When Freud wrote his classic Civilization and its Discontents, he was concerned with repression. Modern civilization depends upon the constraint of impulse, the limiting of self expression. Today, in the time of modernity, Bauman argues, Freud's analysis no longer holds good, if it ever did. Misunderstanding Science? offers a challenging new perspective on the public understanding of science. In so doing, it also challenges existing ideas of the nature of science and its relationships with society. Powers of Freedom, first published in 1999, offers a compelling approach to the analysis of political power which extends Foucault's hypotheses on governmentality in challenging ways. Nikolas Rose sets out the key characteristics of this approach to political power and analyses the government of conduct. He analyses the role of expertise, the politics of numbers, technologies of economic management and the political uses of space. He illuminates the relation of this approach to contemporary theories of 'risk society' and 'the sociology (...) of governance'. As the distance between science and society is collapsed with the growth of contemporary knowledge societies, so a range of different approaches to the democratic governance of science superseding its Enlightenment government is emerging. In light of these different approaches, this article focuses on the figure of the scientific citizen and the variable dimensions of a new scientific citizenship. Three models of democracy - advanced consumer, deliberative and radical/pluralist - are put forward as both partly competing and partly complementary frameworks (...) within which the new rights and responsibilities of the scientific citizen can be articulated and discussed. In each case the theory and practice of scientific citizenship are viewed against the background of contemporary developments within the field of science communication; the rise of the public understanding of science movement; the new enthusiasm for advancing public engagements with science, and the legitimate place of different forms of public protest and dissent within new designs for democratic governance. This article discusses studies and politicalinitiatives concerned with enhancing publicinvolvement in major technological decisions.It argues that such decisions should include asignificant role for the mass media, andrespect for the diverse relations betweenscience and governance. The notion of`regulated worlds' is proposed as a startingpoint in a discourse that brings together themass media, science management, anddeliberative democracy.

This article looks at the strong links between Deleuze's molecular ontology and the fields of complexity and emergence, and argues that Deleuze's work implies a ‘philosophy of technology’ that is both open and dynamic. Following Simondon and von Uexküll, Deleuze suggests that technical objects are ontologically unstable, and are produced by processes of individuation and self-organization in complex relations with their environment. For Deleuze design is not imposed from without, but emerges from within matter. The fundamental departure for Deleuze, on (...) the basis of such an ontology, is to conceive of modes of relating to the evolution of technology. In this way Deleuze, along with Guattari, provides the basis for an ethics and a politics of becoming and emergent control that constitutes an alternative to the hubris of contemporary reductionist accounts of new areas such as nanotechnology. In this article we argue that nanotechnology represents an extraordinary opportunity to build in a robust role for the social sciences in a technology that remains at an early, and hence undetermined, stage of development. We examine policy dynamics in both the United States and United Kingdom aimed at both opening up, and closing down, the role of the social sciences in nanotechnologies. We then set out a prospective agenda for the social sciences and its potential in the future shaping (...) of nanotechnology research and innovation processes. Analysis of technological determinism by historians, sociologists, and philosophers has declined in recent years. Yet understanding this topic is necessary, particularly in examining the dynamics of emerging technologies and their associated research areas. This is especially true of nanotechnology, which, because of its roots in futurist traditions, employs unusual variants on classical determinist arguments. In particular, nanotechnology orients much more strongly to the past and future than most traditional disciplines. This non-presentism strongly colors its proponents' articulation of the field's definition, (...) purview, and likely development. This paper explores nano's non-presentism and suggests ways to further explore nano-determinism. (shrink)

Whilst public engagement in decisions concerning science and technology is widely extolled, research shows that the application of deliberative democratic theory remains – at least in Europe – highly constrained. Science and technology policy requires closer attention to the wider context of governance and the compatibility of public deliberation with established modes of policy-making.
