This article seeks to provide a research agenda for the study of animal protection politics. It looks firstly at the animal protection movement's organization and maintenance in the context of Olson's theory of collective action. While existing research suggests that activists tend to be recruited because of the purposive and expressive benefits they offer rather than the material ones emphasized by Olson, these alternative forms of selective incentives can hinder the achievement of the movement's goals. Secondly, the article outlines alternative (...) models of policy-making and shows how they might be operationalized to explain the development of animal welfare policy-making in Britain and the United States. Preliminary observations suggest thatBritain's animal welfare record is more substantial because policy communities have been able to manage and limit change through concessions and cooptation. No such mechanism is available in the American political system where the greater openness and fragmentation often results in severe confrontation and ultimately, stalemate. (shrink)

In their report for the Swiss government onthe notion of the dignity of creatures, PhilippBalzer, Klaus-Peter Rippe, and Peter Schaber analyzethe relationship between human dignity and the dignityof creatures, taking them as two categoricallydifferent concepts. Human dignity is defined as the``moral right not to be humiliated,'' whereas thedignity of creatures is taken to be ``the inherentvalue of nonhuman living beings.'' To my mind there isno need to draw a categorical distinction between thetwo concepts. Both notions could be brought togetherunder an (...) all-encompassing concept of the inherentvalue of living beings, humans and non-humans alike,a concept one could name ``the dignity of livingbeings.'' Indeed, this very notion underlies theposition taken in the report, although this is notmade explicit by the authors themselves.As the aim of the paper is only to clarify theconcepts used, I do not go beyond this ``internal''critique of their position, i.e., I don't assess howthe claims articulated via these concepts – theclaim that humans and/or creatures have an inherentvalue consisting in a supposed intrinsic good – areto be justified, although I myself would be ratherskeptical that this might be successfully done. This paper focuses on experiences from a case study dealing with the Swiss type of a consensus conference called “PubliForum” concerning “Genetic Technology and Nutrition” (1999). Societal and ethical aspects of genetically modified food meanwhile can be seen as prototypes of topics depending on the involvement of the public through a participatory process. The important role of the lay perspective in this field seems to be accepted in practice. Nevertheless, there is still some theoretical controversy about the necessity and democratic (...) legitimacy of participatory processes in general, and especially about those dealing with technological or environmental problems (sustainable development) concerning society. From an ethical point of view, a lot of heterogeneous problems concerning contents and procedures of public participation can be pointed out, not only on the theoretical level but also in practice, e.g., concerning the communication process between laypersons and experts. The intention of our paper is to give hints and to clarify criteria that support the communication process leading to a dialog of autonomous citizens and which especially consider ethical aspects in the field. One important result is that there must be an orientation for all members of a consensus conference having clear rules and knowing their different roles that support transparency, credibility, and fairness of the whole procedure and a “good product”: a substantial final document or citizens’ report.
