Political judgments usually combine a normative principle or intuition with an appreciation of empirical facts regarding the achievability of different options and their potential consequences. The interesting question dividing partisans of political idealism and realism is whether these kinds of considerations should be integrated into the normative principles themselves or considered apart. At first sight, if a theorist is concerned with guiding political judgments, non-ideal or realist theorizing can seem more attractive. In this article, however, I argue that ideal theorizing (...) might be considered valuable even by theorists moved by a pragmatic concern because it is less exposed to conservatism. I nonetheless contend that the aim to guide action in the world as it is should not be abandoned. Therefore, I outline a four-step method for proceeding from abstract moral principles to concrete political judgments and apply it to a test case. (shrink)

This paper makes the case for a revision of contemporary forms of political realism in political theory. I argue that contemporary realists have gone awry in increasingly centring their approach around a metaethical claim: that political theory should be rooted in a political form of normativity that is distinct from moral normativity. Several critics of realism have argued that this claim is unconvincing. But I suggest that it is also a counterintuitive starting point for realism, and one unnecessary to avoid (...) the ‘applied morality’ approach to political theory that realists oppose. Instead, realism should be methodologically orientated around what I term ‘empirically constitutive political realities’ - enduring features of real political contexts that are systematically consequential in their normative implications. Realists can persuasively argue that such empirically constitutive political realities must be attended to in political theory-building, and not merely treated as a context in which independently formulated moral theories are simply applied. This framing of realism accords real politics a genuinely foundational theoretical role, but without requiring any contentious metaethical stance about a non-moral political normativity. I explain some methodological implications that follow for realism – in particular the need to prioritise empirically grounded theorisation of real political contexts over abstract and rather essentialist claims about ‘the political’. I also argue that such a framing of realism helps engender a more accurate, less divisive, and more pluralist conception of methodological debates within political theory. (shrink)

How should automated vehicles react in emergency circumstances? Most research projects and scientific literature deal with this question from a moral perspective. In particular, it is customary to treat emergencies involving AVs as instances of moral dilemmas and to use the trolley problem as a framework to address such alleged dilemmas. Some critics have pointed out some shortcomings of this strategy and have urged to focus on mundane traffic situations instead of trolley cases involving AVs. Besides, these authors rightly point (...) out the political nature of the most interesting debates involving AVs. However, in our view, they do not offer an adequate account of the distinction between ethics and politics and still see their proposals as contributions to the ethics of AVs. We argue that many of the interesting questions about how AVs should behave, both in emergency and other situations, are of political, and not moral, nature. This view is based on a conception of politics and political normativity that we have developed elsewhere and that we call “political minimalism.” Additionally, we show that this proposed perspective has significant consequences for the design, management, and regulation of transport systems. The paper is organized around two major, but closely interconnected goals. First, the paper’s principal aim is to offer a normative theory of political obligations that is based on certain insights of philosophical anarchism, theories of associative obligations and political realism. Second, the paper aims to offer a normative theoretical framework to examine political obligations in contemporary non-democratic contexts that does not vindicate non-democratic regimes and that does not exclude political obligations from the terrain of moral normativity. The theory of (...) political obligations this paper proposes can be briefly summarized as follows: political obligations are duties of compliance with the political authority claims of those who exercise political power. Their primary ground is membership. The mere fact of membership has moral weight in its own right and it is also inseparably embedded into a rich context of moral reasons for action that includes general reasons; ad hoc reasons; regime-specific reasons applying to every subject; and regime-specific offices that attribute specific responsibilities to individuals and groups. This rich context of typical moral reasons plays an important role in deciding what needs to be done, all things considered, with respect to the political authority claims. This account attempts to describe compliance in terms of genuine political obligations and also claims to be a plausible and general account. It does not claim to be a theoretically coherent moral justification for political obligations, however, just a theoretically coherent account of the varied sources and limitations of political obligations. This is the editorial for Vol 19 Issue 2 of Philosophy of Management. A reflection is made on COVID-19 measures and a call for papers is made to explore the crisis through philosophical inquiry on 1) disaster management and 2) existentialist views of work. Guidance is given based on papers published previously in the journal, and on Camus’ La Peste / The Plague.

