Over the course of three decades, vocabularies of radical democracy have pressed their stamp on democratic thought. Trading on the intuition that there is more to democracy than elections, they have generated critical insights into the important role that practices of pluralisation and critique play in bettering institutional politics. As a result, few would today deny the radical democratic contribution to democratic thought. What many might question, however, is its continuing traction. The article probes this question, focusing on the nuanced (...) place of democracy in contemporary radical work. It grapples with the difficulties that this poses for radical democrats, and it suggests that a way of overcoming these difficulties – that threaten to undermine the coherence of radical democracy – is to rethink and reconstruct the distinctiveness of its vocabulary. The article attempts such a reconstruction. It develops the idea of the promissory rule of the many, and it discusses the ways that this idea rejuvenates broader democratic thought. (shrink)

This article begins with a theoretical tension. Radical democracy, in the joint work of Ernesto Laclau and Chantal Mouffe, can be understood as a joint articulation of a post-foundational ontology of contingency and a politics of autonomy of ‘democratic struggles’ within a hegemonic bloc as loci of antagonisms in their own right, while Laclau’s theory of populism marks a shift from the autonomy of struggles to the representative function of the empty signifier as a constitutive dimension. This tension between a (...) horizontal logic of autonomy and a vertical logic of representation comes to the fore not least in the manifold attempts to combine radical-democratic and populist practices in the wake of the ‘movements of the squares.’ This argument is illustrated empirically in the cases of two party projects situating themselves in contexts of social protest—‘Social Movement’ in Ukraine and Podemos in Spain—both of which seek to combine a left-populist discursive strategy with some form of radical-democratic politics of autonomy, either by supporting local alliances independent from the party or by integrating trade union representatives into the organizational center, which in turn finds expression in a representative logic. This paper sets out to think the relationship between horizontality and verticality from the perspective of post-foundational discourse theory, taking as a starting point the diachronic development from Laclau’s and Mouffe’s joint work on radical democracy to Laclau’s theory of populism. The argument here is that the shift in conceptual terrain from the autonomy of ‘democratic struggles’ to the representative function of ‘empty’ popular signifiers points to deeper shifts and slippages – especially around the category of antagonism – as well (...) as a more general tension between a horizontal politics of autonomy and a vertical politics of representation, for which radical democracy and populism respectively take on a paradigmatic character. While horizontality is predicated on the autonomous multiplicity and ‘multiplication of antagonisms’, verticality entails the simplification and concentration of antagonism around central representative signifiers. The question thus becomes how antagonism is organized, or – drawing on Nonhoff’s concept of contrariety – to what extent the contrarieties defining the constituent parts of an equivalential chain are more multiple or more concentrated. This is followed by empirical considerations on how horizontality and verticality are organizationally mediated within current political projects, including a distinction between movement parties and Volksparteien neuen Typs (‘people’s parties of a new type’). Jacques Rancière’s theorisation of the political has been particularly influential in investigating political struggles and social movements. By distinguishing between the police order – tasked with maintaining the dominant (hierarchical) system – and politics – aiming at breaking that system – Rancière suggests reading the political as a disruptive event. However, he does not specifically engage with the question of how politics affects and changes the police order. This is what this article aims at exploring. Building upon Kuhn’s The Structure (...) of Scientific Revolutions, I suggest approaching the police order in the same way Kuhn approaches ‘normal science’ and reading the political in the same way Kuhn reads revolutionary science. I ultimately suggest that Rancière’s theorisation of the political is limited because he does not (sufficiently) account for the interplay between police/politics nor for the emergence of an after-politics, that is, a new (ordinary) police order that emerges out of (extraordinary) political events. The article seeks to explain why spontaneity, a concept that political theorists have given scant attention to, matters. It argues that it matters because it delivers a capacity for producing democratic change that is urgent to reflect on amidst a prevailing mood of grief over a democracy lost. To stimulate this reflection, the article engages with Rosa Luxemburg’s work, showing how her understanding of spontaneity as an initiative that delivers something for democracy lays the groundwork for a theoretical orientation that (...) allows us to notice the effects of spontaneity on democracy without overplaying its short-lived nature. This paper advances the thesis that democratic populism and the commons can and should complement each other in counter-hegemonic interventions promoting egalitarian and ecological democracy in our times. After elucidating its key terms, the article makes, first, a theoretical case for the combination of egalitarian, inclusionary populism and the commons by debunking arguments which highlight the conflicts between them and by explaining the political significance of their conjugation. Subsequently, discussion builds an empirical argument for the real possibility and the democratic (...) promises of such a convergence by considering three ways in which populist politics and the commons merge and recompose each other in contemporary social movements, from the Spanish 15M and new municipalism to Occupy and other collective contestation in the Americas over the last two decades. These cases will illustrate how late social activism has effectively blended populist mobilization with the spirit of the commons, engendering a hybrid figure of ‘common populism’ that fosters grassroots processes of democratization. The paper considers the democratic value of the recent public sphere movements—from Occupy Wall Street to