Contrary to widespread assumptions, post-truth politicians formally adopt a rhetoric of ‘truth’ but turn it against established experts. To explain one central factor behind this destructive strategy and its success with voters, I consider Walter Lippmann and Friedrich Hayek, who from 1922 onwards helped develop and popularize a political rhetoric of ‘truth’ in terms of scientific expertise. In Hayek’s influential version, market economics became the crucial expert field. Consequently, the 2008 financial crisis impacted attitudes towards experts more generally. But even (...) sweeping rejection of experts continues to use the rhetoric, by now dominant, of expert truth. Paradoxically, this bipartisan language fuels division as opponents accuse each other of disregarding ‘truth itself’. Against the underlying metaphysics of context-free ‘facts’, John Dewey and Alfred Schutz recommend understanding truth as ‘presumptive’ knowledge produced within human practices, which can be robust but requires a readiness to engage in pluralistic and open-ended processes of (re-)contextualization. The World Wide Web has been a fundamental part of our daily lives for years. Its algorithmic framework ensnares our online journeys in an “endless recurrence” of the “same” by creating multiple filter bubbles. Digital algorithms establish a precise “order of discourse,” leaving little to no room for deviation. Functioning as a colossal machinic apparatus, the web embodies the culmination of Artificial Intelligence (AI), transforming every piece of posted content into a database that profiles our online behavior and activities. This (...) article explores whether approaches that describe everyday human communication, such as the theories of relevance developed by Alfred Schutz, or by Dan Sperber and Deirdre Wilson, can be applied to the realm of digital algorithmic grammars governing the web, and to the semiospheres that animate it. The conclusions raise some doubts: a gap exists between algorithmic language and its historical counterparts, characterized by a disparity between logical-mathematical grammar and other linguistic-historical-natural ones. While these two types of languages coexist within the digital landscape, their relevance differs; what may be “relevant” in an algebraic context may not necessarily translate to our live conversational exchanges, and vice versa. Although merged in the digital sphere, these languages operate distinctly, and proficiency in one does not guarantee adeptness in interpreting the other accurately. (shrink)

Open access to information is now a universal phenomenon thanks to rapid technological developments across the globe. This open and universal access to information is a key value of democratic societies because, in principle, it supports well-informed decision-making on individual, local, and global matters. In practice, however, without appropriate readiness for navigation in a dynamic information landscape, such access to information can become a threat to public health, safety, and economy, as the COVID-19 pandemic has shown. In the past, this (...) readiness was often conceptualized in terms of adequate literacy levels, but the contemporarily observed highest-ever literacy levels have not immunized our societies against the risks of misinformation. Therefore, in this Perspective, we argue that democratization of access to information endows citizens with new responsibilities, and second, these responsibilities demand readiness that cannot be reduced to mere literacy levels. In fact, this readiness builds on individual adequate literacy skills, but also requires rational thinking and awareness of own information processing. We gather evidence from developmental, educational, and cognitive psychology to show how these aspects of readiness could be improved through education interventions, and how they may be related to healthy work-home balance and self-efficacy. All these components of education are critical to responsible global citizenship and will determine the future direction of our societies. (shrink)
