From all points of the political compass, from widely different groups, have come indignant outcries against the trade in human organs from live vendors. Opponents contend that such practices constitute a morally outrageous and gross exploitation of the poor, inherently coercive and obviously intolerable in any civilized society. This article examines the arguments typically offered in defense of these claims and finds serious problems with all of them. The prohibition of organ sales is derived not from the principles and argument (...) usually invoked in support of prohibition, but rather, from strong feelings of repugnance which exert an invisible but powerful influence on the debate, distorting the arguments [and working] to the detriment of the [very] people most in need of protection. This new edition includes a substantial postscript by the author responding to thirty years of comment, criticism, and further work in the field.

The 1995 U.S. Catholic bishops' statement "Moral Principles and Policy Priorities on Welfare Reform" makes an important contribution to the welfare policy discussion and to the development of welfare ethics, particularly as the Personal Responsibility and Work Opportunity Reconciliation Act of August 1996 is implemented at the state level throughout the nation. Their statement, however, is weakened by lack of attention to critical analysis of political economy. Such analysis challenges the central assumption driving United States welfare reform and has the (...) potential to enhance Catholic welfare ethics. By examining the radical restructuring of work, rising corporate subsidies, and the ideological function of welfare, the author supports the bishops' policy goals while she expands the moral principles at stake and redefines the scope of the problem. Mary Hobgood employs "structural analysis" to describe the basic causes of poverty in the United States today and to critique the current debate over welfare reform. Rhetorically, the essay is monological, asserting a point of view without attending to its critics. It would be greatly strengthened by a dialogue with perspectives in both social science and Christian ethics. Giving ear to the former, Hobgood might have avoided a number of controversial causal attributions. Engaging the latter, Hobgood might have provided a (...) stronger argument for her "expanded" principle of distributive justice, which is both more egalitarian and less rooted in human needs than are other Christian ethical analyses of the moral claims of the poor. Mary Hobgood rightly asserts the significance of social science analysis for theological ethics ; however, her argument that most injustice in the modern world is rooted in systemic flaws of global capitalism subverts her hope that governmental welfare policies can alleviate poverty and her support for the U.S. Catholic bishops' goals for welfare policies. On the other hand, if Hobgood's account of poverty and welfare exaggerates the role of systemic capitalism, as I contend it does, she has good reason to (...) explore connections with the strands of social and moral thought within what she calls the dominant discourse.
