I believe that time passes. In the last one hundred years or so, many philosophers have rejected this view. Those who have done so have generally been motivated by at least one of three different arguments: (i) McTaggart's argument, (ii) an argument from the theory of relativity, and (iii) an argument concerning the alleged incoherence of talk about the rate of the passage of time.
