A consensus is building that our planet has entered the so-called age of the Anthropocene—a post-Holocene epoch defined by the significant impact of humans on geological, biotic and climatic planetary processes. On the one hand, there is good reason to exercise caution in relation to this concept of the “Age of Man.” At a time when immoderate anthropogenic impact poses a serious threat to ecological integrity and balance, calling an epoch after ourselves does not necessarily demonstrate the humility we may (...) need to espouse. In this paper I engage interdisciplinary conversation on inaction as the dominant response to climate change, and develop an analysis of the specific phenomenon of complacency through a critical-feminist lens. I suggest that Chris Cuomo's discussion of the “insufficiency” problem and Susan Sherwin's call for a “public ethics” jointly point toward particularly promising harm-reduction strategies. I draw upon and extend their work by arguing that extant philosophical accounts of complacency are inadequate to the task of sorting out what it means (...) to be complacent on climate change. I offer a sketch for an alternative account, which I take to be a start in the direction of mapping out a diverse array of “motivational vices” that need to be named, grappled with, and remedied. While most studies of low-carbon transitions focus on green niche-innovations, this paper shifts attention to the resistance by incumbent regime actors to fundamental change. Drawing on insights from political economy, the paper introduces politics and power into the multi-level perspective. Instrumental, discursive, material and institutional forms of power and resistance are distinguished and illustrated with examples from the UK electricity system. The paper concludes that the resistance and resilience of coal, gas and nuclear production regimes currently negates the benefits from (...) increasing renewables deployment. It further suggests that policymakers and many transition-scholars have too high hopes that ‘green’ innovation will be sufficient to bring about low-carbon transitions. Future agendas in research and policy should therefore pay much more attention to the destabilization and decline of existing fossil fuel regimes. (shrink)

