This article presents a systematic literature review documenting how technical investigations have been adapted in value sensitive design (VSD) studies from 1996 to 2023. We present a systematic review, including theoretical and applied studies that either discuss or conduct technical investigations in VSD. In this paper, I argue that patient preferences concerning human physical attributes associated with race, culture, and gender should be excluded from public healthcare robot design. On one hand, healthcare should be (objective, universal) needs oriented. On the other hand, patient well-being (the aim of healthcare) is, in concrete ways, tied to preferences, as is patient satisfaction (a core WHO value). The use of drones in public healthcare is suggested as a means to improve efficiency under constrained resources and personnel.
