    In this paper I defend fundamental physical laws from the arguments mounted by Nancy Cartwright in her (1999) book The Dappled World (and other publications). I argue, positively, that we have a good deal of evidence for mathematical laws—not just causal capacities—underlying many natural phenomena. I also argue, negatively, that Cartwright's main arguments unfairly demand that a fundamentalist be a strong reductionist.

    Bogen and Woodward argued the indirect connection between data and theory in terms of their conception of “phenomena.” I outline and elaborate on their presentation. To illuminate the connection with contemporary thinking in terms of models, I distinguish between phenomena tokens, representations of which can be identified with data models, and phenomena types that can be identified with relatively low-lying models or aspects of models in the model hierarchy. Throughout I stress the role of idealization in these considerations.

    It has been argued, most trenchantly by Nancy Cartwright, that the diversity of the concepts and regularities we actually use to describe nature and predict and explain its behavior leaves us with no reason to believe that our foundational physical theories actually "apply" outside of delicately contrived systems within the laboratory. This paper argues that, diversity of method notwithstanding, there is indeed good reason to think that the foundational laws of physics are universal in their scope.

    Bogen and Woodward claim that the function of scientific theories is to account for 'phenomena', which they describe both as investigator-independent constituents of the world and as corresponding to patterns in data sets. I argue that, if phenomena are considered to correspond to patterns in data, it is inadmissible to regard them as investigator-independent entities. Among these are techniques based on algorithmic information theory, minimum description length theory, and the Akaike information criterion.