Declining levels of political trust and voter turnout, the shift towards populist politics marked by appeals to ‘the people’ and a rejection of ‘politics-as-usual’, are just some of the commonly cited manifestations of our culture of political disaffection. Democratic politics, it is argued, is in crisis. Whilst considerable energy has been expended on the task of lamenting the status of our politics and pondering over recommendations to tackle this perceived crisis, amid this raft of complaints and solutions lurks confusion. This (...) paper seeks to explore the neglected question of what the precise nature of the crisis with which we are confronted involves, and, in so doing, to go some way towards untangling our confusion. Taking my cue from Machiavelli and his value-pluralist heirs, I argue that there is a rift between a morally admirable and a virtuous political life. Failure to appreciate this possibility causes narrations of crisis to misconstrue the moral messiness of politics in ways that lead us to misunderstand how we should respond to disenchantment. Specifically, I suggest that: we think that there is a moral crisis in politics because we have an unsatisfactorily idealistic understanding of political integrity in the first place; and it is a mistake to imagine that the moral purification of politics is possible or desirable. Put simply, our crisis is not moral per se but primarily philosophical in nature: it relates to the very concepts we employ—the qualities of character and context we presuppose whilst pondering over political integrity. This paper draws on the underappreciated realist thought of Isaiah Berlin, Stuart Hampshire and Judith Shklar, rehearses their critique of moralism and extends it to a position which seems far from obvious a target: the dirty hands thesis, which is mostly owed to Michael Walzer, and which a number of contemporary realists have recently appealed to in their endeavour to challenge moralism and/or tackle the insufficiently addressed question of what a more affirmative, realist public ethic might involve. In illustrating that (...) the DH thesis is a thinly disguised brand of the moralism which realists reject, I shall not merely put some flesh on the bones of Shklar’s scattered, unsystematic objections to Walzer’s thought – the only realist who explicitly criticized his DH thesis. Rather, I wish to cast doubt on the internal coherence and ‘realism’ of contemporary realist positions which invoke that thesis and to illustrate that the discrepancy between Berlin’s, Shklar’s and Hampshire’s thought and the DH thesis: i) enriches our understanding of how we might wish to distinguish more meaningfully realism from the ideal/non-ideal theory debate; and ii) enables us to pursue a particular direction in which a more positive realist approach to public ethics and integrity might be developed – an approach which we might term Heraclitian realism, and which follows from their idiosyncratic, innovative, and radical account of the place of conflict in human life. This essay locates the problem of dirty hands within virtue ethics – specifically Alasdair MacIntyre’s neo-Aristotelian thesis in After Virtue. It demonstrates that, contra contemporary expositions of this problem, MacIntyre’s thesis provides us with a more nuanced account of tragedy and DH in ordinary life, in its conventional understanding as a stark, rare and momentary conflict in which moral wrongdoing is inescapable. The essay then utilizes elements from MacIntyre’s thesis as a theoretical premise for Machiavelli’s thought so as to set (...) the foundations for a nascent but richer framework of DH in politics and move beyond the standard, ‘static’ conceptualization of the problem within this context. In developing a dynamic account of DH, I conceive of politics as a distinct practice and way of life, with its own demands and standards of excellence, and draw on Machiavelli’s thought to sketch some of these. The dynamic account uncovers an inexhaustible tension between two ways of life, each with its own demands and standards of excellence: a virtuous politician should become partially vicious and no longer innocent. Understood in dynamic terms, DH in politics involves a paradox of character, not just a paradox of action as the standard, ‘static’ DH thesis suggests. (shrink)