Taksim Gezi Park, from Tahrir Square to Sofia. It argues that the mainstream models of democracy fail to grasp the significance of these movements and the emergent political forms within these movements due to their narrow account of politics and democracy. To fully grasp the democratic value of recent public sphere movements, we should approach them from an agonistic perspective. Once democratic politics is viewed (...) from an agonistic perspective, it becomes possible to recognize that while expressing their critique of existing liberal democratic institutions, the recent public sphere movements contested the dominant understanding of democracy and staged an alternative vision of democracy, democratic culture, and new forms of citizenship. This article theorizes the connection between political distrust and conspiracy theories through a post-political framework. Following Luc Boltanski’s focus on the critical capacities of ordinary actors, it builds on interviews with participants of the Yellow Vest Movement in France who hold conspiratorial views of Covid-19 and the vaccine. The article explores how the interviewees’ critique mirrors that of post-political theorists. In particular, I use Rancière’s notion of subjectification and politics to theorize how conspiracy theories function as a means of dissent (...) in the interviewees’ understanding of their experiences as well as in their own critique of and disillusionment with politics in France. As such, this article explores how political trust affected reactions to the pandemic, how political trust is interconnected with conspiracy theories and finally how such conspiracy theories can be viewed as biproducts of the post-political order. In recent years, theorists and activists championing the ‘commons’ have propounded a socio-centric idea of democratic resistance and renewal with a global address. This conception holds that the making of new social relations and practices here and now should be the main pillar of activity aiming at wide-ranging social reconstruction. The present paper complicates and qualifies this thesis. Socio-economic and technological breakthroughs can effectively serve as a catalyst for democratic change if they are adequately politicised, that is, deliberately oriented and (...) embedded in a broader counter-hegemonic project. As a first step, the paper reviews socio-centrism and brings out its limits. But the main part is a critical inquiry into alternative cooperative enterprises set up in recent years in the northern city of Thessaloniki, Greece: a cooperative bookstore and publishing house (‘Akyvernites Politeies’), a self-organised factory (‘Vio.Me’), and a consumer cooperative (‘Bios Coop’). The three ventures are construed as ‘alter-political’ economic initiatives to highlight their distinctive political self-construction. The case study corroborates the theoretical argument by indicating that socio-economic enterprises aspiring to radical democratisation are deliberately political from the outset. Second, such social innovation needs to be integrated into, and bolstered by, expansive counter-hegemonic politics and movements, as their actors themselves point out. (shrink)

Populism has become one of the most worrying political phenomena, and given its complexity, one of the most controversial and debated today in social sciences. This article deconstructs and compares the discourses of the Spanish parties that are generally classified as populist —the left-leaning Podemos, the right-wing Vox and the Basque and Catalan secessionist parties EH Bildu, Esquerra Republicana de Catalunya and Junts per Catalunya— according to five dimensions of populism: i) antagonism, ii) morality, iii) idealised construction of society, iv) (...) exaltation of popular sovereignty, and v) personalist leadership. This article shows that, despite significant ideological and programmatic differences, all these parties share many discursive features and a similar way of articulating their communications, interpreting social and political dynamics, as well as instrumentalizing crises to build new political identities. As political crises and social unrest proliferate worldwide, the appeal of populism grows steadily in various fora, including academic fora. In this respect, an abundance of scholarly publications has sought, through the study of populism, to unravel important aspects of contemporary political and social dynamics. Discourse theory scholars, in particular, have played an important role in pushing the boundaries of populism studies forward. They have challenged objectivist perspectives in the sciences by foregrounding the role of meaning-making and by treating populism (...) as a discursive logic that better characterises the political articulation of social reality. In situating its analytical focus at the frontier of populism studies, this paper-based dissertation contributes to this literature from both an empirical and a theoretical point of view. Through the four papers which make up this thesis, I contribute to discourse theory by presenting three main lines of analysis in the study of populism in Brazil, a case that is frequently referenced but which remains under-explored. Firstly, by exploring Brazil’s fourth republican period, this thesis shows how populism is best understood as both a concept and a signifier, revealing the way the dynamic interplay of populism discourses shape our sense of social reality. Secondly, by studying a leading magazine with an upmarket readership in Brazil, I explore the affective force running through anti-populist discursive articulations, affirming the value of the category of fantasy from an empirical and analytical point of view. Thirdly, by focusing on the collective candidacy of the Bancada Ativista in the Sao Paulo State elections, I explore the potential of the concept of populism, conceived as a logic, to shed light on aspects of political life beyond populist phenomena. Finally, in recognising a gap in the literature in relation to the constitutive role of desire in social meaning-making processes, the fourth paper constructs, through the psychoanalytic category of hysteria, an approach to knowledge production informed by desire, which constitutes the main theoretical contribution to the discourse theory tradition. By paying close attention to Brazilian politics, this thesis explores some of the distinctive virtues of a discourse theoretical approach to populism by drawing out the normative, ideological, and politico-strategic implications of complex political dynamics and social meaning-making processes within and beyond the study of populist phenomena.
