    Supervenience is a relationship which has been used recently to explain the physical determination of biological phenomena despite resistance to reduction.     Substance ontologists claim that substances are ontologically primary because the category of substance enjoys unique explanatory potential. Unless it can be shown that "only" substances fulfill the central explanatory tasks in ontology, this inference from explanatory success to ontological primacy amounts to a fallacy akin to the error Whitehead called 'the fallacy of misplaced concreteness'.     Two challenges to the very possibility of emergence are addressed, one metaphysical and one logical. The resolution of the metaphysical challenge requires a shift to a process metaphysics, while the logical challenge highlights normative emergence, and requires a shift to more powerful logical tools -- in particular, that of implicit definition. Within the framework of a process metaphysics, two levels of normative emergence are outlined: that of function and that of representation.