This article develops a notion of the ‘politics of time’ in order to analyse the effects that imaginations of future emergencies have in the fields of law and economy. Building on Niklas Luhmann’s theory of social time, it focuses on the multiplex temporalities in contemporary society, which are shown to interact differently with the ‘emergency imaginary’. We demonstrate that the apprehension of the future in terms of sudden, unpredictable and potentially catastrophic events reinforces current modes of producing financial futurity, while (...) it undermines the procedural rhythm and retroactive sentencing of liberal law. As a whole, the article supplements the analysis of the ‘politics of truth’ prevalent in the current debate about precaution and pre-emption with a theoretical perspective on social temporality. The evidence is overwhelming that members of particularly wealthy and industry-owning segments of Western societies have much larger carbon footprints than most other humans, and thereby contribute far more than their “fair share” to the enormous problem of climate change. Nonetheless, in this paper we shall counsel against a strategy focused primarily on blaming and shaming and propose, instead, a change in the ethical conversation about climate change. We recommend a shift in the ethical framework from a focus on the (...) role of individual agents and a conversation about guilt; in its place, we propose a relational approach to public health ethics that is centered around the idea of relational solidarity. We begin by briefly reviewing the most common—and woefully inadequate—approach in the West to reducing emissions and responding to the health-related impacts of climate change. We then go on to propose a relational approach to public health ethics as an alternative ethical framework that better fits the moral problems associated with climate change and holds promise for a more meaningful response. European political theorists have argued that contemporary imaginaries of climate change are symptomatic of a post-political condition. My aim in this essay is to consider what this analysis might mean for a feminist green politics and how those who believe in such a project might respond. Whereas much of the gender-focused scholarship on climate change is concerned with questions of differentiated vulnerabilities and gendered divisions of responsibility and risk, I want to interrogate the strategic, epistemological, and normative implications for ecological (...) feminism of a dominant, neoliberal climate change narrative that arguably has no political subject, casts Nature as a threat to be endured, and that replaces democratic public debate with expert administration and individual behavior change. What hope is there for counter-hegemonic political theories and social movements in times like these? I suggest that rather than give in and get on the crowded climate change bandwagon, an alternative response is to pursue a project of feminist ecological citizenship that blends resistance to hegemonic neoliberal discourses with a specifically feminist commitment to reclaiming democratic debate about social-environmental futures. The article argues that environmental planetary discourses have coalesced into the Anthropocene crisis narrative and reformulated the state of nature apparatus of Western political theory. The Anthropocene, as an ecological state of nature of late capitalism, casts light on the logics of geopower, which assembles species thinking, a fascination with nonlife and sovereignty, and the imaginary of extinction and mutation. Geopower shifts governmental technologies from human populations and their ‘milieu’ to nonhuman species, energy flows and ecosystems, from political economy and (...) biopower to Earth science and systems ecology. This configuration of power suggests a shift in the neoliberal agenda and imposes the Earth as a political personage, generating threatening political myths and figures of chaos and sovereignty, such as Gaia, Chthulu and Climate Leviathans. This paper examines a struggle over the future use of Nordic forests, which took place from 2009 to 2012 within a major research program, Future Forests—Sustainable Strategies under Uncertainty and Risk, organized and funded by Mistra, The Swedish Foundation for Strategic Environmental Research. We explore the role of strategic environmental research in societal constructions of long-term challenges and future risks. Specifically, we draw attention to the role played by environmental research in the creation of future images that become dominant for (...) how societies structure action for the long term. We also show that this process is on several accounts problematic. Research labeled “strategic” or “relevant” is intended to manage long-term risks and challenges in a sustainable way, by taking into account the “open” and “plural” nature of the future. The case of Future Forests suggests, rather, that by contributing to the emergence of dominant future images, environmental research is entangled with a process of gradual consensus creation around what may be highly selective or biased narratives of the long term, which may conceal or postpone key forms of future conflict. The Malabo Declaration places the transformation of agriculture and food systems at the centre of regional and national policy priorities across Africa. Transformative change in the way that food is produced, processed and consumed is seen as not only necessary for addressing the complex challenges of food security and poverty alleviation, but also as a driver of new employment opportunities and economic development. As pointed out within the recent UN Food Systems Summit, essential elements of food system transformations include digital (...) transitions and the empowerment of women and youth. However, there are few empirical examples demonstrating how these agendas come together to affect food system change. Here we focus on an enterprising group of young farmers referred to as Malawi’s _new achikumbe elite_, who are urban based, educated and engaging in agriculture on a commercial basis. The aim is to characterise this emergent group of agriculturalists and to understand the role that they have within the transformation of Malawi-s agricultural sector. We explore how digital platforms are supporting the emergence of this new category of farmer and positioning young people as agents of change in food systems transformation. Based on interviews and ethnographic research with 32 young farmers between 2018 and 2022 combined with interviews with representatives of service providers and agricultural organisations, we argue that this group is characterised by a higher level of education, self-dependency and use of digital platforms, enabling them to adapt their context to sourcing production resources and engaging in commercial agriculture. We present evidence that digital platforms are supporting the new achikumbe elite (NAE) to engage flexibly with new commercial markets, contracts and access a wider range of training and advice. However, while digital platforms can offer more equitable access to information and market opportunities, they also represent potential avenues for food system transformations that are inequitable. As such, we argue that there is need for digital technologies to mitigate against potential inequalities. (shrink)

We investigate the rural resistance of one of the world’s largest social movements, La Via Campesina, as a powerful enactment of radical democracy in practice. More than this, the paper describes how the movement challenges the framework of radical democracy by pointing towards the ethical importance of recognizing the relationship of human dignity with nature and considering ethico-political values inherent in the peasants’ way of living. Their resistance is a rejection of depoliticizing silencing, and their everyday life is a commitment (...) to a “more than human” radical democracy in its most radical sense, as they are always already “in parliament with land”. We conclude by outlining a perspective which is both more than radical and more democratic, considering those who have not yet been heard but also that which, in the light of radical democracy, has never been counted as part of the political body at all: nature. Se sugiere una estructuracomún basada en agendas de problemas que enriquecen, tanto la práctica científica como la enseñanza. El objetivoprincipal es mostrar cómo la formulación de preguntas contribuye de manera significativa a la creación de agendasde problemas abiertos que guían la investigación, fomentando el desarrollo de nuevas hipótesis y promoviendo la interdisciplinariedad en (...) los programas de investigación ante los desafíos ecológicos. La metodología incluyeuna revisión de la estructura teórica de la ecocrítica y de cómo las agendas de problemas aportan flexibilidadmetodológica, permitiendo reformular preguntas a medida que surgen nuevos datos, tecnologías y enfoques. ABSTRACT This article examines the temporal rhetoric of Extinction Rebellion and Fridays For Future to discuss how the new generation of climate movement organizations offers ideas of an open future that can be acted upon. Research has shown how climate organizations create economic and social disruptions. However, as the article shows, they also create temporal disruptions. Taking theoretical inspiration from critical utopian studies, the article states that the climate activists should be understood as utilizing a disruptive utopian method that aims (...) to disrupt the present and thereby open the future. The method relies on utopias that are relational and open, not static or absolute. Hence, the utopianism employed by these groups is not about closure and perfection, but rather about openness and offering alternatives. (shrink)

