    This is an analysis of JICES, a journal that, for 19 years, has captured, for the record, the broader issues surrounding digital technology and how these might be addressed; thus, resulting in acceptable digital technology. Established and up and coming scholars in the field need to be provided with supportive avenues to share their views and ideas of how to realise ethical digital technology.     This paper considers the available documentation on the Virtual Colombo Plan, launched by the World Bank and the Australian Government in 2001.
