    What norm governs how an agent should change their beliefs when they encounter a completely new possibility? Orthodox Bayesianism has no answer, as it takes all learning to involve updating prior beliefs. A partial proposal is Reverse Bayesianism, which mandates the preservation of ratios of prior probabilities, but it faces counterexamples introduced by Mahtani (2021).     This chapter presents a new semantics for inductive empirical knowledge. The epistemic agent is represented concretely as a learner who processes new inputs through time and who forms new beliefs from those inputs by means of a concrete, computable learning program. The agent’s belief state is represented hyper-intensionally as a set of time-indexed sentences.
