Evolutionary economics often focuses on the comparison between economic competition and the process of natural selection to select the fitter members of a given population. But that neglects the other "half" of an evolutionary process, the mechanism for the generation of new possibilities that is key to dynamic efficiency. My topic is the process of parallel experimentation which I take to be a process of multiple experiments running concurrently with some form of common goal, with some semi-isolation between the experiments, (...) with benchmarking comparisons made between the experiments, and with the "migration" of discoveries between experiments wherever possible to ratchet up the performance of the group. The thesis is that parallel experimentation is a fundamental dynamic efficiency scheme to enhance and accelerate variation, innovation, and learning in contexts of genuine uncertainty or known ignorance. Within evolutionary biology, this type of parallel experimentation scheme was developed in Sewall Wright's shifting balance theory of evolution. It addressed the rather neglected topic of how a population on a low fitness peak might eventually be able to go "downhill" against selective pressures, traverse a valley of low fitness, and then ascend a higher fitness peak. The theme of parallel experimentation is used to recast and pull together dynamic and pluralistic theories in economics, political theory, philosophy of science, and social learning. (shrink)

As the world faces rapidly increasing cycles of disruption, challenges, and disorder, mission leaders are stretched to adapt, trying to catch up with the pace of change and provide leadership to further the mission God has given his Church. This paper, presented at the Oxford Centre for Mission Studies Montagu Barker Lecture Series: “Polycentric Theology, Mission, and Mission Leadership,” focuses on ways leadership is changing, suggesting a new theoretical model for mission leadership. This essay argues that scientific systems have two main functions typical to self-organising adaptive and complex systems: Exploration for and exploitation of information. The self-organising nature, or spontaneous order, of scientific systems was prominently conceived by polymath Michael Polanyi. Revisiting Polanyi’s philosophy of science reveals why scientific freedom is still today as important a value as ever, even though the notion of “freedom” itself must be revised. Namely, freedom of inquiry should serve to maintain a diverse and adaptive balance between (...) exploration and exploitation. This essay argues that current trends within science policy and scientific communities, from impact assessments to targeted research funding, are often inherently biased towards advancing exploitative functions over explorative activities. Concerns are raised over whether these exploitative biases suppress the explorative nature of scientific inquiry, and thus disturb the self-organisation of scientific systems by favouring hasty and sometimes negligent exploitation. Further concerns are raised as to whether these impaired adaptive capacities of scientific systems lead to reduced resilience of broader society. Finally, Polanyi’s vision of a Society of Explorers, where free exploration is vindicated and safeguarded, is revived in a 21st century context. (shrink)

Al realizar la inclusión que aquí se propone, se operan varios cambios de orden epistemológico, operativo y conceptual. En las disciplinas humanistas, (...) los conceptos vienen asumiendo por tradición el papel de herramientas analíticas en bastante mayor medida que el de contenidos sobre los que efectuar el análisis. La histéresis manifiesta su alcance como hecho a analizar y también como herramienta de análisis, pero en el caso presente hemos tenido en cuenta más aspectos del segundo enfoque que del primero. John Dewey's Democracy and Education was translated in nearly everyEuropean language but did not become the center of discussion.Even ``radical education'' was much more child-centered thanopen to radical questions of political democracy. To anyone vaguely aware of Feyerabend, the title of this paper would appear as an oxymoron. For Feyerabend, it is often thought, science is an anarchic practice with no discernible structure. Against this trend, I elaborate the groundwork that Feyerabend has provided for the beginnings of an approach to organizing scientific research. Specifically, I argue that Feyerabend’s pluralism, once suitably modified, provides a plausible account of how to organize science. These modifications come from C.S. Peirce’s account of the economics of (...) theory pursuit, which has since been corroborated by empirical findings in the social sciences. I go on to contrast this approach with the conception of a ‘well-ordered science’ as outlined by Kitcher (Science, truth, and democracy, Oxford University Press, New York, 2001), Cartwright (Philos Sci 73(5):981–990, 2006), which rests on the assumption that we can predict the content of future research. I show how Feyerabend has already given us reasons to think that this model is much more limited than it is usually understood. I conclude by showing how models of resource allocation, specifically those of Kitcher (J Philos 87:5–22, 1990), Strevens (J Philos 100(2):55–79, 2003) and Weisberg and Muldoon (Philos Sci 76(2):225–252, 2009), unwittingly make use of this problematic assumption. I conclude by outlining a proposed model of resource allocation where funding is determined by lottery and briefly examining the extent to which it is compatible with the position defended in this paper. From the 1970s onwards, Feyerabend argues against the freedom of science. This will seem strange to some, as his epistemological anarchism is often taken to suggest that scientists should be free of even the most basic and obvious norms of science. His argument against the freedom of science is heavily influenced by his case study of the interference of Chinese communists in mainland China during the 1950s wherein the government forced local universities to continue researching traditional Chinese medicine rather than (...) Western medicine. Feyerabend claims this move was justifiable and, eventually, vindicated by the resulting research which was beneficial for locals and the West at large. The purpose of this paper is to provide a comprehensive overview and analysis on Feyerabend’s views on the freedom of science and his social commentary on US science funding policy that follows therefrom. This proves to be exceedingly difficult because Feyerabend’s writings on the subject are filled with gaps, unnoticed tensions, and cognitive dissonance. Still, I think Feyerabend’s scattered insights and the contradictions that emerge lead to an interesting microcosm of the issues contained in the freedom of science debate. (shrink)

