In this paper, we argue that the Anthropocene is relevant for philosophy of technology because it makes us sensitive to the ontological dimension of contemporary technology. In §1, we show how the Anthropocene has ontological status insofar as the Anthropocenic world appears as managerial resource to us as managers of our planetary oikos. Next, we confront this interpretation of the Anthropocene with Heidegger’s notion of “Enframing” to suggest that the former offers a concrete experience of Heidegger’s abstract, notoriously difficult, and (...) allegedly totalitarian concept. In consequence, technology in the Anthropocene cannot be limited to the ontic domain of artefacts, but must be acknowledged to concern the whole of Being. This also indicates how the Anthropocene has a technical origin in an ontological sense, which is taken to imply that the issue of human responsibility must be primarily understood in terms of responsivity. In the final section, we show how the Anthropocene is ambiguous insofar as it both accords and discords with what Heidegger calls the “danger” of technology. In light of this ambiguity, the Earth gains ontic-ontological status, and we therefore argue that Heidegger’s unidirectional consideration concerning the relation between being and beings must be reoriented. We conclude that the Anthropocene entails that Heidegger’s consideration of the “saving power” of technology as well as the comportment of “releasement” must become Earthbound, thereby introducing us to a saving Earth. Nobel-price winning atmospheric chemist Paul Crutzen introduced in 2000 the concept of the Anthropocene as the name for the successor geological period to the Holocene. The Holocene started about 12,000 years ago and is characterized by the relatively stable and temperate climatic and environmental conditions that were conducive to the development of human societies. Until recently, human development had relatively little impact on the dynamics of geological time. Although disagreement exists over the exact birth date of the Anthropocene, it is (...) indisputable that the impact of human activity on the geo-climatic environment became more pronounced from the industrial revolution onwards, leading to a situation in which humans are now widely considered to have an eco-geologically critical impact on the earth's bio-physical system. The most obvious example is the accumulation of greenhouse gases like CO2and Methane (CH4) in the atmosphere and the changes this induces in climatic dynamics. Others are the growing homogenization of biodiversity as a result of human-induced species migration, mass extinction and bio-diversity loss, the manufacturing of new (sub-)species through genetic modification, or the geodetic consequences resulting from, for example, large dam construction, mining and changing sea-levels. Social theorists have been dealing with issues of environment and climate change for quite some years, but on which topics have they focused and with whom have they been talking? Many of the articles included in this special issue exemplify a tendency to frame problems of climate change in terms of existing concerns, including the character of capitalism, the relation between nature and culture, or the social process of problem definition. Other forms of conceptual development are much more obviously driven (...) by the challenge of understanding and perhaps fostering societal transformation in response to climate change. Meanwhile, policy proceeds on the basis of a characteristically thin account of the social world. In this short article I highlight differences in how these agendas unfold and comment on what this means for types of questions that social theorists have often, sometimes and not yet asked about climate change. I conclude that social theory — broadly defined — has much to offer but that realizing this potential will require concerted effort and active engagement with new and unfamiliar audiences. (shrink)

Two features characterize new and emerging technosciences. The first one is the production of peculiar ontologies. The human agent is confronted with a biophysical world the contingent, indeterminate character of which does not hamper but expands the scope of purposeful action. Uncertainty is increasingly regarded as a resource for an expanding will rather than a drawback for a disoriented agent. The second feature is that ethics is increasingly considered as the core regulatory means of this messy, ever-changing world. The ambivalences (...) of the ethical government of contingent assemblages are discussed by focusing on the governmentality perspective. The latter helps to make sense of the regulatory alliance between ethics and technoscience. A reflection on Foucault’s account of ethics shows that the emancipatory role of the latter is today hampered by its embroilment with the instrumental reason it aims to govern, nor can older models of ethical commitment find any straightforward application. Mapping the issue in terms of mutual constitution of power, potentiality and possibility gives salience to a particular question: what we are able not to do. (shrink)