In this paper, I elaborate on the very political dimension of epistemology that is opened up by the radical change of focus initiated by constructivism: from science as knowledge to science as practice. In a first step, this brings me to claim that science is political in its own right, thereby drawing on Mouffe and Laclau’s framework of radical democracy and its central notion of antagonism to make explicit what is meant by ‘the political.’ Secondly, I begin to explore what (...) this intrinsic political dimension of science might entail for democratic thought. I do so by connecting my preliminary explorations in the field of science with Andrew Feenberg’s elaborate frame of thought on the democratization of technology. Interestingly, Feenberg is one of the few thinkers who have connected questions of power and ideology, typically treated of within the field of political theory, with a constructivist approach to technological progress. In this sense, this paper can be seen as a first attempt to expand Feenberg’s framework of democratic rationalization from the world of technology to the world of science. (shrink)

Why do so many people remain so passive in the face of today’s massive, looming economic, political, and ecological crises, such as climate change? Despite some notable rhetorical and regulatory examples, attempts to stem climate change have, as a rule, not come to frame the activities of most citizens. The inability to confront the imperative of social transformation today is a complex, manifold problem. At root, it has to do with fundamental systemic features of a global social system that we (...) all contribute to reproducing in our everyday lives. While these features do not preclude political engagement, innovation, and action, they do undermine the bases of movements towards truly systemic transformation. This article focuses on one such feature, reification, as a social-structural foundation of passivity that impedes the social innovations required to tackle the climate crisis. (shrink)

This article contributes to the environmental justice debate by analysing the case of the ILVA steel plant in Taranto, Italy. It accounts for the radical polarisation of the public debate between industrialists and environmentalists. These dominant perspectives are polarised but not politicised. In the reading of the crisis, both fronts adopt similar techno-scientific arguments while failing to problematise the multiple dimensions of environmental injustice and to connect the crisis to broader social relations of production. This article contends, therefore, that the (...) environmental debate in Taranto unfolds in a post-political situation, where technical narratives prevail at the expense of more political positions. In this context, any attempts to politicise the public debate is either absorbed by the dominant views or marginalised. (shrink)

The discussion of the Anthropocene makes it clear that contemporary social thought can no longer take nature, or an external ‘environment’, for granted in political discussion. Humanity is remaking its own context very rapidly, not only in the processes of urbanization but also in the larger context of global biophysical transformations that provide various forms of insecurity. Disasters such as the Fukushima nuclear meltdowns and potentially disastrous plans to geoengineer the climate in coming decades highlight that the human environment is (...) being remade in the Anthropocene. Humanity is now a geological actor, not just a biological one, and that insight, captured in the term Anthropocene, changes understandings of both security and environment in social thought, requiring a focus on production of environments rather than their protection. Disasters help clarify this key point and its significance for considering geosocial formations. (shrink)

