Until recently, struggles for justice proceeded against the background of a taken-for-granted frame: the bounded territorial state. With that "Westphalian" picture of political space assumed by default, the scope of justice was rarely subject to open dispute. Today, however, human-rights activists and international feminists join critics of structural adjustment and the World Trade Organization in challenging the view that justice can only be a domestic relation among fellow citizens. Targeting injustices that cut across borders, they are making the scale of (...) justice an object of explicit struggle. Inspired by these efforts, Nancy Fraser asks: What is the proper frame for theorizing justice? Faced with a plurality of competing scales, how do we know which one is truly just? In exploring these questions, Fraser revises her widely discussed theory of redistribution and recognition. She introduces a third, "political" dimension of justice—representation—and elaborates a new, reflexive type of critical theory that foregrounds injustices of "misframing." Engaging with thinkers such as Jürgen Habermas, John Rawls, Michel Foucault, and Hannah Arendt, she envisions a "postwestphalian" mapping of political space that accommodates transnational solidarity, transborder publicity, and democratic frame-setting, as well as emancipatory projects that cross borders. The basic task of this book is to explore what, exactly, is meant by 'justice' in definitions of environmental and ecological justice. It examines how the term is used in both self-described environmental justice movements and in theories of environmental and ecological justice. The central argument is that a theory and practice of environmental justice necessarily includes distributive conceptions of justice, but must also embrace notions of justice based in recognition, capabilities, and participation. Throughout, the goal is the development of (...) a broad, multi-faceted, yet integrated notion of justice that can be applied to both relations regarding environmental risks in human populations and relations between human communities and non-human nature. Concerns about the risks of unmitigated greenhouse gas emissions are growing. At the same time, confidence that international policy agreements will succeed in considerably lowering anthropogenic greenhouse gas emissions is declining. Perhaps as a result, various geoengineering solutions are gaining attention and credibility as a way to manage climate change. Serious consideration is currently being given to proposals to cool the planet through solar-radiation management. Here we analyze how the unique and nontrivial risks of geoengineering strategies pose fundamental questions at (...) the interface between science and ethics. To illustrate the importance of integrated ethical and scientific analysis, we define key open questions and outline a coupled scientific-ethical research agenda to analyze solar-radiation management geoengineering proposals. We identify nine key fields of coupled research including whether solar-radiation management can be tested, how quickly learning could occur, normative decisions embedded in how different climate trajectories are valued, and justice issues regarding distribution of the harms and benefits of geoengineering. To ensure that ethical analyses are coupled with scientific analyses of this form of geoengineering, we advocate that funding agencies recognize the essential nature of this coupled research by establishing an Ethical, Legal, and Social Implications program for solar-radiation management. Some authors have called for increased research on various forms of geoengineering as a means to address global climate change. This paper focuses on the question of whether a particular form of geoengineering, namely deploying sulfate aerosols in the stratosphere to counteract some of the effects of increased greenhouse gas concentrations, would be a just response to climate change. In particular, we examine problems sulfate aerosol geoengineering (SAG) faces in meeting the requirements of distributive, intergenerational, and procedural justice. We argue (...) that SAG faces obstacles to meeting the requirements of all three considered kinds of justice, because its impacts can harm some persons and communities much more than others; it poses serious risks to future generations; and SAG is especially prone to unilateral implementation. While we do not claim that SAG ought not to be implemented, we argue that it is the responsibility of proponents of SAG to recognize and address these ethical obstacles before advocating its implementation. Although there was some discussion of manipulating regional climates throughout the l970s and l980s. the discussion was largely dormant. What has reawakened the conversation is the possibility that Earth may be undergoing a greenhouse-induced global wamring, and the paucity of serious measures that have been taken to Prevent it. ln this paper Iassess the ethical acceptability of ICC, based on my impressions of the conversation that is (...) now taking place. Rather than offering a dispassionate analysis, I argue for a point of view. I propose a set of conditions that must be satisfied for an ICC project to be morally permissible and conclude that these conditions are not now satisfied. This article proposes reframing the justice discourse in climate negotiations. In so doing, it makes two claims. First, global climate negotiations deserve to be addressed as an issue of justice on their own due to their peculiar characteristics. Second, a multidimensional theory of justice is superior to distributional theories for this task. To support these arguments, I apply the multidimensional theory of justice to global climate negotiations. This analysis reveals that injustice in the negotiations is multidimensional and irreducible to distributional (...) questions. Furthermore, it shows how promoting justice in this broad sense would have significant effect on the negotiation procedures and substantive outcomes. (shrink)