ABSTRACT The influence by Walter Benjamin on Arendt’s notion of narrativity has been firmly established, but little research has been done to contextualize his influence. This paper fill this lacunae by showing how, like Benjamin, Arendt was concerned to deploy a form of writing history that ensures the individuality of its agents, but that as she articulated her notion of the public space, the redemptive, messianic elements in his historiography were replaced with a secular and political mode of remembrance. The (...) notion of the public space and the accompanying secularization of Benjamin’s redemptive history should not be understood as the result of a linear development, but rather as responses to contemporary political events, of which I focus on three: (1) her early writings on totalitarianism, in which she tries to come to terms with the Shoah; (2) her reflections on the Greek city state, in which she criticizes the instrumentalization of politics in post-war democracies such as West-Germany; and finally, (3) the court room as a space for storytelling and the contestation over the history of anti-Semitism during the Eichmann trial. The paper's two theses are: First, that the historical and philosophical roots of argumentation are in ethics and politics, and not in any formal ideal, be it mathematical, scientific or other. Furthermore, argumentation is a human invention, deeply tied up with the emergence of democracy in ancient Greece. Second, that argumentation presupposes and advances concurrently humanistic values, especially the autonomy of the individual to think and decide in a free and uncoerced manner.

This article revisits the long-standing question of the relations between ethics and politics in Machiavelli’s work, assessing its relevance to the ‘liberalism of fear’ in particular in the work of Judith Shklar, Bernard Williams and also John Dunn. The article considers ways in which Machiavelli has been a ‘negative’ resource for liberalism – for instance, as a presumed proponent of tyranny; but also ways in which even for the liberalism of fear he might be considered a ‘positive’ resource, above all (...) around the issues of political necessity and prudential judgement. So-called 'realists' have argued that political philosophers should engage with real politics, but that mainstream 'non-realist' political philosophers fail to do so. Perhaps surprisingly, many of the discussions between realists and their critics have not drawn much on debates in metaethics. In this paper, I argue that this is an oversight. There are important connections between the realism/non-realism debate and certain controversies in metaethics. Both realism and non-realism come with metaethical baggage. By considering several arguments that could be made for (...) and against both positions, each of which rests on contested views about the metaphysics and epistemology of value, I outline exactly which metaethical claims realists and nonrealists must defend in order to make their position tenable. Thinking about international affairs has oscillated between idealism and realism throughout the modern period. Moralists continue to search for a way to combine what is reasonable in each in an ethically defensible middle between those extremes.

The paper defends the theoretical strength and consistency of Rawls's constructivism, showing its ability to articulate and convincingly weave together several key ethical ideas; yet it questions the political relevance of this admirable normative architecture. After having illustrated Rawls's conception of moral agency and practical reason, the paper tackles two criticisms raised by Scheffler. First the allegation of naturalism based on Rawls's disdain of common sense ideas on desert is rebutted. It is then shown that, contrary to Scheffler's contention, Rawls (...) takes proper account of our moral sentiments in the process of constructing his normative theory. Finally, the second criticism is assessed, namely the inability of Rawls's theory to increase consent around liberal policies. Despite disagreement with details of Scheffler's argument, it is suggested that the failure of recent normative liberal theories to have a political impact belies their inability to take into proper consideration the reality of politics. A more realistic appraisal of political life and of historical events and developments are called for if political philosophy wants to be something more than an academic exercise. (shrink)

The current philosophical debate on just international trade has moved away from purely idealistic theorizing into the direction of non-ideal theory. At the same time most philosophical thought on just trade is still rather idealistic and the main argument of the paper is that some philosophical reasoning about international trade justice should be more realistic. The paper develops in three steps. In a first step I will give a short overview over normative questions that arise with respect to international trade. (...) I will then highlight a proposal brought forward by Leif Wenar, because he is aware of the realist challenge and tries to counter it. In a second step I will discuss why it is important to integrate a realist perspective into philosophical considerations of international trade justice. Trade agreements are embedded in political contexts that influence the normative perspective one should take on trade justice. This leads to the third part of the article, where I will explore how a realist approach can go along with more idealistic perspectives, which leads to a weakly realist perspective on trade justice. In response to the democratic boundary problem, two principles have been seen as competitors: the all-affected interests principle and the all-subjected principle. This article claims that these principles are in fact compatible, being justified vis-à-vis different functions, accommodating different values and drawing on different sources of normativity. I call this a ‘function-sensitive’ view. More specifically, I argue that the boundary problem draws attention to the decision functions of democracy and that two values are indispensable when theorizing how to regulate these (...) functions: procedural fairness and political autonomy. While the value of procedural fairness is best promoted through a version of the all-affected interests principle, applied to decision making generally, it is argued that political autonomy is best promoted through a version of the all-subjected principle, applied to coercive decision making specifically. The article concludes by drawing out some practical implications of the function-sensitive view for the case of immigration and border controls. (shrink)

