As the distance between science and society is collapsed with the growth of contemporary knowledge societies, so a range of different approaches to the democratic governance of science superseding its Enlightenment government is emerging. In light of these different approaches, this article focuses on the figure of the scientific citizen and the variable dimensions of a new scientific citizenship. Three models of democracy - advanced consumer, deliberative and radical/pluralist - are put forward as both partly competing and partly complementary frameworks (...) within which the new rights and responsibilities of the scientific citizen can be articulated and discussed. In each case the theory and practice of scientific citizenship are viewed against the background of contemporary developments within the field of science communication; the rise of the public understanding of science movement; the new enthusiasm for advancing public engagements with science, and the legitimate place of different forms of public protest and dissent within new designs for democratic governance. During the Second Industrial revolution, consulting professor bridged higher education institutions with industry and government. A concept like the utilitarian research regime by Terry Shinn can explain their material and intellectual production by allowing for a reconstruction of their social networks. Pierre‐Paul LeCointe and Louis Bourgoin , associates in an engineering consultancy office, institutionalised a consultation service at the Laboratory of Industrial Chemistry of the École Polytechnique of Montreal . The two industrial chemists were thereby able to obtain financial, material (...) and human resources through exchanges with industrialists, business men and civil servants; consequently, their material and intellectual production is marked by the preoccupations of the industries and government with whom they exchanged. Industrial development in Canada was, in part, based on the work of these consultants who helped private companies analyse primary resources, standardize fabrication procedures and adapt the production to regulations. The government also offered technological assistance to businesses thanks to consultants, while regulating the markets and producing industrial standards. The inception of a utilitarian research regime results from the conjunction of these different factors. Finally, on Bourgoin's initiative, the École Polytechnique created a research centre based on the model of consulting laboratories. (shrink)

How might social theory, public understanding of science and science policy best inform one another? What have been the key features of science-society relations in the modern world? How are we to re-think science-society relations in the context of globalization, hybridity and changing patterns of governance? This topical and unique book draws together the three key perspectives on science-society relations: public understanding of science, scientific and public governance, and social theory. This essay explores how the distinctively anthropological concept of culture provides uniquely valuable insights into the workings of science in its cultural context. Recent efforts by anthropologists to dislodge the traditional notion of culture as a homogenous, stable whole have opened up a variety of ways of imagining culture that place power differentials, flux, and contradiction at its center. Including attention to a wide variety of social domains outside the laboratory, attending to the ways nonscientists actively engage with scientific knowledge, (...) and focusing on the complex interactions that flow both into and out of research laboratories are ways the activities of both scientists and nonscientists can be situated in the heterogeneous matrtx of culture. Whilst public engagement in decisions concerning science and technology is widely extolled, research shows that the application of deliberative democratic theory remains – at least in Europe – highly constrained. Science and technology policy requires closer attention to the wider context of governance and the compatibility of public deliberation with established modes of policy-making.

The author uses personal experiences to introduce the view that the critique of science, on entering the academy in the form of the sociology of scientific knowledge, has become increasingly remote from crucial social issues and social movements confronting it. By linking their analyses more with such issues and movements, science studies scholars can serve a more useful social purpose and also reinvigorate their theory.

This essay discusses the ways in which `Mode 1' and `Mode 2' interact, by reviewing the development of research funding in Sweden during the twentieth century. It argues that `Mode 2' has been the traditional mode of practice. `Mode 1' is a post-war phenomenon, but it is presently the dominant layer of Swedish publicly-funded science and science policy. This essay argues that we are seeing not an increase in uncertainty, but rather a decreasing tolerance of uncertainty.