This paper examines some of the philosophical issues underlying disputes about the siting of hazardous industrial facilities. The case the paper focuses on involves the siting of a hazardous waste treatment plant, but many of the same issues and arguments arise in the siting of other potentially dangerous and controversial facilities, such as nuclear power plants. Because the siting of such facilities always poses risks to residents nearby, questions of justice immediately arise in such siting proposals. In the case I (...) examine here, residents of a community proposed as the site of a hazardous waste treatment plant raise the question of decision making structure and community control as a primary question of justice. Ethicists and social scientists alike have advocated for the inclusion of vulnerable populations in research and decision-making on climate engineering. Unfortunately, there have been few efforts to do so. The research presented in this paper was designed to build knowledge about how vulnerable populations think about climate engineering. The goal of this manuscript is to bring the ethics literature on climate engineering into dialogue with emerging social science data documenting the perspectives of vulnerable populations. The results indicate some concerns among (...) vulnerable populations may resemble those outlined by ethicists. However, the perspectives expressed by interviewees also extend previous ethical treatments by indicating ways in which climate engineering could compound existing injustices. (shrink)

Radical forms of geoengineering, such as stratospheric sulfate injection (SSI), raise serious concerns about justice and the plight of the most vulnerable. However, these are sometimes dismissed on the basis of a challenge: “What if, in the face of catastrophic impacts, the most vulnerable countries initiate geoengineering themselves, or beg the richer, more technically sophisticated countries to do it? Wouldn’t geoengineering then be ethically permissible? Who could refuse them?” As a US tech billionaire put it, “Frankly, the Maldives could say, (...) ‘F--- you all—we want to stay alive’. Would you blame them? Wouldn’t any reasonable country do the same?” Such questions are intended to be rhetorical: it is assumed simply to be obvious that the appeals of the desperate would justify radical geoengineering. Moreover, the framing suggests that other nations would have strong moral reasons either to respect intervention by the desperate, or even to aid them by deploying themselves. Sometimes such arguments are also used to justify accelerating research on geoengineering now. If the desperate might attempt geoengineering, it is said, we should work out how best to do it, so as to assist them through advice. In general, the overriding thought is that the threat of catastrophe coupled with the plight of vulnerable populations provides most of the justification needed for the wider pursuit of a geoengineering agenda. Desperation becomes a trump card in the policy discourse. In this article, I argue that the desperation argument misses much of what is at stake, ethically speaking, in geoengineering policy. I focus on two further questions. The more obvious—the justificatory question—asks “under what conditions would geoengineering become justified?”, where the conditions to be considered would include, for example, the threat to be confronted, the governance mechanisms, the individual protections to be provided, the compensation provisions to be made, and so on. The less obvious question is the contextual question: “What is the ethical context within which geoengineering is likely to occur, and what difference does this make to our analysis of it?” (Gardiner 2013). In light of this distinction, I argue for two claims. First, on neither of the two most obvious interpretations of it does the desperation argument clearly justify the pursuit of geoengineering. Indeed, it may even count against such pursuit. Second, in any case, the context in which SSI is actually being pursued reveals more about the live threats and ethical import of geoengineering. For example, to push the most vulnerable to the point where they feel forced to accept pronounced subjugation to those who have made them desperate is a morally horrifying prospect which we have strong ethical reason to avoid. Such possibilities should not be concealed behind the superficial bravado of “f--- you all” and “what any reasonable country would do.” None of this implies that ethical geoengineering is impossible. However, it does suggest that geoengineering is morally complex in ways unappreciated by simple appeals to desperation. (shrink)