Tongdong Bai’s ambitious book, Against Political Equality: The Confucian Case, aims to not only draw on classic Confucianism to shed light on contemporary issues but also make Confucianism universally applicable to the human conditions widely shared around the globe. Bai’s Confucian political theory carries distinctive merits in both its innovative approach and comprehensive scope, but there are still ambiguities of which he owes us more explanation. In this review article, I offer a brief summary of Bai’s book and critically engage (...) with three aspects of his account: the acceptability of the Confucian hybrid regime, its relationship with Confucian compassion, and hierarchical international order. First, Bai’s pursuit of service to the people as an end result makes it difficult to apply to societies that champion political equality and participation. Second, neither the supremacy of the Confucian value of compassion nor the hybrid regime’s ability to carry it through is self-evidently clear. Third, the Confucian idea of unity among all-under-heaven undermines Bai’s advocacy of patriotic allegiance to a particular state and hierarchical inter-state order where the multiplicity of states, albeit unequal, is preserved. If we grant that there can be no ethical validation that is external to our own ethical outlook, does this mean that we can only engage in internal piecemeal reflection, or could we still reflect on the whole of our outlook? In this paper I argue that the latter is possible, and that it is necessary if we face an ethical outlook that is wrong as a whole.

In A Theory of Justice John Rawls proposes that the two principles of justice should be realized through a four-stage sequence of institutional action that starts with a constitution agreed upon by delegates to a constitutional convention. A largely overlooked aspect of this proposal is that delegates are taken to hold conflicting opinions about justice. Their disagreement is one of the factors that determine their institutional choices. This paper employs Bernard Williams’s theory of the political value of liberty to explain (...) and vindicate the role assigned to disagreement at the constitutional convention. Constitutional norms ought to be sensitive to the fact that the functioning of a political order, even one suitably ordered by the most reasonable conception of justice, inevitably involves loss of a precious liberty; the factoring of disagreement into the constitutional convention can fruitfully be understood as a way of modelling this requirement. This exegetical exercise enriches our understanding of the point of constitutions. At the same time it suggests that Rawls may not be as guilty of the cardinal sin of moralism that Williams famously accused him of. (shrink)

This article investigates the Neo-Confucian project of “reverse moral economy,” which aims to restore the ideal congruence between political power and moral virtue, by examining a political debate on the selection of the new Crown Prince and the incumbent ruler’s subsequent abdication that took place in Korea during the formative period of the Chosŏn 朝鮮 dynasty in light of the so-called “the Mencian trouble,” a compromise between Mencius’ ideal vision of Confucian virtue politics and his realistic concern with political stability. After discussing how Korean Neo-Confucians were able to justify their choice of a more virtuous candidate in violation of the Lineage Law, which upheld father-son transmission as the constant norm, by judiciously balancing between the candidate’s virtue and the incumbent ruler’s recommendation, it articulates the Korean Neo-Confucian project of reverse moral economy from the standpoint of the constitutionality of the new dynasty. The established view in Confucian scholarship today is that Confucian political order serves to promote the material and moral well-being of ordinary people. Loubna El Amine turns this view on its head by arguing that Confucian political order revolves not around the interest of the people but the demands of security, stability, and prosperity. Min are expected to be virtuous only to the extent that they help to sustain such an order. As such, Confucian politics does not follow from ethics (...) in any straightforward manner. In this article, I argue against her revisionist reading. I argue that her account not only lacks arguments for her core thesis of the ethics/politics division, but also goes against Confucians’ concern over the universality of humanity, popular welfare, and the integrity of Confucian thought. I also draw on discussion on political realism to flesh out the sense in which classic Confucianism is realist. (shrink)