Future Earth is an evolving international research program and platform for engagement aiming to support transitions toward sustainability. This article discusses processes that led to Future Earth, highlighting its intellectual emergence. I describe how Future Earth has increased space for contributions from the social sciences and humanities despite powerful, long-standing preferences for bio-geophysical research in global environmental research communities. I argue that such preferences nevertheless are deeply embedded in scientific institutions that continue to shape environmental science agendas and, as such, (...) constitute a formidable obstacle that needs to be recognized and countered to bolster efforts at effective societal transformation in the face of sustainability challenges. The analysis draws on two decades of observant participation in environmental research communities in the United States, Europe, Brazil, and elsewhere, including participation in the visioning process that led to Future Earth. The adaptive reuse of industrial heritage, a critical component in addressing radical climate change-related urban transitions, is increasingly pertinent. This paper distinguishes ‘urban transitions’ from ‘urban transformation,’ emphasizing a more gradual, adaptive approach to urban development under the pressures of climate change. It explores the repurposing of industrial buildings and spaces, maintaining their cultural and historical value while meeting current urban needs. Through a mixed-methods approach, the paper analyses how adaptive reuse contributes to sustainable urban development, examines the scale and (...) impact of such projects from local quarters to city-wide implications, and discusses the potential negative consequences, including gentrif ication. The study spans various global regions, including Europe, the United States, Latin America, Canada, and Australia, using case studies to illustrate the effectiveness of adaptive reuse in promoting sustainability, revitalizing urban areas, and preserving cultural heritage. The paper questions the viability of traditional long-term sustainable urban development strategies in the face of rapid environmental and societal changes, suggesting a potential need for paradigm shifts in urban planning. Now that we are at (...) the point where this consensual policy approach has imploded under its own weight, the time is right to revive the climate and, by extension, the environment as a matter of genuine political concern that is open to struggle and contestation, in this way constituting an essential component of social change. This paper begins with the observation that the contemporary eco-building movement in the UK focuses on technology with the principal aim of reducing carbon emissions and so combating climate change. While this focus may translate into justice for future generations, there seems markedly less regard for justice for others in intragenerational space. I analyse the eco-building movement's framings of sustainable development and sustainability, seeking out statements of equity via the criteria used for building materials selection. Closely defining equity as theory (...) and practice, analysis reveals that framings of sustainable development and sustainability in the eco-building movement vary considerably in their engagement with intragenerational equity. This begs the question of whether the movement has a shared political critique. There is a marked tendency to view discourses of environmental sustainability and social justice as distinct rather than mutually constitutive. I propose that the eco-building movement should engage in a politics of the common good (Sandel, 2010), contesting equity in the public domain. Wary of the reach of markets, the eco-building movement should debate not only the right way to distribute building materials and shelter but also the right way to value them. (shrink)

In their respective commentaries to my article “Postphenomenology and the Politics of Sustainable Technology” both Robert Scharff and Michel Puech take issue with my postphenomenological inroad into the politics of technology. In a first step I try to accommodate the suggestions and objections raised by Scharff by making my account of the political more explicit. Consequently, I argue how an antagonistic relational conceptualisation of the political allows me to address head on Puech’s plea to leave politics behind and move towards (...) an ethically informed, post-political approach to sustainability. “But perhaps the question philosophy is confronted with—through the question of the political—might be whether not all reasoning, including a purely theoretical reasoning, can truly only be a political reasoning, resulting in an inevitable, indeed necessary circular structure” (Boehm 2002; author’s translation). In a footnote to my original article ‘Postphenomenology and the Politics of Sustainable Technology’, I wrote that “for the purpose of this paper, it suffices to say that I use the adjective ‘political’ to indicate all aspects of human and non-human agency that are related to ‘shaping the good life’ (Goeminne 2011a).” With hindsight, brought about by the commentaries of Scharff (2011) and Puech (2011), I now see that I could not have been more optimistic. Or should I say naïve? Indeed, although coming from different angles and resulting in very different suggestions, both commentaries precisely target my postphenomenological inroad into the ‘politics’ of technology. In challenging my grounding of the politics of technology in a postphenomenological perspective, Scharff in particular invites me to make my notion of the political more explicit. In what follows, I will therefore first elaborate my take on the political dimension of technology in dialogue with Scharff’s comments and suggestions. Armed with this deepened concept of the political, I will then address Puech’s plea to leave politics behind and move towards an ethically informed, post-political approach to sustainability. Evidently, within the limits of this piece, I can only indicate the broader direction my conceptualisation of the political takes. It suffices perhaps to say that, partly induced by the commentaries of Scharff and Puech, the question of the political has meanwhile taken a much more prominent place in my research as can be seen from a few recent publications [e.g. Goeminne (2012) and Goeminne (forthcoming)]. In saying this, I am also expressing my indebtedness to the commentators for nudging me in this political direction. (shrink)