In this paper, I wish to consider Watsuji Tetsuro's (1889?1960) concept of climate (fudo), and consider whether it contributes anything to the relationship between climate change and ethics. I will argue that superficially it seems that fudo tells us little about the ethics of climate change, but if considered more carefully, and through the lens of thinkers such as Deleuze and Heidegger, there is ethical insight in Watsuji's approach. Watsuji's major work in ethics, Rinrigaku, provides concepts such as between-ness and (...) trust that enable his philosophy of climate to move from a theory of national characters (as Fudo is often seen to be) to an approach to living well within one's milieu. Waste is a major global environmental issue that assembles socio-cultural and bio-geological processes in complex indeterminate relationships. Drawing on three case studies, this article explores the shifting environmental politics concerned with waste’s material, economic, political, and cultural ‘management’. The Canadian case studies – determining a new waste management technology in a mid-sized city in central Ontario, an open dump in a remote Nunavut community, and an abandoned gold mine in the Northwest Territories – suggest waste occasions particular material and political (...) mobilizations. Landfill leachate, colonialism, disinterested publics, freezing arsenic, global corporate investments, country food, land claims, neoliberal governance, permafrost, ravens, and a host of other socio-material forces both empower and thwart ‘management’ politics. Through these case studies, this article explores Isabelle Stengers’s assertion that participating citizenship is an ‘Empty Great Idea’, and a provocation to consider the contexts in which waste may generate acquiescent or objecting publics. Energy forms and their extensive scale are remarkably significant for the ways that societies are organized. This article shows the importance of how societies are ‘energized’ and especially the global growth of ‘fossil fuel societies’. Much social thought remains oblivious to the energy revolution realized over the past two to three centuries which set the ‘West’ onto a distinct trajectory. Energy is troubling for social thought because different energy systems with their ‘lock-ins’ are not subject to simple human intervention and (...) control. Analyses are provided here of different fossil fuel societies, of coal and oil, with the latter enabling the liquid, mobilized 20th century. Consideration is paid to the possibilities of reducing fossil fuel dependence but it is shown how unlikely such a ‘powering down’ will be. The author demonstrates how energy is a massive problem for social theory and for 21st-century societies. Developing post-carbon theory and especially practice is far away but is especially urgent. Because of the lack of a meaningful international response to global warming, geoengineering has emerged as a potential technological response to climate change. But, thus far, little attention has been given to how religion impacts our understanding of geoengineering. I defend the need to incorporate theological reflection in the conversation of geoengineering by investigating how geoengineering proposals contain an implicit anthropology. A significant framework for our assessment of geoengineering is the balance of human capability and fallibility—a balance that is at (...) the center of theological and religious interpretations of the meaning of the human condition. The article argues that the work of literary theorist Mikhail M. Bakhtin presents a starting point for thinking about the instrumentalization of climate change. Bakhtin’s conceptualization of human–world relationships, encapsulated in the concept of ‘cosmic terror’, places a strong focus on our perception of the ‘inhuman’. Suggesting a link between the perceived alienness and instability of the world and in the exploitation of the resulting fear of change by political and religious forces, Bakhtin asserts that the latter can only be (...) resisted if our desire for a false stability in the world is overcome. The key to this overcoming of fear, for him, lies in recognizing and confronting the worldly relations of the human body. This consciousness represents the beginning of one’s ‘deautomatization’ from following established patterns of reactions to predicted or real changes. In the vein of several theorists and artists of his time who explored similar ‘deautomatization’ strategies – examples include Shklovsky’s ‘ ostranenie’, Brecht’s ‘ Verfremdung’, Artaud’s emotional ‘cruelty’ and Bataille’s ‘base materialism’ – Bakhtin proposes a more playful and widely accessible experimentation to deconstruct our ‘habitual picture of the world’. Experimentation is envisioned to take place across the material and the textual to increase possibilities for action. Through engaging with Bakhtin’s ideas, this article seeks to draw attention to relations between the imagination of the world and political agency, and the need to include these relations in our own experiments with creating climate change awareness. In the Parthenon frieze, the time of mortals and the time of gods seem to merge. Dipesh Chakrabarty has argued that with the advent of the Anthropocene the times of human history and of the Earth are similarly coming together. Are humans entering the ‘monumental time’ of the Earth, to stand alongside the Olympian gods of the other geological forces? This article first looks at the cultural shifts leading to the modern idea of separate human and Earth histories. It examines (...) the changing use of monuments to mediate between human and other temporalities. It explores the use of ‘stratigraphic sections’ as natural monuments to mark transitions between the major time units of Earth history, and the erection of intentional monuments nearby. It suggests that the Anthropocene, as a geological epoch-in-the-making, may challenge the whole system of monumental semiotics used to stabilize our way of thinking about deep time. (shrink)