Political realists’ rejection of the so-called ‘ethics first’ approach of political moralists, has raised concerns about their own source of normativity. Some realists have responded to such concerns by theorizing a distinctively political normativity. According to this view, politics is seen as an autonomous, independent domain with its own evaluative standards. Therefore, it is in this source, rather than in some moral values ‘outside’ of this domain, that normative justification should be sought when theorizing justice, democracy, political legitimacy, and the (...) like. For realists the question about a distinctively political normativity is important, because they take the fact that politics is a distinct affair to have severe consequences for both how to approach the subject matter as such and for which principles and values can be justified. Still, realists have had a hard time clarifying what this distinctively political normativity consists of and why, more precisely, it matters. The aim of this paper is to take some further steps in answering these questions. We argue that realists have the choice of committing themselves to one of two coherent notions of distinctively political normativity: one that is independent of moral values, where political normativity is taken to be a kind of instrumental normativity; another where the distinctness still retains a justificatory dependence on moral values. We argue that the former notion is unattractive since the costs of commitment will be too high, and that the latter notion is sound but redundant since no moralist would ever reject it. Furthermore, we end the paper by discussing what we see as the most fruitful way of approaching political and moral normativity in political theory. (shrink)

Realism criticizes the idea, central to what may be called ‘the priority view’, that philosophy has the task of imposing from the outside general norms of morality or standards of reasonableness on politics understood as the domain of power. According to realism, political philosophy must reveal the specific standards internal to the political practice of handling power appropriately and as it develops in actual circumstances. Framed in those terms, the debate evokes the idea that political power itself is lacking normativity (...) until such time as norms are devised that govern its use. In contrast, this essay identifies a normative dimension internal to power. Power depends on recognition and support in the form of belief. This dependence explains how an interest in power introduces a responsiveness to normative considerations into the domain of politics. (shrink)

One problem faced by teachers of citizenship is that 'politics' is negatively valued. The concept is actually ambiguous in value. The paper sets out a neutral, a negative, and a positive meaning of the term. It then goes on to explore the way that even on the positive construction there can seem to be ethical problems with politics. This explains both aspects of numerous projects to 'depoliticise' society and government, and to depoliticise citizenship education. This paper distinguishes two ways in which to think about the freedom of extremists. Non-pluralists claim to have identified the general rule for resolving moral conflicts, and conceptualize freedom as liberty of action in accordance with that rule. It follows, if extremist violence breaks the rule in question, removing this option does not infringe the freedom of extremists. In contrast, for pluralists there is no one general rule to resolve moral conflicts, and freedom is simply the absence of interference. I (...) argue here that pluralism provides a principled defense of freedom, as it allows us to see that removing options from extremists is worse, on prima facie grounds, than not doing so. Also, non-pluralists cannot show that they have identified the general rule for resolving moral conflicts, and in particular, are forced to rely on quite different principles altogether when justifying paternalistic responses to extremism. A number of academic disciplines are seeking to rearticulate the distinction between the natural and the normative by rethinking the position humans occupy within nature. This article surveys this interdisciplinary debate in which the possibility of understanding humans as normative beings is often called into question. The aim of this survey is to identify the stakes involved in such debates and to reveal the underlying policy dimension of current discussions about human nature. ‘The fox knows many things, but the hedgehog knows one big thing’. -Archilochus quoted in Berlin, The Hedgehog and the Fox, 22The fragment from the Greek poet Archilochus, quoted in Isaiah Berlin’s essay ‘The Hedgehog and the Fox’, serves as a metaphor for the long-standing contrast and rivalry between two radically different approaches to public ethics, each of which is couched in a radically different vision of the structure of moral value. On the one hand, the way of the hedgehog (...) corresponds to the creed of value monism, reflecting a faith in the ultimate unity of the moral universe and belief in the singularity, tidiness and completeness of moral and political purposes. On the other hand, the way of the fox corresponds to the nemesis of monism, the philosophical tradition of value pluralism, to which this collection of essays is devoted. This dissenting countermovement, which emerges most clearly in the writings of Isaiah Berlin, Stuart Hampshire, Bernard Williams and John Gray, is fuelled by an appreciation of the perpetuity of plurality and conflict and, correspondingly, by the conviction that visions of moral unity and harmony are incoherent and implausible. In the view of the value pluralists, ‘there is no completeness and no perfection to be found in morality’. (shrink)

