Bernard Stiegler’s theoretical and practical Internation Project called for a refoundation of theoretical computer science that would also put the fact of exchange back at the centre of the conceptualization and organization of the economy. This can be interpreted as a call to critique a form of capitalism that has arisen over the past 70 years through an ideology via which ‘information’ conjoins computation and economics into what becomes an absolute market. But another history of exchange unfolds contemporaneously with this (...) ideology: that pursued in responses to Marcel Mauss’s anthropology of the gift, by Claude Lévi-Strauss, Georges Bataille and Maurice Godelier, among others. Stiegler’s ‘neganthropology’ equally responds to and is informed by this other history of the fact of exchange but, by looking at these works more closely, it may be possible to pursue Stiegler’s project in fields such as kinship and sexuality, which were not his direct concern. In this essay, we explore the philosophical and theoretical resonances of the artwork Qatipana from the perspective of some key insights of Gilbert Simondon’s information processing system approach. Qatipana (Quechua word that means flow, sequence, transmission) is a hybrid ecosystem of information flow which, even though not the kind of dispositive systems theory was designed to read, offers some valuable empirical insights to test some key aspects of Simondon’s information processing systems. In particular, we are interested in observing how Simondon’s (...) becoming and individuation play out in an algorithmic cycle performed by the cognitive system of an Artificial Intelligence agent: how does mono-technology and computerization of cultural techniques influence the nature of knowing the affection of being with others (people, things, animals)? We contrast Simondon’s contributions with the work of Norbert Wiener and Stafford Beer on information in cybernetics and the cosmotechnics and Technodiversity of Chinese philosopher Yuk Hui. Furthermore, we offer a provisional assessment of the reach, limits, and possibilities this kind of symbiotic crossing of technologies and arts: it is a field filled with challenges and unresolved complexities that should encourage us to recognize the urgency that is implied in the disruptive (and creative) we can see unfolding in social and political life. The already pervasive (and growing) presence of computational systems has become both a tremendous risk and a vertiginous deployment of liberating opportunities. In cinematic experience, a view from nowhere appears in an instituting moment – neither in time nor out of time, but part of time itself – when a camera reflex lifts the viewer’s perception out of somewhere and into the infinite time of the film. We argue that the view from nowhere found in Birt Acres’s film Rough Sea at Dover – a fifteen-second shot of waves breaking against a sea wall in Dover, England in 1895 – transcends all attempts (...) to turn it into a view from somewhere, as an empty space that carries the auratic trace of the past into the present through phase shifts of technical mediation. In Simondon’s terms, the view from nowhere opens up possibilities of becoming all ways at once in the reflexive capacity of the human organon. Following Stiegler’s organological technics, we identify the capture of perception by the apparatus of recording and playback in the digitally automated algorithm as a threat to the reflexive capability of the organon to see otherwise in the creative individuation opened up in the phase-shifting process. Our analysis triggers a switch from an anthropocentric to a neganthropic-ecological mode of seeing in which the auratic trace of the event of waves crashing against the pier is seen in an inhuman view from nowhere that carries the threat of automatized systems in which human noesis – self-reflexive capacity – is eclipsed by machines. By seeing otherwise, the eclipse by machines is reversed to reveal the complex becoming of the film in its materiality as a work of creative individuation. (shrink)

This article serves as the introduction to the Annual Review special section entitled ‘Bernard Stiegler and the Internation Project: Computational Practices and Circumscribed Futures’. As such, it introduces the collective undertaking of the Internation Project in relation to Stiegler’s long career as a thinker, educator and community organizer. The introduction pursues a number of themes addressed in the section’s contributions, including pharmacological logic, transindividuation, computational practices, bifurcation and negentropy (means of slowing entropic processes at individual and collective levels). All of (...) these themes pertain to the climate crises the world collectively faces and posit means by which futures can be conceived in less detrimental and destructive economic, social, technological and intellectual ways. The Internation Collective as represented and furthered in this special section responds to the demands of climate crises through a macroeconomic model designed to combat entropy at various scales, from the bio-chemical to the biosphere. This paper aims to connect Stiegler’s reflections on theoretical computer science with his practical propositions for the design of digital technologies. Indeed, Stiegler’s theory of exosomatization implies a new conception of artificial intelligence, which is not based on an analogical paradigm (which compares organisms and machines, as in cybernetics, or which compares thought and computing, as in cognitivism) but on an organological paradigm, which studies the co-evolution of living organisms (individuals), artificial organs (tools), and social organizations (institutions). Such a perspective (...) does not compare human capacities to machine performances but studies the way in which the evolution of material and technical supports affects and transforms psychological, cognitive or noetic faculties (intuition, memory, understanding, imagination, sensibility, reason, etc.), as well as the constitution of different kinds of knowledge. This new theoretical paradigm implies a new ‘design’ for digital technologies, which considers their social role and their impact on psychological, cognitive or noetic faculties. (shrink)