Social theorists have been dealing with issues of environment and climate change for quite some years, but on which topics have they focused and with whom have they been talking? Many of the articles included in this special issue exemplify a tendency to frame problems of climate change in terms of existing concerns, including the character of capitalism, the relation between nature and culture, or the social process of problem definition. Other forms of conceptual development are much more obviously driven (...) by the challenge of understanding and perhaps fostering societal transformation in response to climate change. Meanwhile, policy proceeds on the basis of a characteristically thin account of the social world. In this short article I highlight differences in how these agendas unfold and comment on what this means for types of questions that social theorists have often, sometimes and not yet asked about climate change. I conclude that social theory — broadly defined — has much to offer but that realizing this potential will require concerted effort and active engagement with new and unfamiliar audiences. (shrink)

Agriculture has long struggled to reconcile production with biodiversity conservation. Industrial farming practices that erode structural complexity within crop fields and across entire landscapes, as well as widespread pesticide use, have resulted in declining insect abundance and diversity globally. Recognition of socio-environmental consequences have spurred alternative pest management paradigms such as integrated pest management (IPM) and conservation biological control (CBC), which emphasize ecology as the scientific foundation for a sustainable agriculture. However, adoption of these approaches at scales large enough to (...) impact biodiversity has been slow, particularly in industrialized countries. Landscape-scale management is an integral component of ecological agriculture, making pest control and biodiversity conservation collective problems that require coordination among multiple stakeholders. The extent to which farmers recognize and act upon this perspective is not well studied. Through literature synthesis and a case study of Southern Wisconsin, I analyze factors shaping farmer adoption of insect and landscape management practices through the lens of constrained choice. I argue that multiple overlapping institutions (social networks, market forces, science and technology, and political-legal systems) co-produce farmer behaviors and landscape structure, largely to the detriment of ecological pest control and biodiversity. Wisconsin farmers' entomological concerns largely overlook beneficial insect species and eschew landscape thinking. Ultimately, slowing agricultural drivers of insect biodiversity declines will likely require large-scale coordination and political-economic change. (shrink)

In recent years, images of climate catastrophe have become commonplace. However, Black visions of the confluence of the Anthropocene and the apocalypse have been largely ignored. As we argue in this article, Black social thought offers crucial resources for drawing out the implicit exclusions of dominant representations of climate breakdown and developing an alternative account of the planet’s future. By reading a range of critical race theorists, from Frederick Douglass and W. E. B. Du Bois to Octavia Butler and Ta-Nehisi (...) Coates, we propose a rethinking of the climate apocalypse. The African American theoretical and cultural tradition elaborates an image of the end of the world that emphasises the non-revelatory nature of climate catastrophe, warns against associating collapse with rebirth, and articulates a mode of maroon survivalism in which the apocalypse is an event to be endured and escaped rather than fatalistically expected or infinitely delayed. Starting from a perspective of democratic politics, this essay argues that the problem lies not in any “unjustified” politicization of risk controversies; quite to the contrary, it lies in their depoliticization or their capture in a postpolitical consensus. To this end, the prevailing storylines in public discourse on risk controversies are shown to be based on invalid assumptions regarding nature and science and on exclusionary mechanisms. In response, the risk conflicts perspective is put forward as an analytical framework, which allows (...) us to evaluate mediated public discourse on the extent to which democratic debate and citizenship are facilitated. For the fields of science and environment communication, this entails a shift in emphasis from a focus on the epistemic level to the level of the political. We conclude by discussing the potential transformative impacts of this perspective for academic research, public discourse, as well as the directly involved social actors, in relation to the controversies in question. ABSTRACT The mainstreaming of environmental concerns paradoxically obscures their political dimension: as the goals of environmentalism become accepted, they are reduced to administrative problems to be solved in a purely technocratic way. This technocratic environmentalism has fueled a populist backlash that challenges the scientific basis of environmentalism. As a result, contemporary environmentalism appears to be stuck in a depoliticizing opposition between technocracy and populism. A possible way out of this depoliticizing trap consists in recognizing the intrinsic contestability of the core (...) premises on which environmentalism is based, since it is not merely the result of a straightforward application of scientifically provable facts, but also depends on normative principles and value choices. This opens the possibility for an internal pluralization of environmentalism, which shifts emphasis from the depoliticizing struggle between technocratic environmentalism and populist anti-environmentalism to the inherently political rivalry between different types of environmentalism. This conceptual paper explores the theoretical possibilities of posthumanism and presents ecologies of repair as a heuristic device to explore the association modes of different entities, which, when confronted with the effects of human-induced destructive events, seek to repair the damage and transform the conditions of coexistence of various life forms. The central idea is that severe socio-environmental crisis caused by an intensification of industrial activity are conducive to observing new sociomaterial configurations and affective dispositions that, through the reorganization of (...) practices of resistance, remediation, and mutual care, are oriented to generating reparative and/or transformative processes from damaged ecologies and communities. Crises constitute true ontological experimentation processes where the presence of other-than-human natures, and of artifacts or devices that participate in reparative actions, become visible. A post-human approach to nature allows us to use languages and methodologies that do not restrict the emergence of assemblages under the assumption of theira prioriontological separation, but rather examine their reparative potential based on the efficacy of situated relationships. Methodologically, transdisciplinarity is relevant, with ethnography and other engaged methods applied over units of observation and experience called socio-geo-ecologies. The relevant attributes of these socio-geo-ecologies, beyond the individual, community, or institutional aspects, are the specific geological characteristics that make possible an entanglement of interdependent relationships between human and non-human agents. The conceptual analysis is illustrated with empirical examples stemming from socio-geo-ecologies researched in Southern Chile. (shrink)

