Many virtual communities that rely on user-generated content (such as social news sites, citizen journals, and encyclopedias in particular) offer unrestricted and immediate ‘write access’ to every contributor. It is argued that these communities do not just assume that the trust granted by that policy is well-placed; they have developed extensive mechanisms that underpin the trust involved (‘backgrounding’). These target contributors (stipulating legal terms of use and developing etiquette, both underscored by sanctions) as well as the contents contributed by them (...) (patrolling for illegal and/or vandalist content, variously performed by humans and bots; voting schemes). Backgrounding trust is argued to be important since it facilitates the avoidance of bureaucratic measures that may easily cause unrest among community members and chase them away. (shrink)

People increasingly form beliefs based on information gained from automatically filtered Internet ‎sources such as search engines. However, the workings of such sources are often opaque, preventing ‎subjects from knowing whether the information provided is biased or incomplete. Users’ reliance on ‎Internet technologies whose modes of operation are concealed from them raises serious concerns about ‎the justificatory status of the beliefs they end up forming. Yet it is unclear how to address these concerns ‎within standard theories of knowledge and justification. (...) To shed light on the problem, we introduce a ‎novel conceptual framework that clarifies the relations between justified belief, epistemic responsibility, ‎action, and the technological resources available to a subject. We argue that justified belief is subject to ‎certain epistemic responsibilities that accompany the subject’s particular decision-taking circumstances, ‎and that one typical responsibility is to ascertain, so far as one can, whether the information upon which ‎the judgment will rest is biased or incomplete. What this responsibility comprises is partly determined by ‎the inquiry-enabling technologies available to the subject. We argue that a subject’s beliefs that are ‎formed based on Internet-filtered information are less justified than they would be if she either knew how ‎filtering worked or relied on additional sources, and that the subject may have the epistemic ‎responsibility to take measures to enhance the justificatory status of such beliefs.‎. The ideas behind open source software are currently applied to the production of encyclopedias. A sample of six English text-based, neutral-point-of-view, online encyclopedias of the kind are identified: h2g2, Wikipedia, Scholarpedia, Encyclopedia of Earth, Citizendium and Knol. How do these projects deal with the problem of trusting their participants to behave as competent and loyal encyclopedists? Editorial policies for soliciting and processing content are shown to range from high discretion to low discretion; that is, from granting unlimited trust to limited (...) trust. Their conceptions of the proper role for experts are also explored and it is argued that to a great extent they determine editorial policies. Subsequently, internal discussions about quality guarantee at Wikipedia are rendered. All indications are that review and ?super-review? of new edits will become policy, to be performed by Wikipedians with a better reputation. Finally, while for encyclopedias the issue of organizational trust largely coincides with epistemological trust, a link is made with theories about the acceptance of testimony. It is argued that both non-reductionist views (the ?acceptance principle? and the ?assurance view?) and reductionist ones (an appeal to background conditions, and a?newly defined??expertise view?) have been implemented in editorial strategies over the past decade. Social epistemology is the study of the social dimensions of knowledge or information. There is little consensus, however, on what the term "knowledge" comprehends, what is the scope of the "social", or what the style or purpose of the study should be. According to some writers, social epistemology should retain the same general mission as classical epistemology, revamped in the recognition that classical epistemology was too individualistic. According to other writers, social epistemology should be a more radical departure from classical (...) epistemology, a successor discipline that would replace epistemology as traditionally conceived. The classical approach could be realized in at least two forms. One would emphasize the traditional epistemic goal of acquiring true beliefs. It would study social practices in terms of their impact on the truth-values of agents’ beliefs. A second version of the classical approach would focus on the epistemic goal of having justified or rational beliefs. Applied to the social realm, it might concentrate, for example, on when a cognitive agent is justified or warranted in accepting the statements and opinions of others. Proponents of the anti-classical approach have little or no use for concepts like truth and justification. In addressing the social dimensions of knowledge, they understand "knowledge" as simply what is believed, or what beliefs are "institutionalized" in this or that community, culture, or context. They seek to identify the social forces and influences responsible for knowledge production so conceived. Social epistemology is theoretically significant because of the central role of society in the knowledge-forming process. It also has practical importance because of its possible role in the redesign of information-related social institutions. (shrink)

