The devotion of a full article in the Paris Agreement to loss and damage was a major breakthrough for the world’s most vulnerable nations seeing to gain support for climate impacts beyond what can be adapted to. But how will loss and damage be paid for, and who will pay it? Will ethics be part of this decision? Here we ask what are the possible means of raising predictable and adequate levels of funding to address loss and damage? Utilizing a (...) framework developed by Marco Grasso, we argue that making the ethical connections between addressing climate impacts and finance mechanisms could significantly enhance their likelihood of being adopted. We briefly review insurance mechanisms and catastrophe bonds, and then move on to six “innovative finance” approaches to funding loss and damage. We utilize six criteria in assessing them: adequacy, predictability, technical feasibility, fairness, and indirect effects, and whether each has a clear link to loss and damage. Several mechanisms for gathering funds emerged as most promising. Three of the six financial mechanisms we reviewed to raise funding involved airline transport: clearly, there is a huge opportunity to tax this sector in one form or another, in recognition of airline emissions’ role in creating losses and damages in vulnerable nations from sea level rise, droughts, floods or hurricanes. Funding loss and damage response is a contentious issue that will get only more unwieldy if Parties’ conceptions of loss and damage are at odds: a common definition of loss and damage needs to be agreed upon under the UNFCCC. Most immediately, to meet any equity criteria, wealthy countries should do more to support the premiums of those who cannot afford insurance. (shrink)

Anthropogenic climate change is a global process affecting the lives and well-being of millions of people now and countless number of people in the future. For humans, the consequences may include significant threats to food security globally and regionally, increased risks of from food-borne and water-borne as well as vector-borne diseases, increased displacement of people due migrations, increased risks of violent conflicts, slowed economic growth and poverty eradication, and the creation of new poverty traps. Principles of justice are statements of (...) what persons are owed either by others or by institutions and policies. Climate change gives rise to many concern of justice. This article briefly summarizes some of the most important of these, including claims to have climate change mitigated, claims regarding the sharing of the costs of climate change mitigation, claims for investment into adaptation, and claims to be compensated. In this article I propose to explore two issues. The first concerns what kinds of contributions academics can make to reducing poverty. I argue that academics can contribute in a number of ways, and I seek to spell out the diversity of the options available. I concentrate on four ways in which these contributions might differ.My second aim is to outline some norms that should inform any academic involvement in activities that seek to reduce poverty. I set out six proposals. (...) These concern: (1) the need to construct coalitions among people with different ethical frameworks; (2) the value of constructing nonideal theory on the basis of our best understanding of an ideal world; (3) the need for integrated analysis that connects antipoverty initiatives to other areas of moral concern; (4) the vital importance of interdisciplinarity; (5) the need for epistemic modesty and revisability; and (6) the need for accountability. A range of developing countries and international advocacy organizations have argued that wealthy countries, as a result of their greater historical contribution to human-induced climate change, owe a ?climate debt? to poor countries. Critics of this argument have claimed that it is incoherent or morally objectionable. In this essay we clarify the concept of climate debt and assess its value for conceptualizing responsibilities associated with global climate change and for guiding international climate negotiations. We conclude that the idea of a (...) climate debt can be coherently formulated, and that while some understandings of the idea of climate debt could lead to morally objectionable conclusions, other accounts would not. However, we argue that climate debt nevertheless provides an unhelpful frame for advancing global justice through international climate negotiations ? the only existing means of resolving political conflict over the collective action problems posed by human-induced climate change ? due to its retrospective and potentially adversarial emphasis, and to problems of measurement. Strategies for combating climate change which advocate for human population limitation have recently been understandably criticised on the grounds that they embody a form of 'climate colonialism': a moral wrong that involves disproportionally shifting the burdens of climate change onto developing, historically exploited nations (which have low per capita emissions but high fertility rates) in order to offset burdens in affluent nations (which have high per capita emissions but low fertility rates). This article argues that once the relevance of population (...) growth to climate change has been correctly understood as working in tandem with consumption levels, this objection fails as a general criticism. Moreover, even if population could be ignored as a variable, the climate colonialism charge would re-emerge in a different form, since, at present population sizes, it would be environmentally catastrophic for developing nations to reach production ambitions which see their per capita emissions massively increase. Even if emission reductions in affluent nations are (rightly) prioritised, there are good reasons to prevent enormous growth of emissions in developing nations. Those environmental risks become much greater given those nations' projected population increases in the coming century. The article then explores how the necessary radical environmental policies pertaining to fertility rates might be enacted in non-coercive ways, reducing the sting of the ‘climate colonialism’ charge. The article ends by considering some reasons to be moderately sceptical about such policies. (shrink)

