This article focuses on two issues involved in the formation and political trajectory of populist representations within political antagonism. First, it explores the role of crisis in the articulation of populist discourse. This problematic is far from new within theories of populism but has recently taken a new turn. We thus purport to reconsider the way populism and crisis are related, mapping the different modalities this relation can take and advancing further their theorization from the point of view of a (...) discursive theory of the political, drawing primarily on the Essex School perspective initially developed by Ernesto Laclau and Chantal Mouffe. Second, this will involve focusing on the antagonistic language games developed around populist representations, something that has not attracted equal attention. Highlighting the need to study anti-populism together with populism, focusing on their mutual constitution, we will test the ensuing theoretical framework in an analysis of SYRIZA, a recent and, as a result, under-researched example of egalitarian, inclusionary populism emerging within the European crisis landscape. As political crises and social unrest proliferate worldwide, the appeal of populism grows steadily in various fora, including academic fora. In this respect, an abundance of scholarly publications has sought, through the study of populism, to unravel important aspects of contemporary political and social dynamics. Discourse theory scholars, in particular, have played an important role in pushing the boundaries of populism studies forward. They have challenged objectivist perspectives in the sciences by foregrounding the role of meaning-making and by treating populism (...) as a discursive logic that better characterises the political articulation of social reality. In situating its analytical focus at the frontier of populism studies, this paper-based dissertation contributes to this literature from both an empirical and a theoretical point of view. Through the four papers which make up this thesis, I contribute to discourse theory by presenting three main lines of analysis in the study of populism in Brazil, a case that is frequently referenced but which remains under-explored. Firstly, by exploring Brazil’s fourth republican period, this thesis shows how populism is best understood as both a concept and a signifier, revealing the way the dynamic interplay of populism discourses shape our sense of social reality. Secondly, by studying a leading magazine with an upmarket readership in Brazil, I explore the affective force running through anti-populist discursive articulations, affirming the value of the category of fantasy from an empirical and analytical point of view. Thirdly, by focusing on the collective candidacy of the Bancada Ativista in the Sao Paulo State elections, I explore the potential of the concept of populism, conceived as a logic, to shed light on aspects of political life beyond populist phenomena. Finally, in recognising a gap in the literature in relation to the constitutive role of desire in social meaning-making processes, the fourth paper constructs, through the psychoanalytic category of hysteria, an approach to knowledge production informed by desire, which constitutes the main theoretical contribution to the discourse theory tradition. By paying close attention to Brazilian politics, this thesis explores some of the distinctive virtues of a discourse theoretical approach to populism by drawing out the normative, ideological, and politico-strategic implications of complex political dynamics and social meaning-making processes within and beyond the study of populist phenomena. The article aims to investigate the problematic relationship between populism and democracy by comparing the conceptions of ‘the people’ and popular sovereignty which they presuppose. In the first two sections, the populist and the democratic ‘peoples’ are reconstructed, and the unbridgeable gap dividing them is highlighted. The discussion of the democratic people requires a concise analysis of the main contemporary democratic frameworks, including deliberative democracy, ‘neo-Roman’ republicanism, agonistic democracy. The article works out the implications of the incompatibility between the two (...) ‘sovereign peoples’ identified, and concludes that such an incompatibility undercuts the kinship of populism and democracy. While populism is often said to intertwine with democracy in some way, the article argues that it significantly departs from democratic theory and practice, and belongs to a distinct conceptual space. It cannot be made to overlap with ‘illiberal democracy’, a ‘democratic myth’, a crude electoral majoritarianism, nor does it amount to hiding undemocratic policies into properly democratic justifications. The boundary dividing populism and democracy, therefore, starts unfolding at the level of the conception of the people. While democratic theory invariably assumes a people intended as simultaneously heterogeneous and united, populism conceives of the people as a moral whole, internally undifferentiated, whose homogeneity and intrinsic righteousness preclude the task of specifying what popular sovereignty ultimately means. Such specification, on the other hand, is inescapable for any democrat assuming the people as a composite unity. The last section addresses four possible objections to the argument, variously formulated by Ernesto Laclau and by scholars approaching populism from a post-Laclauian or discursive-performative perspective. En este artículo estudiaremos el vínculo entre las instituciones y el populismo mediante una experiencia concreta: la Asignación Universal por Hijo en la Argentina. Para ello, vamos a dividir el artículo en tres partes. Primero, desarrollaremos un tipo de abordaje metodológico específico: el procedimiento coyuntural recogido por Mouffe para pensar el actual momento populista. Segundo, explicitaremos el debate teórico alrededor del vínculo entre instituciones y populismo y las dificultades que existen para pensar esta relación. Tercero, partiremos del caso concreto de (...) la AUH, con objeto de mostrar sus tres momentos constitutivos: el surgimiento de la demanda popular, su apropiación y tramitación por parte del gobierno y la transformación de la demanda en un derecho. Finalmente, señalaremos, a partir del caso estudiado, cómo la conflictividad rupturista de la institucionalidad populista puede ayudarnos a pensar, transnacionalmente, una lógica alternativa al neoliberalismo.This article aims to study the relationship between institutional policies and populism analyzing the Universal Assignment for Child (AUH) in Argentina. To achieve this objective we will divide the paper in three sections. Firstly, we will think the populist moment in this particular setting as a method of interpretation. Secondly, we will follow the theoretical debates about institutions and populism explaining the difficulty to think this relationship. Third, from the concrete case of AUH, in order to show the constitutive moments: the emergence of popular demand, its appropriation and processing by the government and the transformation of demand into a right. Finally, we will show how the rupturist conflict of populist institutionalism helps us conceive a transnational alternative to global neoliberalism. (shrink)