When thinking about designing social media platforms, we often focus on factors such as usability, functionality, aesthetics, ethics, and so forth. Epistemic considerations have rarely been given the same level of attention in design discussions. This paper aims to rectify this neglect. We begin by arguing that there are epistemic norms that govern environments, including social media environments. Next, we provide a framework for applying these norms to the question of platform design. We then apply this framework to the real-world (...) case of long-form informational content platforms. We argue that many current long-form informational content platforms are epistemically unhealthy. The good news? We provide concrete advice on how to take steps toward improving their health! Specifically, we argue that they should change how they verify and authenticate content creators and how this information is displayed to content consumers. We conclude by connecting this guidance to broader issues about the epistemic health of platforms. (shrink)

The paper argues that (i) the notion of epistemic reliability, as it is standardly defined within mainstream epistemology, is a multidimensional concept, and that (ii) paying attention to reliability’s multidimensional nature can significantly expand reliabilism’s purview both in the theoretical and practical domain. Reliabilist theories of knowledge and justification agree that a process is reliable just in case it leads to a ‘sufficiently high preponderance of true over false beliefs.’ Given this straightforward definition, reliability appears to be, and so far (...) has been implicitly treated by epistemologists as, a mono-dimensional concept. Nevertheless, the terminology and formulas that statisticians and computers scientists have developed for assessing the reliability of binary classification processes reveal that for any belief-forming process whose aim is to identify the presence or the absence of some quality ι, there are at least four different interpretations of the above definition. These interpretations correspond to four separate dimensions of reliability: Precision, Negative Predictive Value (NPV), Recall and Specificity. Though epistemologists do not explicitly specify how they interpret the above definition of reliability, due to their main interest in ‘know-that’, their mono-dimensional focus seems to have so far been mainly directed at Precision alone (or, at best, to both Precision and NPV—but without distinguishing between the two). As it transpires, however, the (entirely) neglected dimensions of Recall and Specificity can guide the satisfaction of another important epistemic goal, best captured by the locution ‘know-most/all.’ The upshot is that different epistemic goals call for high levels of reliability along different dimensions (and, often, their combinations too). This observation invites upgrading reliabilism into dimensional reliabilism, according to which assessing whether a process is knowledge-conducive depends on whether it manifests high reliability along the appropriate dimension(s), given the epistemic goal at hand. When does a group justifiedly believe that p? One answer to this question has been developed first by Schmitt and then by Hakli: when the group members jointly accept a reason for the belief. Call this the joint acceptance account of group justification. Their answer has great explanatory power, providing us with a way to account for cases in which the group's justification can diverge from the justification individual members have. Unfortunately, Jennifer Lackey developed a powerful argument against joint acceptance (...) accounts. She argues that these accounts lead to epistemically arbitrary reasons and therefore justification at will. Group justification loses the necessary connection to the world to be truth-conducive. In this paper I develop a new form of a joint acceptance account that can deal with Lackey's examples: the anchored joint acceptance account of group justification. I argue that properly understanding the role of epistemic expectations can help us form the best version of a joint acceptance account. While justification is only generated by joint acceptance of evidence, the evidential expectations towards a group are anchored in the group members. This anchoring guarantees that groups cannot manipulate their ultima facie justification illegitimately. (shrink)