It was about the ethical stance of scientists, and how science should be organized. In particular, it examines the positions taken by Professor F. Soddy, F.R.S. and Nobel Laureate, who stressed the responsibility of scientists for the uses made of their research, Professor Michael Polanyi, F.R.S., who emphasised the obligation of scientists to the truth and (...) the essential role of morality in the organization of science, and Professor J.D.Bernal, F.R.S., who insisted that science was practised for utilitarian reasons and should be consciously developed for the good of society. Scientific communities as social groupings and the role that such communities play in scientific change and the production of scientific knowledge is currently under debate. I examine theory change as a complex social interaction among individual scientists and the scientific community, and argue that individuals will be motivated to adopt a more radical or innovative attitude when confronted with striking similarities between model systems and a more robust understanding of specialised vocabulary. Two case studies from the biological sciences, Barbara McClintock (...) and Stanley Prusiner, help motivate the idea that sharing of models and specialised vocabulary fill the gap between discovery and scientific change by promoting the dispersal of important information throughout the scientific community. : For philosophers of science interested in elucidating the social character of science, an important question concerns the manner in which and degree to which the objectivity of scientific knowledge is socially constituted. We address this broad question by focusing specifically on philosophical theories of evidence. To get at the social character of evidence, we take an interdisciplinary approach informed by categories from argumentation studies. We then test these categories by exploring their applicability to a case study from high-energy physics. (...) Our central claim is that normative philosophy of science must move beyond abstract theories of justification, confirmation, or evidence conceived impersonally and incorporate a theoretical perspective that includes dialogical elements, either as adjuncts to impersonal theories of evidence or as intrinsic to the cogency of scientific argumentation. Half a century after Michael Polanyi conceptualised ‘the tacit component’ in personal knowing, management studies has reinvented ‘tacit knowledge’—albeit in ways that squander the advantages of Polanyi’s insights and ignore his faith in ‘spiritual reality’. While tacit knowing challenged the absurdities of sheer objectivity, expressed in a ‘perfect language’, it fused rational knowing, based on personal experience, with mystical speculation about an un-experienced ‘external reality’. Faith alone saved Polanyi’s model from solipsism. But Ernst von Glasersfeld’s radical constructivism provides scope to (...) rethink personal tacit knowing with regard to ‘other people’ and the intersubjectively viable construction of ‘experiential reality’. By separating tacit knowing from Polanyi’s metaphysical realism and drawing on Benedict Anderson’s concept of ‘imagined communities’, it is possible to conceptualise ‘imagined institutions’ as the tacit dimension of power that shapes human interaction. Whereas Douglass North claimed institutions could be reduced to rules, imagined institutions are known in ways we cannot tell. (shrink)

Hayek's and Mises's argument for the impossibility of socialist planning is once again popular. Their case against socialism is predicated on an account of the nature of knowledge and social interaction. Hayek refined Mises's original argument by developing a philosophical anthropology which depicts individuals as tacitly knowledgeable rule-followers embedded in a 'spontaneous order' of systems of rules. Giddens, whose social theory is informed by his reading of Wittgenstein, has recently added his sociological support to Hayek's 'epistemological argument' against socialism. With (...) the aid of an interpretation of Wittgenstein which emphasizes his philosophy of praxis , I attempt to 'deconstruct' Giddens's and Hayek's 'picture' of tacit knowledge and rule-following on which their argument against socialism is predicated. In this paper I focus on the central role faith plays in the thought of Polanyi and Voegelin. I begin by indicating how both find the modern conception of scientific knowing seriously wanting. What Polanyi terms "objectivism" and Voegelin calls "scientism" is the modern tendency to reduce knowledge to only that which can be scientifically demonstrated. This errant view of knowledge does not occur in a vacuum, though, and both men draw a connection between this and the political pathologies of (...) the twentieth century. I then show the complementary ways in which these two thinkers believe recovery is possible: an epistemological solution encompassed in Polanyi's personal knowledge and an ontological reorientation that is the core of Voegelin's insistence that we must recover an awareness of human participation in transcendent reality. His life in a Hungarian-acculturated, nonobservant Jewish family in the last decades of the Austro-Hungarian Empire; his experience as a Jew emigrating from Hitler’s Germany; and his thoughts about Zionism informed his theory of knowledge. During the late 1930s and 1940s, he worked to reconcile his Jewish identity with his commitments to Christianity, and this tension contributed to his thinking about the nature of scientific discovery. The malapropism baptized Jew characterizes the scientist (...) on the verge of discovery, one who occupies a twilight world between adherence and apostasy with regard to the scientific community. This paper deals with Ludwik Fleck’s theory of thought styles and Michael Polanyi’s theory of tacit knowledge. Though both concepts have been very influential for science studies in general, and both have been subject to numerous interpretations, their accounts have, somewhat surprisingly, hardly been comparatively analyzed. Both Fleck and Polanyi relied on the physiology and psychology of the senses in order to show that scientific knowledge follows less the path of logical principles than the path of accepting or rejecting specific (...) conventions, where these may be psychologically or sociologically grounded. It is my aim to show that similarities and differences between Fleck and Polanyi are to be seen in the specific historical and political context in which they worked. Both authors, I shall argue, emphasized the relevance of perception in close connection to their respective understanding of science, freedom, and democracy. (shrink)

