    Although John Locke’s theory of appropriation is undoubtedly influential, no one seems to agree about exactly what he was trying to say. It is unlikely that someone will write the interpretation that effectively ends the controversy.     Whether John Locke's Two Treatises is a justification of revolution or a demand for revolution, it is a book about political revolution. Yet it is also a book about property. This is so not only because of the obviously central place that Locke's discussion of property holds in the Second Treatise but also because his account of when revolution is justified hinges, in three crucial respects, on his account of how private, or, exclusive, rights to property arise.

    This paper argues that James Mill is worthy of greater study than he now receives. It outlines the course of scholarship on James Mill, and considers various hypotheses to explain the decline of interest in his writings. Two examples, in education and penal theory, are presented of cases in which James Mill's views differed significantly from Bentham's, and anticipated those of John Stuart Mill.

    This paper reconstructs the conceptual foundations of Locke’s unilateralist theory of original appropriation through a critical comparison with the rival compact theories of Grotius and Pufendorf. Much of the normative and conceptual framework of Locke’s theory is common to theirs.