Groups, like individuals, can communicate. They can issue statements, make promises, give advice. Sometimes, in doing so, they lie and deceive. The goal of this paper is to offer a precise characterisation of what it means for a group to make an assertion and to lie. I begin by showing that Lackey’s influential account of group assertion is unable to distinguish assertions from other speech acts, explicit statements from implicatures, and lying from misleading. I propose an alternative view, according to (...) which a group asserts a proposition only if it explicitly presents that proposition as true, thereby committing to its truth. This proposal is then put to work to define group lying. While scholars typically assume that group lying requires (i) a deceptive intent and (ii) a belief in the falsity of the asserted proposition, I offer a definition that drops condition (i) and significantly broadens condition (ii). Search engines are important contemporary sources of information and contribute to shaping our beliefs about the world. Each time they are consulted, various algorithms filter and order content to show us relevant results for the inputted search query. Because these search engines are frequently and widely consulted, it is necessary to have a clear understanding of the distinctively epistemic role that these algorithms play in the background of our online experiences. To aid in such understanding, this paper argues that search (...) engine algorithms are providers of “bent testimony”—that, within certain contexts of interactions, users act as if these algorithms provide us with testimony—and acquire or alter beliefs on that basis. Specifically, we treat search engine algorithms as if they were asserting as true the content ordered at the top of a search results page—which has interesting parallels with how we might treat an ordinary testifier. As such, existing discussions in the philosophy of testimony can help us better understand and, in turn, improve our interactions with search engines. By explicating the mechanisms by which we come to accept this “bent testimony,” our paper discusses methods to help us control our epistemic reliance on search engine algorithms and clarifies the normative expectations one ought to place on the search engines that deploy these algorithms. What are the proper epistemic aims of social media sites? A great deal of social media critique presupposes an exceptionalist attitude, according to which social media is either uniquely good, or uniquely bad for our collective knowledge-generating practices. Exceptionalism about social media is troublesome, both because it leads to oversimplistic narratives, and because it prevents us making relevant comparisons to other epistemic systems. The goal of this chapter is to offer an anti-exceptionalist account of the epistemic aims of social media. (...) I will argue that social systems (and epistemic institutions in general) ought to pursue three distinct epistemic goals: promoting good epistemic outcomes for users, realising epistemically good institutional features, and achieving structural epistemic justice. Although these goals are often mutually supportive, I will consider a number of cases in which these values conflict. This means that there are epistemic dilemmas about how to design social media platforms (and other kinds of epistemic system) which can only be resolved by appealing to ethical considerations. This discussion highlights that just as in the political realm, there is no such thing as a neutral epistemic system. (shrink)

In this paper, I explore what gives collective testimony its epistemic credentials, through a critical discussion of three competing accounts of the epistemology of collective testimony. According to the first view, collective testimony inherits its epistemic credentials from the beliefs the testimony expresses— where this can be seen either as the beliefs of all or some of the group’s members, or as the beliefs of group itself. The second view denies any necessary connection to belief, claiming instead that the epistemic (...) credentials of collective testimony derive from the reliability or truth-conduciveness of the statement that expresses the testimony. Finally, the third view claims that the epistemic credentials of collective testimony derive from the fact that it involves undertaking a collective commitment to trustworthiness, which makes the group susceptible to rebuke and blame if its testimony is not trustworthy. I argue that this last account holds the most promise for preserving what is distinctive about testimonial knowledge while still underwriting a robust epistemology of collective testimony. (shrink)

There have been many discussions recently from philosophers, cognitive scientists, and psychologists about group polarization, with online and social media environments in particular receiving a lot of attention, both because of people's increasing reliance on such environments for receiving and exchanging information and because such environments often allow individuals to selectively interact with those who are like-minded. My goal here is to argue that the group epistemologist can facilitate understanding the kinds of factors that drive group polarization in a way (...) that has been overlooked by the existing research. Specifically, I argue that polarization can occur in part because of the ways that members of a group treat the group itself (as opposed to an individual member within that group) as a source of information, and in doing so makes their own position, as well as that of the group, more extreme. I refer to this as a structural factor in driving polarization, and argue that such factors can contribute to explanations of polarization that occurs specifically in an important subset of groups, namely online and social media groups in which little is known about other members within the group, what I refer to as anonymous, semi-anonymous and pseudonymous (ASAP) groups. Groups and other sorts of collective entities are frequently said to believe things. Sarah Huckabee Sanders, for instance, was asked by reporters at White House press conferences whether the Trump administration ‘believes in climate change’ or ‘believes that slavery is wrong’. Similarly, it is said on the website of the Aclu of Illinois that the organization ‘firmly believes that rights should not be limited based on a person’s sexual orientation or gender identity’. A widespread philosophical view is that belief on (...) the part of a group’s members is neither necessary nor sufficient for group belief. In other words, groups are said to be able to believe that p even when not a single individual member of the group believes that p. In this paper, I challenge this view by focusing on two phenomena that have been entirely ignored in the literature: group lies and group bullshit. I show that when group belief is understood in terms of actions over which group members have voluntarily control, as is standardly thought, paradigmatic instances of a group lying or bullshitting end up counting as a group believing. Thus we need to look elsewhere for an adequate account of group belief. (shrink)

