While innovations have fostered the mass production of food at low costs, there are externalities or side effects associated with high-volume food processing. We focus on foodborne illness linked to two commodities: ground beef and bagged salad greens. In our analysis, we draw from the concepts of risk, reflexive modernization, and techniques of ethical neutralization. For each commodity, we find that systems organized for industrial goals overlook how production models foster cross-contamination and widespread outbreaks. Responses to outbreaks tend to rely (...) on technological fixes, which do not constitute the reflexive change needed to holistically and effectively address foodborne illness in the long term. We contend that powerful anti-reflexivity movements resist calls for reform and successfully maintain industrial goals and organization. Actions that thwart changes in agrifood systems to better protect consumers are unethical, yet they continue to be successful. We argue that specific techniques of ethical neutralization play an important part in their success. Research on anti-reflexivity and techniques of neutralization will serve to further expose the ethical issues associated with the industrial agrifood system and foster new guiding principles and organizational designs for food production. This paper examines structural barriers to the adoption of climate change mitigation practices and the evolution of a climate change ethic among American farmers. It examines how seed corn contracts in Michigan constrain the choices of farmers and allow farmers to rationalize the over-application of fertilizer and associated water pollution and greenhouse gas emissions. Seed corn contracts use a competitive “tournament” system where farmers are rewarded for maximizing yields. Interviews and a focus group were used to understand fertilizer over-application and (...) barriers to participating in a climate change mitigation program. Results indicate that farmers agree that they over-apply fertilizer but would be unlikely to participate in a mitigation program due to their contracts and lack of support from seed corn companies. Because only a few companies control access to the seed corn market, farmers feel they have few choices. Farmers rationalized their practices as their only option given the competitive nature of their contracts and blamed other sources of pollution. Despite increasing efforts to educate farmers about climate change, structural barriers will continue to constrain participation in mitigation efforts and the development of a climate change ethic. The fairness of agricultural markets is frequently invoked, especially by farmers. But fairness is difficult to define and measure. In this paper we link fairness and power with the concept of constrained choice to develop a framework for assessing fairness in agricultural markets. We use network exchange theory to define power from the dependencies that exist in agricultural networks. The structure of agricultural networks and the options that agricultural producers have to participate in agricultural networks affect the degree to which (...) they are dependent on others within the network. Dependency, in turn, affects the choices that agricultural producers have. We consider both the number and nature of these choices. We argue that constraining or limiting choices—both in number and type—violates principles of justice. Importantly, network exchange theory provides a method for assessing constraints in choices and, hence, the fairness of agricultural markets. Such an assessment could potentially lead to new policies that safeguard the liberties of marketplace participants. We present a brief case to illustrate how this framework can inform on the fairness of agricultural markets and conclude with considerations of what this means for policy, particularly in the arena of anti-trust. In this paper we analyse how risk factors in highly industrialised agriculture are connected to animal neglect. With Danish agriculture as a case study, we use two types of data. First, we use register data from Statistics Denmark to map how risk factors such as farmers’ financial and social troubles are connected to convictions of neglect. Second, we analyse narratives where interviewed farmers, involved in cases of neglect, describe how they themselves experienced the incidents. We find that while livestock farmers (...) in general have a low risk of animal neglect problems, a small percentage of them face severe financial difficulties, divorce and psychiatric problems, which are connected to an increased risk of being convicted for the neglect of farm animals. The narratives bring forward themes of pressure related to financial trouble, technological break down, family problems, stress and a growing concern among the farmers towards the governmental control in farm animal production. We discuss how these factors can be used to identify and help farmers with a high risk of being convicted of livestock neglect. (shrink)