Adaptation to the impacts of climate change is a rapidly emerging, new area of knowledge and policy that is coevolving with political negotiations in the UN Framework Convention on Climate Change. As such, it offers the opportunity to study the coproduction of knowledge and social order within the climate change regime. A subset of adaptation knowledge relates to cost estimates of adaptation policy. Here the methodology of the adaptation cost studies are reviewed and compared to economic theory. Although presented as (...) technical and apolitical applications of economic theory, this analysis shows that these studies in fact differ significantly and consistently from theory in that they largely ignore autonomous adaptation and almost universally cost complete adaptation rather than an efficient level of adaptation. It is suggested that these differences are related to the political nature of adaptation cost estimates, which are closely connected with normative claims for both adaptation funding for developing countries and compensation for the unavoidable climate change impacts. As such, adaptation cost estimates are an example of boundary objects, used to manage normative and highly politicized claims for restitution using scientific and therefore apolitical language and framings. What does it matter if the climate changes? This kind of question does not admit of a scientific answer. Natural science can tell us what some of its biophysical effects are likely to be; social scientists can estimate what consequences such effects could have for human lives and livelihoods. But how should we respond? The question is, at root, about how we think we should live—and different people have myriad different ideas about this. Vaikka suurin osa viimeaikaisesta ilmaston lämpenemisestä on ihmisten aiheuttamaa antropogeenista lämpenemistä, yksittäisten ihmisten kausaalinen vaikutus ilmastonmuutokseen on minimaalinen, jopa mitätön. Tämän takia jotkut väittävät, että on harhaanjohtavaa pitää yksilöitä vastuussa ilmastonmuutoksesta. Tällainen argumentointi perustuu perinteisiin vastuutulkintoihin ja -käsitteisiin, joissa vastuun perustana painotetaan toimijan näkökulmaa ja hänen kausaalista rooliaan: jos toimijan teot tai tekemättä jättämiset eivät vaikuta lopputulokseen, hän ei ole vastuussa siitä. Ilmastonmuutoksessa on toinenkin vastuukäsitysten kannalta ongelmallinen seikka, intentionaalisuus eli tahallisuus: ihmiskunta tai yksittäiset ihmiset eivät ole tietoisesti lähteneet muuttamaan (...) ilmastoa. Päinvastoin ilmastonmuutos on syntynyt teollistumisen ja nykyisen elämäntyylimme tahattomana – ja pitkään myös tiedostamattomana – sivuvaikutuksena. Koska omien tekojemme kausaalinen vaikutus sekä niiden tahallisuus tai tahattomuus on luonnollisesti keskiössä arvioidessamme omaa vastuutamme, mahdollinen osallisuutemme vahingon tuottamiseen jää helposti vähemmälle huomiolle. -/- Keskityn tässä artikkelissa osallisuusvastuun (complicity) käsitteeseen ja argumentoin samalla liian yksilökeskeistä ajattelua vastaan. Kollektiivinen toimijuus on otettava huomioon siinä missä yksilökeskeinenkin. Vastuunkantaja ja vastuun peruste ovat analyyttisesti erillisiä käsitteitä, ja niiden tarkastelu voi valottaa vastuukeskustelua ilmastonmuutoksesta. Vastuun peruste voi olla yksilöllinen silloinkin, kun vastuunkantaja on kollektiivinen. Lisäksi argumentoin, että vastuusta puhuttaessa ei riitä katsoa asiaa vain toimijan itsensä kannalta, vaan myös uhrin ja sivustakatsojan näkökulmat on otettava huomioon. Vasta kun vastuukäytäntöjä tarkastellaan ihmisten keskinäisten (usein monimutkaisten) verkostojen ja linkitysten kautta, voidaan saada tasapainoinen kuva vastuumme määrästä ja sen rajoista. -/- Yksilön vastuu ei poista vastuuta kollektiiveilta, kuten valtioilta, ja voimme tehokkaimmin hillitä ilmastonmuutosta esimerkiksi lainsäädännön kautta. Ennen kuin kollektiiviset ratkaisut ilmastonmuutoksen hillitsemiseksi saadaan toimimaan, vastuu palautuu kuitenkin yksilöille. Vastuun peruste on aina yksilötasolla ja sitä voidaan ainoastaan delegoida kollektiiveille. Ilmastonmuutoksen kohdalla delegointi ei ole vielä toiminut. (shrink)

Even though anthropogenic climate change is largely caused by industrialized nations, its burden is distributed unevenly with poor developing countries suffering the most. A common response to livelihood insecurities and destruction is migration. Using Peter Singer's ‘historical principle’, this paper argues that a morally just evaluation requires taking causality between climate change and migration under consideration. The historical principle is employed to emphasize shortcomings in commonly made philosophical arguments to oppose immigration. The article concludes that none of these arguments is (...) able to override the moral responsibility of industrialized countries to compensate for harms that their actions have caused. (shrink)

We attempt to justify the use of synthetic biology in response to the climate crisis, based on the premise that it is impossible to avert runaway climate change without sequestering sufficient greenhouse gases (GHG), which could only become possible through Negative Emissions Technologies (NETs). Then, moving from a consequentialist standpoint, we acquiesce to how the consequences of using NETs through synthetic biology are preferable to the catastrophic consequences of runaway climate change.