Journalism and media studies lack robust theoretical concepts for studying journalistic knowledge ‎generation. More specifically, conceptual challenges attend the emergence of big data and ‎algorithmic sources of journalistic knowledge. A family of frameworks apt to this challenge is ‎provided by “social epistemology”: a young philosophical field which regards society’s participation ‎in knowledge generation as inevitable. Social epistemology offers the best of both worlds for ‎journalists and media scholars: a thorough familiarity with biases and failures of obtaining ‎knowledge, and a strong (...) orientation toward best practices in the realm of knowledge-acquisition ‎and truth-seeking. This paper articulates the lessons of social epistemology for two central nodes of ‎knowledge-acquisition in contemporary journalism: human-mediated knowledge and technology-‎mediated knowledge. ‎. In this paper, I provide the framework for an account of group assertion. On my view, there are two kinds of group assertion, coordinated and authority-based, with authority-based group assertion being the core notion. I argue against a deflationary view, according to which a group’s asserting is understood in terms of individual assertions, by showing that a group can assert a proposition even when no individual does. Instead, I argue on behalf of an inflationary view, according to which it is (...) the group itself that asserts, a conclusion supported by the fact that paradigmatic features of assertion apply only at the level of the group. A central virtue of my account is that it appreciates the important relationship that exists between most groups and their spokespersons, as well as the consequences that follow from this relationship. My view, thus, provides the framework for distinguishing when responsibility for an assertion lies at the collective level, and when it should be shouldered by an individual simply speaking for herself. This essay raises new objections to the two dominant approaches to understanding the justification of group beliefs—_inflationary_ views, where groups are treated as entities that can float freely from the epistemic status of their members’ beliefs, and _deflationary_ views, where justified group belief is understood as nothing more than the aggregation of the justified beliefs of the group's members. If this essay is right, we need to look in an altogether different place for an adequate account of justified group belief. (...) From these objections emerges the skeleton of the positive view that this essay goes on to develop and defend, called the _group epistemic agent account_: groups are epistemic agents in their own right, with justified beliefs that respond to both evidence and normative requirements that arise only at the group level but that are nonetheless importantly constrained by the epistemic status of the beliefs of their individual members. Information providing and gathering increasingly involve technologies like search ‎engines, which actively shape their epistemic surroundings. Yet, a satisfying account ‎of the epistemic responsibilities associated with them does not exist. We analyze ‎automatically generated search suggestions from the perspective of social ‎epistemology to illustrate how epistemic responsibilities associated with a ‎technology can be derived and assigned. Drawing on our previously developed ‎theoretical framework that connects responsible epistemic behavior to ‎practicability, we address two questions: first, given the different technological ‎possibilities available (...) to searchers, the search technology, and search providers, ‎who should bear which responsibilities? Second, given the technology’s ‎epistemically relevant features and potential harms, how should search terms be ‎autocompleted? Our analysis reveals that epistemic responsibility lies mostly with ‎search providers, which should eliminate three categories of autosuggestions: those ‎that result from organized attacks, those that perpetuate damaging stereotypes, and ‎those that associate negative characteristics with specific individuals.‎. This article develops a social epistemological analysis of Web-based search engines, addressing the following questions. First, what epistemic functions do search engines perform? Second, what dimensions of assessment are appropriate for the epistemic evaluation of search engines? Third, how well do current search engines perform on these? The article explains why they fulfil the role of a surrogate expert, and proposes three ways of assessing their utility as an epistemic tool—timeliness, authority prioritisation, and objectivity. “Personalisation” is a current trend in (...) Internet-delivered services, and consists in tailoring online content to the interests of the individual user. It is argued here that personalisation threatens the objectivity of search results. Objectivity is a public good; so there is a prima facie case for government regulation of search engines. (shrink)