Aspirations to farm ‘better’ may fall short in practice due to constraints outside of farmers’ control. Yet farmers face proliferating pressures to adopt practices that align with various societal visions of better agriculture. What happens when the accumulation of external pressures overwhelms farm management capacity? Or, worse, when different visions of better agriculture pull farmers toward conflicting management paradigms? This article addresses these questions by comparing the institutional manifestations of two distinct societal obligations placed on California fruit and vegetable farmers: (...) to practice sustainable agriculture and to ensure food safety. Drawing on the concept of constrained choice, I define and utilize a framework for comparison comprising five types of institutions that shape farm management decisions: rules and standards, market and supply chain forces, legal liability, social networks and norms, and scientific knowledge and available technologies. Several insights emerge. One, farmers are expected to meet multiple societal obligations concurrently; when facing a “right-versus-right” choice, farmers are likely to favor the more feasible course within structural constraints. Second, many institutions are designed to pursue narrow or siloed objectives; policy interventions that aim to shift farming practice should thus anticipate and address potential conflicts among institutions with diverging aspirations. Third, farms operating at different scales may face distinct institutional drivers in some cases, but not others, due to differential preferences for universal versus place-specific policies. These insights suggest that policy interventions should engage not just farmers, but also the intersecting institutions that drive or constrain their farm management choices. As my framework demonstrates, complementing the concept of constrained choice with insights from institutional theory can more precisely reveal the dimensions and mechanisms that bound farmer agency and shape farm management paradigms. Improved understanding of these structures, I suggest, may lead to novel opportunities to transform agriculture through institutional designs that empower, rather than constrain, farmer choice. Scholars are increasingly calling for the environmental issues of the industrial agricultural system to be addressed via eventual agroecological system-level transformation. It is critical to identify the barriers to this transition. Drawing from Henke’s theory of “repair,” we explore how farmers participate in the reproduction of the industrial system through “discursive repair,” or arguing for the continuation of the industrial agriculture system. Our empirical case relates to water pollution from nitrogen fertilizer and draws data from a sample of over 150 (...) interviews with row-crop farmers in the midwestern United States. We find that farmers defend this system by denying agriculture’s causal role and proposing the potential for within-system solutions. They perform these defenses by drawing on ideological positions and may be ultimately led to seek system maintenance because they are unable to envision an alternative to the industrial agriculture system. Outbreaks of foodborne illness have received increasing attention in recent years, resulting in a growing awareness of the negative impacts associated with industrial food production. These trends indicate a need to examine systemic causes of outbreaks and how they are being addressed. In this paper, we analyze outbreaks linked to ground beef and salad greens. These (...) case studies are informed by personal interviews, site visits, and an extensive review of government documents and peer-reviewed literature. To explore these cases, we draw from actor-network theory and political economy to analyze the relationships between technological tools, the design of industrial production systems, and the emergence and spread of pathogenic bacteria. We also examine if current responses to outbreaks represent reflexive change. Lastly, we use the myth of Prometheus to discuss ethical issues regarding the use of technology in food production. Our findings indicate that current tools and systems were designed with a narrow focus on economic efficiency, while overlooking relationships with pathogenic bacteria and negative social impacts. In addition, we find that current responses to outbreaks do not represent reflexive change and a continued reliance on technological fixes to systemic problems may result in greater problems in the future. We argue that much can be learned from the myth of Prometheus. In particular, justice and reverence need to play a more significant role in guiding production decisions. (shrink)

There are a number of agricultural farming practices that are controversial. These may include using chemical fertilizers, pesticides, and herbicides, and planting genetically modified crops, as well as the decision to dehorn cattle rather than raise polled cattle breeds. We use data from a survey of Missouri crop and livestock producers to determine whether a farmer’s ethical framework affects his or her decision to engage in these practices. We find that a plurality of farmers prefer an agricultural policy that reflects (...) principles based on rights rather than principles of utilitarianism or justice. Furthermore, after controlling for personal and farm characteristics, we find a positive correlation between farmers preferring a rights-based policy and a farmer’s use of chemical farm inputs and polled rather than horned cattle. We also find that a combination of ethical framework and farm and farmer characteristics correlate with decisions to use farm chemicals, while only farm and farmer characteristics affect the decision to plant GM crops and only a farmer’s ethical framework affects the decision to use polled cattle. Agriculture has long struggled to reconcile production with biodiversity conservation. Industrial farming practices that erode structural complexity within crop fields and across entire landscapes, as well as widespread pesticide use, have resulted in declining insect abundance and diversity globally. Recognition of socio-environmental consequences have spurred alternative pest management paradigms such as integrated pest management (IPM) and conservation biological control (CBC), which emphasize ecology as the scientific foundation for a sustainable agriculture. However, adoption of these approaches at scales large enough to (...) impact biodiversity has been slow, particularly in industrialized countries. Landscape-scale management is an integral component of ecological agriculture, making pest control and biodiversity conservation collective problems that require coordination among multiple stakeholders. The extent to which farmers recognize and act upon this perspective is not well studied. Through literature synthesis and a case study of Southern Wisconsin, I analyze factors shaping farmer adoption of insect and landscape management practices through the lens of constrained choice. I argue that multiple overlapping institutions (social networks, market forces, science and technology, and political-legal systems) co-produce farmer behaviors and landscape structure, largely to the detriment of ecological pest control and biodiversity. Wisconsin farmers' entomological concerns largely overlook beneficial insect species and eschew landscape thinking. Ultimately, slowing agricultural drivers of insect biodiversity declines will likely require large-scale coordination and political-economic change. (shrink)

The study explored the motivations behind Australian wool producers’ intentions regarding mulesing; a surgical procedure that will be voluntarily phased out after 2010, following retailer boycotts led by People for the Ethical Treatment of Animals. Telephone interviews were conducted with 22 West Australian wool producers and consultants to elicit their behavioral, normative and control beliefs about mulesing and alternative methods of breech strike prevention. Results indicate that approximately half the interviewees intend to continue mulesing, despite attitudes toward the act of (...) mulesing being quite negative. This indicates that attitudes alone are unlikely to be good predictors of this goal directed behavior. Most respondents believed mulesing was more effective and involved less cost, time, and effort than the currently available alternatives to prevent breech strike. Further, they felt relatively little social pressure, as they believed few consumers were concerned about mulesing. However, they noted that if consumer sentiment changed they would likely change their practices. Thus, attitudes are likely to be only one of several factors influencing intentions to change farm practices to address societal concerns about animal welfare. Further, mulesing appears to be goal - directed behavior , suggesting that other factors depicted by the Model of Goal-directed Behavior (MGB; Perugini and Bagozzi In: Br J Soc Psychol, 40: 79–98, 2001 ) may be worth exploring in this context. Finally, these results provide insight into how policy makers may influence farmers to change practices in response to societal pressure for improving farm animal welfare. (shrink)
