organizing work practices, especially for technology development work. However, the implementation of agile work often comes together with strong presumptions: it is regarded as an inevitable tool that can be universally integrated into different (...) workplaces while having the same outcome of flexibility, transparency, and flattened hierarchies everywhere. This paper challenges such essentializing assumptions by turning agile work into a “matter of care.” We argue that care work occurs in contexts other than feminized reproductive work, namely, technology development. Drawing on concepts from feminist Science and Technology Studies and ethnographic research at agile technology development workplaces in Germany and Kenya, we examine what work it takes to actually keep up with the imperative of agile work. The analysis brings the often invisibilized care practices of human and nonhuman actors to the fore that are necessary to enact and stabilize the agile promises of flexibilization, co-working, and rapid prototyping. Revealing the caring sociotechnical relationships that are vital for working agile, we discuss the emergence of power asymmetries characterized by hierarchies of skills that are differently acknowledged in the daily work of technology development. The paper ends by speculating on the emancipatory potential of a care perspective, by which we seek to inspire careful Emancipatory Technology Studies. (shrink)

While many forms of data-driven surveillance are now a ‘fact’ of contemporary life amidst datafication, obtaining concrete knowledge of how different institutions exploit data presents an ongoing challenge, requiring the expertise and power to untangle increasingly complex and opaque technological and institutional arrangements. The how and why of potential surveillance are thus wrapped in a form of continuously produced uncertainty. How then, do affected groups and individuals determine how to counter the threats and harms of surveillance? Responding to an interdisciplinary (...) concern with agency amidst datafication, this article explores what I term ‘anticipatory data practices’ – future-oriented practices which provide a concrete anchor and a heuristic for action amidst the persistent uncertainties of life with data. This article traces how anticipatory data practices have emerged within civil society practices concerned with countering the harms of surveillance and data exploitation. The mixed-method empirical analysis of this article draws from 50 interviews with digital security educators and technology developers; participant observation at 12 civil society events between 2016 and 2019 and the textual analysis of 100 security manuals produced by NGOs and grassroots groups. From the rising number of hackerspaces to an increase in hardware start-ups, maker culture is envisioned as an enabler of the next industrial revolution—a source of unhindered technological innovation, a revamp of broken economies and educational systems. Drawing from long-term ethnographic research, this article examines how China’s makers demarcate Chinese manufacturing as a site of expertise in implementing this vision. China’s makers demonstrate that the future of making—if to materialize in the ways currently envisioned by writers, politicians, and scholars of (...) the global tech industry—rests on taking seriously the technological and cultural fabrics of professional making outside familiar information technology innovation hubs like Silicon Valley: making-do, mass production, and reuse. I trace back to China’s first hackerspace, documenting how a collective of makers began to move away from appropriating Western concepts of openness toward promoting China as source for knowledge, creativity, and innovation. This article demonstrates that when China’s makers set up open hardware businesses and articulate a unique culture of “hacking with Chinese characteristics,” they draw boundaries between the professional making they saw embodied in Chinese industrial production and the hobbyist making embodied in Western histories and cultures of hacking. In so doing, they position China as site of both technological and cultural expertise, intervening in dominant conceptions of computing that split manufacturing and innovation along geographical lines.