In this paper, I argue that the following claims are jointly inconsistent: (1) that an agent’s justification for belief, if it’s constituted by evidence, depends on the profile of her background beliefs, (2) that whether or not a group believes a proposition is solely dependent on whether the proposition is jointly accepted by its members, and (3) that prototypical group beliefs are justified. I also raise objections to attempts to resolve the tension by retaining (2) and (3). The upshot is (...) a novel objection to the Joint Acceptance Account of group belief since it seems to be accompanied by a kind of skepticism. (shrink)

Joint acceptance accounts of group belief hold that groups can form a belief in virtue of the group members jointly accepting a proposition. Recently, Jennifer Lackey (2020, 2021) proposed a challenge to these accounts. If group beliefs can be based on joint acceptance, then it seems difficult to account for all instances of a group telling a lie. Given that groups can and do lie, our accounts of group belief better not result in us misidentifying some group lies as normal (...) assertions. I argue that Lackey’s argument is not decisive. The cases she proposes as challenges for joint acceptance accounts can be dealt with in the joint acceptance framework. I present two different readings of Lackey’s central case, showing that in both readings Lackey’s example of a problematic group lie should not be identified as a lie, but rather as an epistemic mistake by the group. What kind of mistake the group makes depends on the exact reading of Lackey’s case, but either way the group is not telling a lie. (shrink)

Wikipedia has become increasingly prominent in online search results, serving as an initial path for the public to access “facts,” and lending plausibility to its autobiographical claim to be “the sum of all human knowledge.” However, this self-conception elides Wikipedia’s role as the world’s largest online site of encyclopedic knowledge production. A repository for established facts, Wikipedia is also a social space in which the facts themselves are decided. As a community, Wikipedia is guided by the five pillars—principles that inform (...) and undergird the prevailing epistemic and social norms and practices for Wikipedia participation and contributions. We contend these pillars lend structural support to and help entrench Wikipedia’s gender gap as well as its lack of diversity in both participation and content. In upholding these pillars, Wikipedians may unknowingly undermine otherwise reasonable calls for inclusivity, subsequently reproducing systemic biases. We propose an alternative set of pillars developed through the lens of feminist epistemology, drawing on Lorraine Code’s notion of epistemic responsibility and Helen Longino’s notion of procedural objectivity. Our aim is not only to reduce bias, but also to make Wikipedia a more robust, reliable, and transparent site for knowledge production. (shrink)

Various social epistemologists employ what seem to be rather distinct notions of group rationality. In this essay, I offer an account of group rationality that is able to unify the dominant notions present in the literature under a single framework. I argue that if we employ a teleological account of epistemic rationality, and then allow that there are many different epistemic goals that are worth pursuing for various groups and individuals, we can then see how those seemingly divergent understandings of (...) group rationality are all intimately related. I close by showing how the view has the additional benefit of allowing us to generate practical, normative suggestions for groups in the real world. (shrink)

