Can gene editing and agroecology be complementary? Various formulations of this question now animate debates over the future of food systems, including in the UN Committee on World Food Security and at the UN Food Systems Summit. Previous analyses have discussed the risks of gene editing for agroecosystems, smallholders, and the concentration of wealth by and for agro-industry. This paper takes a different approach, unpacking the epistemic, socioeconomic, and ontological politics inherent in complementarity. I ask: How is complementarity understood? Who (...) is asking and defining this question? What are the politics of entertaining the debate at all? I sketch the epistemic foundations of science and technology that organize different notions of evidence used in agroecology and genetic engineering. On this base, I offer 8 angles on the compatibility question, exploring the historical contradictions that complementarity discourses reveal and the contemporary work they do. I work through questions of technological neutrality, “root cause” problems, working with nature, encoding racism, and dilemmas of ownership and access. These questions, I argue, require a reckoning with ontologies of coloniality-modernity, which help us get underneath—and beyond—the complementarity question. Finally, I offer a framework for thinking about and working toward technology sovereignty. (shrink)

For centuries, heirloom rice varieties have been grown on the terraces of the Cordillera Mountains of Luzon, Philippines, terroirs known for their significant historical, cultural, and aesthetic values. However, heritage heirloom rice farming is gradually being abandoned, mainly because of its lower productivity and the struggle of the sector to create a sustainable niche market for heirloom rice by branding its cultural, social, and nutritional values. We propose several demand-side intervention strategies for the valorization of heirloom rice. To support the (...) development of a segmented marketing strategy for heritage farming, we provide evidence on urban consumers’ willingness to purchase heirloom rice. We interviewed 500 urban consumers from Metro Manila in July–August 2015, who placed a purchasing bid on a kilogram of heirloom rice. Consumers’ bids averaged PHP 72.61 kg−1, which is less than half its current market price. This explains why heirloom rice struggles to gain market share in urban markets in the Philippines. Given this bid price, we estimate a potential market size of PHP 20.3 billion that could be created for heirloom rice and tapped into by heritage farmers. Findings further indicate that women, business owners, and consumers who buy packaged rice and eat pigmented rice are willing to pay more for heirloom rice. Finally, our evidence suggests that proper information framing will be necessary to create demand and support the valorization of heirloom rice to preserve cultural heritage and in situ biodiversity of rice landraces in the Philippines. This research examines a series of case studies from the agricultural sector to illustrate how various models of innovation embrace value proposition. A conscious value contestation at the interface of science, policy and civil society requires transformations in the triple-helix model of university-government-industry collaboration, because reiterations in the triple-helix model of innovation, such as quadruple, quintuple and higher helices, do not necessarily address civil society concerns for human values and science ethics. This research develops and tests a matrix model of (...) university-government-industry-civil society collaboration, which involves the co-creation of inclusive and transformational spaces for value proposition. Findings suggest that the matrix model of innovation institutionalises citizen science as it serves as a moral heuristic to make seemingly apolitical science responsive to essentially contested societal values. Foodways are important in understanding the bio-cultural dynamics of crop diversity. This paper examines the example of tsukemono and their importance for heirloom vegetables. Social histories of heirlooms and tsukemono were difficult to obtain, so various sources from archives, published reports, to interviews were used to stitch together the stories of the tsukemono-heirloom relationships. The paper finds that tsukemono has provided different opportunities for heirlooms. Tsukemono can enhance the taste and flavors of heirlooms. Pickling can make the best of heirloom’s (...) unique tastes even when they are not suited for other uses. Moreover, certain tsukemono has historically been associated with important social customs like gift-giving and seasonal events. The theoretical contribution of this study is to analyze the foodway-heirloom relationships from the vantage point of the political economy of agrofood systems. It is not enough to say a particular foodway is important for heirlooms. The paper reveals the necessity of analyses that situate the heirloom- foodway relationships in the modern agrofood systems. Changes not only in agriculture but also in consumption, retail, and processing are crucial in understanding the heirloom-foodway relationship. (shrink)
