    In 1790, Edmund Burke was among the first to brand the French representative government as democracy. Revolutionary France was generating the spectre of ancient Greece and that of direct participation in government. In his battle Burke went beyond these rhetorical tropes and transformed the concept of democracy into a complex polemic target.
