    This brief essay takes a look at Bertrand Russell (1872–1970), the English philosopher and social reformer, and his ideas about eugenics and dysgenics.     In this paper, I provide a brief overview of the development of analytic philosophy in the Philippines. I first highlight the circumstances that led to its inception in the late 1930s, and some of the notable works by prominent Filipino analytic philosophers that helped shape the tradition.     The symposium on Francesco Guala’s Understanding Institutions was thought provoking. Five critical papers took issue with Guala’s reconciliation of the game-theoretical view of institutions and the rule-governed view.