There is a growing need to implement anticipatory climate change adaptation measures, particularly in vulnerable sectors, such as in agriculture. However, setting goals to adapt is wrought with several challenges. This paper discusses two sets of challenges to goals of anticipatory adaptation, of empirical and normative character. The first set of challenges concern issues such as the extent to which the climate will change, the local impacts of such changes, and available adaptive responses. In the second set of uncertainties are (...) issues such as the distribution of burdens to enhance adaptive capacities in vulnerable agents with a legitimate claim to such resources, and what anticipatory adaptation ideally should result in. While previous discussions have been limited to either discuss the first or second set of uncertainties, this paper suggests that both dimensions should be considered when setting goals in social planning with long time frames. A taxonomy will be suggested that combines both dimensions. Furthermore, strategies for managing situations in which there are either empirical, or normative, uncertainties will be proposed which could be used in social decision-making with long planning time-frames in which goals must be set. The Aristotelian Society’s Virtual Issue is a free, online publication, made publically available on the Aristotelian Society website. Each volume is theme-based, collecting together papers from the archives of the Proceedings of the Aristotelian Society and the Proceedings of the Aristotelian Society Supplementary Volume that address the chosen theme. This year's Virtual Issue includes a selection of papers from across the Society’s fourteen decades, each accompanied by a specially commissioned present-day response. The aim of the volume is to aid reflection (...) on how to go about doing moral and political philosophy, by bringing together papers that bear on their epistemology and methodology. In some cases this involves pieces whose declared focus is on one of those areas, as is the case with Margaret MacDonald’s 1941 essay ‘The Language of Political Theory’ and Mary Midgley’s 1974 article ‘The Neutrality of the Moral Philosopher’. In other cases the editor, Ben Colburn, selected papers whose primary focus is elsewhere, but which include some interesting epistemological or methodological reflections or implications along the way. The contributions from our present-day commentators vary similarly in how far their explicit attention is methodological. Nevertheless, there is throughout a concern on how to ‘be an honest reasoner’, to borrow a phrase from the late Dudley Knowles. (shrink)

Political instrumentalism claims that the right to rule should be distributed such that justice is promoted best. Building on a distinction made by consequentialists in moral philosophy, I argue that instrumentalists should distinguish two levels of normative thinking about legitimacy, the critical and applied level. An indirect instrumentalism which acknowledges this distinction has significant advantages over simpler forms of instrumentalism that do not.

This paper argues against the idea of climate change refugeehood. Drawing on political realism, it reconstructs the idea and function of refugeehood in international politics. Refugees are not the agencyless victims merely in search of rescue by states of the Global North, as the idea of climate refugeehood as a form of humanitarian refugeehood would have it. Nor are they simply a function of reparative justice, or of defending international state legitimacy. To liberal democracies, refugees are those fleeing political oppression. (...) They hold an important political function in inter-state relations in undermining rival political systems and strengthening liberal democratic regimes, both ideally and materially. How should political theorists go about their work if they are democrats? Given their democratic commitments, should they develop theories that are responsive to the views and concerns of their fellow citizens at large? Is there a balance to be struck, within political theory, between truth seeking and democratic responsiveness? The article addresses this question about the relationship between political theory, public opinion and democracy. I criticize the way in which some political theorists have appealed to the value of democratic (...) legitimacy in an attempt to justify a more opinion-sensitive approach to their work. Specifically, I identify a problematic model in the existing literature, which I term ‘democratic restraint’: an approach on which the theorist moderates her normative principles in response to evidence about public attitudes in order to enhance the legitimacy of her account. This model renders the discipline newly vulnerable to an otherwise misguided objection that political theory seeks to pre-empt democratic politics. I trace the problem with the democratic restraint model to its flawed underlying conception of democratic legitimacy. The article then outlines a more appealing ‘democratic underlabourer’ view of the status of political theory and draws out the implications of this alternative account for the role of public opinion.
