Why did such highly abstract ideas as truth, knowledge, or justice become so important to us? What was the point of coming to think in these terms? This book presents a philosophical method designed to answer such questions: the method of pragmatic genealogy. Pragmatic genealogies are partly fictional, partly historical narratives exploring what might have driven us to develop certain ideas in order to discover what these do for us. The book uncovers an under-appreciated tradition of pragmatic genealogy which cuts (...) across the analytic-continental divide, running from the state-of-nature stories of David Hume and the early genealogies of Friedrich Nietzsche to recent work in analytic philosophy by Edward Craig, Bernard Williams, and Miranda Fricker. However, these genealogies combine fictionalizing and historicizing in ways that even philosophers sympathetic to the use of state-of-nature fictions or real history have found puzzling. To make sense of why both fictionalizing and historicizing are called for, the book offers a systematic account of pragmatic genealogies as dynamic models serving to reverse-engineer the points of ideas in relation not only to near-universal human needs, but also to socio-historically situated needs. This allows the method to offer us explanation without reduction and to help us understand what led our ideas to shed the traces of their practical origins. Far from being normatively inert, moreover, pragmatic genealogy can affect the space of reasons, guiding attempts to improve our conceptual repertoire by helping us determine whether and when our ideas are worth having. Pragmatic genealogies seek to explain ideas by regarding them, primarily, not as answers to philosophical questions, but as practical solutions to practical problems. Here I argue that pragmatic genealogies can inform the formation of philosophical canons. But the rationale for resorting to genealogy in this connection is not the familiar one that genealogy renders the concepts of the present intelligible by relating them to the concerns of the past—the claim is rather the reverse one, that genealogy renders the concepts of (...) the past intelligible by relating them to the concerns of the present: past thinkers can be made to speak to us by revealing how their ideas tie in with our concerns, in the sense of helping us to remedy practical problems we still face in some form. Against those who identify genealogy with reductive genealogical debunking or deny it any evaluative and action-guiding significance, I argue for the following three claims: that although genealogies, true to their Enlightenment origins, tend to trace the higher to the lower, they need not reduce the higher to the lower, but can elucidate the relation between them and put us in a position to think more realistically about both relata; that if we think of genealogy’s normative significance in terms of a (...) triadic model that includes the genealogy’s addressee, we can see that in tracing the higher to the lower, a genealogy can facilitate an evaluation of the higher element, and where the lower element is some important practical need rather than some sinister motive, the genealogy can even be vindicatory; and finally, that vindicatory genealogies can offer positive guidance on how to engineer better concepts. Although thinkers of the past might have started from presumptions of fundamental difference and inequality between (say) the genders, or people of different races, this is no longer the case. At least in mainstream political philosophy, we are all now presumed to be, in some fundamental sense, basic equals. Of course, what follows from this putative fact of basic equality remains enormously controversial: liberals, libertarians, conservatives, Marxists, republicans, and so on, continue to disagree vigorously with each other, despite all presupposing (...) some kind of basic equality. They may argue about who gets what, how much, and why, but the starting point - that all people are in some sense deserving of prima facie equal consideration - has become an axiom of our moral and political thinking. But why? Why are we basic equals? The trouble is that as soon as one asks for an explanation of this foundational premise, it begins to look shaky. After all, on any conceivable metric human beings are notably unequal, and often to striking degrees. Philosophers in this area tend to talk of equal worth, but often without trying to specify what exactly that means. Philosophically, basic equality is neither acceptable nor rejectable. It is not rejectable because we appear to be, as a matter of fact, profoundly committed to the truth of the claim that we are all one another's basic equals. But to the extent that there appear to be no philosophical arguments for believing in the truth of basic equality, it is not acceptable either. The aim of this book is to try and show why basic equality is acceptable. To do so, however, it will also contend that we need to approach the question rather differently to how it has mostly been handled so far. What's required is an exercise in what Bernard Williams called 'impure philosophy': it must include insights from other areas of human intellectual endeavour, whether psychology and history or even what we learn from how we go about practicing basic equality in our collective lives. Political theory is a field that finds nourishment in others. From economics, history, sociology, psychology, and political science, theorists have drawn a rich repertoire of schemas to parse the social world and make sense of it. With each of these encounters, new subjects are brought into focus as others recede into the background, ushering a change not only in how questions are tackled but also in what questions are thought worth asking.

Is realism in political theory compatible with utopianism? This article shows that it is, by reconstructing a highly restrictive realist approach to political theory for guiding legislation and public policy, drawn from the work of Adam Smith, and showing how it can accommodate Piketty’s utopian proposal for a global tax on capital. This shows not only that realism and utopianism are compatible; but how realist and utopian political theory can be carried out in concrete cases. This moves debates to more (...) interesting questions of which forms of utopianism are permissible within which forms of realism; contributes to moving the contemporary realism debates from a Methodenstreit to questions of how it can and ought to be done; and contributes to an important contemporary debate about the permissibility of utopian proposals for political and economic reform in general and Piketty’s proposed global tax on capital in particular. This article examines the connection, personal and intellectual, between David Hume and Edmund Burke. Scholars have often compared the two thinkers, mainly in an unsystematic and selective way. Burke’s early biographers regarded them as opposite figures on account of Hume’s religious and philosophical scepticism and Burke’s devout Christian faith. By contrast, modern scholars often stress their intellectual kinship. More specifically, they have repeatedly attempted to place Hume and Burke either close together or far apart on a liberal-conservative spectrum. This article (...) shows that an historical investigation into their personal and intellectual relationship is bound to challenge and complicate such endeavours. Besides an account of Hume’s and Burke’s acquaintance, the article discusses Burke’s engagement with Hume, and provides a comparison of key areas of their thought. It demonstrates that while Hume had something to offer Burke as a man of letters, in the 1750s and after 1790–1, Hume was less useful for Burke in the intermediate period when Burke was an active parliamentarian and Whig party member, especially since the mature Hume was so hostile to Burke’s brand of Whiggism. This article undertakes a comparative study of the conjectural histories of Jean-Jacques Rousseau and Adam Ferguson, focusing on the convergences in the moral and political ideals expressed and grounded in these histories. In comparison with Scots like Adam Smith and John Millar, the conjectural histories of Ferguson and Rousseau follow a similar historical trajectory as regards the development and progress of commercial, political and cultural arts. However, their assessment of the moral progress of humanity does not, or in a much (...) more limited way than in Smith and Millar, correlate with this trajectory. Rousseau and Ferguson see a candour and vigour in savage and barbarian societies that is much less easily supported by the complex socio-economic framework of modern, commercial societies. It is argued that the convergences in their conjectural histories arise from a similar fusion of these histories with Stoic and republican perspectives. While Rousseau and Ferguson do not see history as cyclical, they think that the forces that push towards moral decline are strong and can, on the political level, only be countered by firm republican policies. Furthermore, their shared Stoic ideal of the life lived according to nature informs their solutions for modern societies. (shrink)