. The linking of Michael Polanyi's name with a center at Baylor University that espoused intelligent‐design theory calls for examination of Polanyi's teleology. This examination attempts to put Polanyi's epistemology in the perspective of his total philosophical work by looking at the clarification of teleology in philosophy of biology and in the framework of three major features of Polanyi's thought: open and truth‐oriented, purposive but open to truth, and transcendent yet intelligible. Abstract The market is sometimes thought to be a largely neutral means for coordinating cooperation among strangers under complex conditions because it is, as Hayek noted, a ?spontaneous order.? But in fact the market actively shapes the kinds of values it rewards, as do other spontaneous orders. Recognizing these biases allows us to see how such orders impinge on one another and on other communities basic to human life, sometimes negatively. Liberalism offers communities an eclectic set of core values and diverse institutions that may improve the chances that people with varying beliefs and life goals can live and work together in relative peace and prosperity. Yet liberal democracy is under threat, once again. Anti-liberal populists on the right and radicals on the left both dismiss core civil and political rights, but for different reasons: unrealistic expectations for moral consensus or equality of outcomes, respectively. Similarly, too many self-described liberals act illiberally, (...) allowing their enthusiasm for a particular cause to justify sacrificing other core values. This essay has three purposes: (1) to counter recurring forecasts of the death of liberalism; (2) to clarify that liberalism’s normative, political, and institutional diversity has proven essential to its survival thus far; and (3) to suggest ways in which liberalism’s diversity may be further enriched by incorporating polycentric governance and other aspects of institutional analysis as developed by Elinor and Vincent Ostrom. Scientific and political developments of the early twentieth century led Michael Polanyi to study the role of the scientist in research and the interaction between the individual scholar and the surrounding conditions in community and society. In his concept of “personal knowledge” he gave the theory and history of science an anthropological turn. In many instances of the history of sciences, research is driven by a commitment to beliefs and values. Society plays the role of authority and communicative backdrop that (...) presupposes individual liberty. As a system of beliefs science is rooted in community and also in history. However, as soon as fellow humans become the objects of research, their appeal transcends the researcher. Consequently, the history of human endeavor reveals a “firmament” of standards and obligations which represent an ontological reality, for which Polanyi invokes Teilhard de Chardin’s notion of noosphere. The goal of this dissertation is to reconstruct, critically evaluate, and apply the pluralism of Paul Feyerabend. I conclude by suggesting future points of contact between Feyerabend’s pluralism and topics of interest in contemporary philosophy of science. I begin, in Chapter 1, by reconstructing Feyerabend’s critical philosophy. I show how his published works from 1948 until 1970 show a remarkably consistent argumentative strategy which becomes more refined and general as Feyerabend’s thought matures. Specifically, I argue that Feyerabend develops a persuasive (...) case against rationalism, or the thesis that there exist normative and exclusive rules of scientific rationality. In Chapter 2, I reconstruct Feyerabend’s pluralism and detail its relationship to his humanitarianism and epistemological anarchism. I understand Feyerabend’s pluralism as the combination of the principles of proliferation and tenacity. I show the evolution and justification of these principles from Feyerabend’s early papers until the late 1970s. In Chapter 3, I defend Feyerabend’s pluralism from its most prominent criticisms. I then clarify that Feyerabend’s pluralism amounts to a conception of the logic of theory pursuit and modify his view using insights from C.S. Peirce, Pierre Duhem, and Michael Polanyi. From Peirce, I show how economic, sociological, and value-laden features of theory pursuit may be used to constrain proliferation and tenacity. From Duhem and Polanyi, I try to show the proper role of tacit knowledge within a Feyerabendian framework. Finally, I show what implications Feyerabend’s pluralism has for models of distributing funds within scientific communities. I contend that it provides a more promising model that the ‘well-ordered science’ proposal advanced by numerous philosophers and social scientists. Specifically, I aim to understand what taking Feyerabend’s pluralism seriously entails for principles of balancing funding allocation decisions and the role of peer-review in evaluating the potential success of research proposals. I conclude by suggesting future lines of research for further analyzing and applying Feyerabend’s pluralism. (shrink)