The paper discusses Baatz’s work (2018) published in a recent issue of this journal. It first considers the proposed framework of justice within which to evaluate instruments for adaptation finance; it then develops the framework’s criteria of fairness and feasibility further; finally, it proposes an option for increasing the capacity of Baatz’s framework to ensure that instruments for adaptation finance operate in a just way.

ABSTRACT The austerity measures adopted after the financial crisis of 2008–2009 accelerated the critical scholarship on neoliberalism and the media. This article uses discourse theory to analyse how The Economist newspaper constructed a ‘euphemised’ neoliberal discourse amid the European austerity drive in the years 2010–2012. The article argues for distinguishing between different types of neoliberalism and defines euphemised neoliberalism as a discourse that is characterised by a post-political style, a posture typical of The Economist’s elite journalistic identity. The article discusses (...) the type of discourse being articulated via The Economist’s rhetorical strategies of moral and rational austerity, anti-politics and austerity as modernisation. These strategies allowed for a nuanced and even a critical debate on European austerity policies, but ultimately The Economist produced a depoliticised understanding of economic policy-making, as the need for austerity and reforms could not be questioned. Finally, the article discusses how the austerity measures adopted in 2010 led to a crisis in the previously constituted euphemised neoliberal discourse and accelerated counter-hegemonic discourses, such as authoritarian forms of neoliberalism. The article argues that the work of literary theorist Mikhail M. Bakhtin presents a starting point for thinking about the instrumentalization of climate change. Bakhtin’s conceptualization of human–world relationships, encapsulated in the concept of ‘cosmic terror’, places a strong focus on our perception of the ‘inhuman’. Suggesting a link between the perceived alienness and instability of the world and in the exploitation of the resulting fear of change by political and religious forces, Bakhtin asserts that the latter can only be (...) resisted if our desire for a false stability in the world is overcome. The key to this overcoming of fear, for him, lies in recognizing and confronting the worldly relations of the human body. This consciousness represents the beginning of one’s ‘deautomatization’ from following established patterns of reactions to predicted or real changes. In the vein of several theorists and artists of his time who explored similar ‘deautomatization’ strategies – examples include Shklovsky’s ‘ ostranenie’, Brecht’s ‘ Verfremdung’, Artaud’s emotional ‘cruelty’ and Bataille’s ‘base materialism’ – Bakhtin proposes a more playful and widely accessible experimentation to deconstruct our ‘habitual picture of the world’. Experimentation is envisioned to take place across the material and the textual to increase possibilities for action. Through engaging with Bakhtin’s ideas, this article seeks to draw attention to relations between the imagination of the world and political agency, and the need to include these relations in our own experiments with creating climate change awareness. Moving beyond the post-political framing of the climate change debate, scholars have tried to show that scientific practice is based on politically significant forms of social construction. While sympathizing with this attempt, this paper questions their use of the term ‘political’. Drawing on post-foundational political theory and focusing on the example of climate denialism, it argues that the relation between science and the political constitutes a double bind: while upholding an original distinction between science and the political is untenable, representing (...) science in political terms is impossible, because of the specific way the scientific field is symbolically instituted. ABSTRACTAn unresolved aspect of the Logics Approach within Poststructuralist Discourse Theory is how to operationalize its abstract theoretical concepts – of social, political and fantasmatic logics – for concrete textual analysis, especially of policy documents. Policies often institute new understandings, procedures or practices, something the logics, as originally articulated, fall somewhat short of capturing. To overcome these methodological challenges this article constructs a framework for poststructuralist policy analysis that brings together the Logics Approach with more textually oriented tools developed within (...) Critical Discourse Analysis, namely assumptions and genre chains. For empirical illustration it draws on a case study of the European Union's adaptation policy in response to climate change. The resulting framework offers a means through which more implicit social and political logics can be examined, and contributes new insights to methodological debates around the use of the Logics Approach, specifically in relation to critical policy analysis. The article concludes with seven observations of relevance for future studies and suggests avenues for further empirical and conceptual exploration. (shrink)

