En este trabajo analizo las propuestas de insertar minipúblicos deliberativos en el proceso político para superar las numerosas “brechas” de representación que aquejan actualmente a los sistemas de partidos tradicionales. Sostengo que la noción de representación que subyace a muchas de estas propuestas tiene algunas similitudes importantes con la noción de representación como “encarnación” del pueblo propia del populismo. A partir de un análisis comparativo entre las variedades populistas y lotocráticas de la representación como “encarnación” del pueblo, destaco dos características (...) que comparten y que son perjudiciales para la democracia. Sobre la base de este análisis, defiendo una forma de entender la relación entre los participantes de los minipúblicos y la ciudadanía en general que evita los rasgos problemáticos de la concepción populista de la representación como encarnación. Para finalizar, expongo cómo las propuestas de usos de los minipúblicos basados en la “confianza” ciega es problemática y abogo, en cambio, por usos participativos de los minipúblicos que realmente empoderarían a la ciudadanía. Would randomly selecting legislators be more democratic than electing them? Lottocrats argue (reasonably) that contemporary regimes are not very democratic and (more questionably) that replacing elections with sortition would mitigate elite capture and improve political decisions. I argue that a lottocracy would, in fact, be likely to perform worse on these metrics than a system of representation that appoints at least some legislators using election – a psephocracy (from psēphizein, to vote). Even today's actually existing psephocracies, which are far from (...) ideally democratic, are better suited than a lottocracy would be to meet the demands of democratic citizenship (politics must be legible to ordinary people, who must have low-cost opportunities to participate) and the demands of democratic leadership (powerful representatives should be specialized and constrained by competitions for popular support). Democrats therefore have weighty instrumental reasons to reject lottocracy and work to democratize psephocracy, instead. (shrink)

This article investigates how communities experiencing poverty can exercise their deliberative agency in a media-saturated society. While empirical research on deliberative democracy tends to focus on the role of mini-publics in giving low-income households the opportunity in small-scale, carefully designed forums to characterise, justify, and reflect on their views, such conception of deliberative agency gets lost in the picture once deliberative theory begins thinking in systemic terms. This article proposes a remedy to this theoretical and analytical gap by characterising the (...) hypermediated character of the deliberative system and identifying possibilities for communities experiencing poverty to maximise the affordances of digital media for them to make an appearance in the public sphere, speak in their own voice, and carry the embodied and storied character of their arguments. I present two illustrative cases drawing on the experiences of families with low income directly affected by the bloody war on drugs in the Philippines who utilise photojournalism and online music streaming to break in the public sphere and engage in systemic deliberations about the drug war. These examples demonstrate how communities experiencing poverty express their deliberative agency amidst fear, trauma and deprivation and democratise a media-saturated deliberative system under an increasingly authoritarian regime. Overall, this article hopes to strengthen the link between normative media studies and democratic theory and offering possibilities for reforming the public sphere that recognises the poor’s deliberative agency. This article addresses two great global challenges of the 2020s. On one hand, the accelerating climate crisis and, on the other, the deepening crisis of representation within liberal democracies. As temperatures and water levels rise, rates of popular confidence in existing democratic institutions decline. So, what is to be done? This article discusses whether sortition – the ancient Greek practice of selecting individuals for political office through lottery – could serve to mitigate both crises simultaneously. Since the 2000s, sortition has (...) attracted growing interest among activists and academics. Recently it has been identified in countries like the UK and France as a mechanism for producing legitimate political answers to the climate challenge. However, few theoretical reflections on the potentials and perils of sortition-based climate governance have yet emerged. This article contributes to filling the gap. Based on a critique of the first successful case of sortition used to enhance national environmental policy – in Ireland in 2017–18 – we argue that sortition-based deliberation could indeed speed up meaningful climate action whilst improving the health of democratic systems. However, this positive outcome is not preordained. Success depends not only on green social movements getting behind climate sortition but also on developing flexible, context-specific designs that identify adequate solutions to a number of problems, including those of power ; expertise ; and participation. Its importance for understanding social dynamics notwithstanding, the concept of agency is one of sociology’s more controversial ideas. The debate around this concept has mostly been developed at a theoretical level and the empirical studies tend to rely on socio-psychological interpretations of agency as a stable, inner force capable of influencing prospects, decisions, and behavior with little room for change in agency capacity. Social sciences, though, should take a more dynamic stance on agency and highlight the role of the different (...) elements of the social context that can enable or hinder individual agency capacity. Prompted by recent developments of the Capability Approach, this article proposes a framework for the study of agency that defines individual agency as the result of a conversion process of personal resources shaped by conversion factors. Conversion factors operate at micro, meso, and macro levels of analysis, each of which can be oriented toward past experiences, present conditions, and future prospects. This article also seeks to analytically distinguish three types of agency outcome: adaptation, autonomy, and influence. Such a framework will facilitate the transformation of the slippery notion of agency into more tractable empirical phenomena which increase its analytical and critical capacity. (shrink)

Past interpretations of the debate between Confucian meritocrats and Confucian democrats tend to center around abstract discussions of meritocratic versus democratic values. Yet, given the difficulties involved in settling on a common definition of “democracy” or “meritocracy,” such abstract discussions often end up talking past each other. In this article, I seek to offer a more precise framing of the debate by surveying the preferred institutional arrangement of one Confucian democrat, Sungmoon Kim, and that of two Confucian meritocrats, Daniel Bell (...) and Tongdong Bai. What I find is that contrary to the claim made by Kim’s theory of pragmatic Confucian democracy, the electoral representative government he favors does not enjoy a legitimacy premium over the kind of hybrid regime envisioned by Bell or Bai under pluralistic societal circumstances. I further demonstrate that it is also difficult for Confucian democrats to justify electoral representative government through either the Confucian ideal of political relationship marked by the public’s willing endorsement of their rulers, or a notion of political equality reconstructed from Mencius’s inclusionary ideal of sagehood.