We gain information from collective, often institutional bodies all the time—from the publications of committees, news teams, or research groups, from web sites such as Wikipedia, and so on—but do these bodies ever function as genuine group testifiers as opposed to mere group sources of information? In putting the question this way I invoke a distinction made, if briefly, by Edward Craig, which I believe to be of deep significance in thinking about the distinctiveness of the speech act of testimony. (...) The distinction is that between somebody’s functioning as a ‘good informant’ and their functioning merely as a ‘source of information’. The difference between these has, as he remarks, a crucial ethical aspect: What I have in mind is the special flavour of situations in which human beings treat each other as subjects with a common purpose, rather than as objects from which services, in this case true belief, can be extracted. In this paper I shall try to bring out the distinctive nature of the role of good informant in a way that helps to clarify what is at stake in asking whether there can be group testimony in the sense of genuinely collective testimony—that is to say, where the group testifier is a collective and not merely a sum of individuals testifying in one or another form of aggregated chorus. According to many theories of testimony, acts of testimony confer certain epistemic rights upon recipients, e.g., the right for the recipient to complain or otherwise hold the testifier responsible should the content of that testimony turn out to be false, and the right to “pass the epistemic buck”, such that the recipient can redirect relevant challenges they may encounter back to the testifier. While these discussions do not explicitly exclude testimonial acts that occur online, they do not specifically address them, (...) either. Here, then, I will ask the following questions: do the differences between communicating in online and offline spaces affect our testimonial epistemic rights, and if so, how? While there is no singular “online space”, here I will focus on such spaces in which users communicate with one another, and in which communicated information can be vetted by other users (for example, social media). I argue that the characteristics of online testimony should make us think about testimonial epistemic rights differently, in two ways. First, whereas such rights have traditionally been conceived of as existing between the recipient and testifier, in many different types of online communication these rights exist between the recipient and a community. This is a result of the fact that online testimony is mediated, and in some cases partially determined by, a community of users. As such, testimonial epistemic rights in online spaces may be widely extended: while the original testifier still bears the brunt of responsibility for challenges, and is the primary buck-passee, all other members of the relevant community will also bear some such responsibilities. Second, the grounds of testimonial epistemic rights may differ in online spaces. Existing theories tend to ground such rights either in assurances provided by the testifier, or else norms that govern speech acts. I argue that testimony in online spaces should cause us to look to a third option, what I call norms of information sharing. The idea is that, given the highly social nature of online communication, a recipient acquires testimonial epistemic rights in virtue of having a reasonable expectation that information that is shared and vetted by the community meets certain standards. In this paper I use philosophical accounts on the relationship between trust and knowledge in science to apprehend this relationship on the Web. I argue that trust and knowledge are fundamentally entangled in our epistemic practices. Yet despite this fundamental entanglement, we do not trust blindly. Instead we make use of knowledge to rationally place or withdraw trust. We use knowledge about the sources of epistemic content as well as general background knowledge to assess epistemic claims. Hence, although we may (...) have a default to trust, we remain and should remain epistemically vigilant; we look out and need to look out for signs of insincerity and dishonesty in our attempts to know. A fundamental requirement for such vigilance is transparency: in order to critically assess epistemic agents, content and processes, we need to be able to access and address them. On the Web, this request for transparency becomes particularly pressing if (a) trust is placed in unknown human epistemic agents and (b) if it is placed in non-human agents, such as algorithms. I give examples of the entanglement between knowledge and trust on the Web and draw conclusions about the forms of transparency needed in such systems to support epistemically vigilant behaviour, which empowers users to become responsible and accountable knowers. A prominent question in social epistemology concerns the epistemic profile of groups. While inflationists and deflationists agree that groups are fit to constitute knowers, they disagree about whether group knowledge is reducible to knowledge of their individual members. This paper develops and defends a weak inflationist view according to which some, but not all, group knowledge is over and above any knowledge of their members. This view sits between the deflationist view that all group knowledge is reducible to individual knowledge, (...) and the strong inflationist view that some such knowledge even fails to supervene on features of individuals. Thus, some group knowledge is irreducible, but all such knowledge is anchored in, and so doesn't float freely from, individual features. (shrink)

Jennifer Lackey (2016) challenged group acceptance accounts of justification by arguing that these accounts make the possession of evidence arbitrary and hence lead to illegitimate manipulation of the group's evidence. She proposes that the only way out is to rely on the epistemic propriety of the individual group members, which leads to a dilemma for group acceptance views: either they are wrong about justification, or they cease to rely only on group acceptances. I argue that there is a third option (...) based on general expectations of epistemic propriety that restricts the group's maximal justification. A prominent question in social epistemology concerns the epistemic profile of groups. While inflationists and deflationists agree that groups are fit to constitute knowers, they disagree about whether group knowledge is reducible to knowledge of their individual members. This paper develops and defends a weak inflationist view according to which some, but not all, group knowledge is over and above any knowledge of their members. This view sits between the deflationist view that all group knowledge is reducible to individual knowledge, (...) and the strong inflationist view that some such knowledge even fails to supervene on features of individuals. Thus, some group knowledge is irreducible, but all such knowledge is anchored in, and so doesn't float freely from, individual features. (shrink)