ABSTRACTThis article takes part in the discussion of the post-politicization of climate change by studying how consensus and disagreement were articulated in the coverage of four UN climate summits in the Finnish newspaper Helsingin Sanomat. From the perspective of discourse theory and an agonistic theory of democracy, the article argues that the hegemonic articulation of consensual politics, solving the problem of climate change, and establishing an international treaty on emission reductions to a chain of equivalence have reduced the field of (...) disagreement to a choice between solving and not solving climate change. While such a form of hegemony represses more radical forms of political discourse, it is often considered helpful in building the consensus that is seen as a prerequisite for decisive action on climate change. This article argues that in building a durable relationship regarding climate change, political conflicts should be embraced in the name of democratic politics rather that suppressed in the name of generating and sustaining consensus. Though tourism research has become more value-laden in its scholarship and pedagogy, there is still a risk that tourism higher educationcurricula produce uncritical views of society and sustainability.I argue that research methodology courses and assignments basedon data collection can legitimize the use of sustainable tourism solutions based in generalizations and abstractions, rather than encouragethe dialogue and reflectivity needed for major change in times of crisis. They also risk promoting a self-serving agenda where researchers produce their success in the knowledge economy. (...) In light of thelimitations of the sustainability concept in time of planetary crisis,I look into the possibilities of a tourism research pedagogy in theAnthropocene by uncovering arguments for plurality and deliberationin knowledge production. Social scientists need to address questionsof ethics in times of crisis. Conjointly, the Anthropocene highlights ourplanetary attachment, where human responsibility and social actionare imminent. Starting with a systemic understanding of cultural heritage, climate-change related urban transformation processes are analyzed through a multi-disciplinary lens and methods that blend the arts, humanities, and sciences. Governance-specific topics range from relevant cultural markers and local policies to stimulate resilience, to a typology of heritage-related governance and the vulnerability of historic urban landscapes. A variety of contributions from the Americas, Asia, and Europe describe and analyze challenges and potential solutions for climate-change related urban transformation and the role of cultural (...) heritage. Contributions focusing on innovation, adaptation, and reuse introduce the concept of urban acupuncture, adaptive reuse of industrial heritage, and how a historical spatial-functional network system can be related to a smart city approach. The potential role of cultural traditions for resilience is analyzed, as is the integration of sustainable energy production tools in a historic urban landscape. Examples of heritage-based urban resilience from around the world are introduced, as well as the path of medium-technology to address climate adaptation and prevention in historic buildings. The contributions emphasize the need for an updated narrative that cultural heritage can also contribute to climate adaptation and mitigation. (shrink)
