All major western countries today contain groups that differ in their religious beliefs, customary practices or ideas about the right way in which to live. How should public policy respond to this diversity? In this important new work, Brian Barry challenges the currently orthodox answer and develops a powerful restatement of an egalitarian liberalism for the twenty-first century. Until recently it was assumed without much question that cultural diversity could best be accommodated by leaving cultural minorities free to associate in (...) pursuit of their distinctive ends within the limits imposed by a common framework of laws. This solution is rejected by an influential school of political theorists, among whom some of the best known are William Galston, Will Kymlicka, Bhikhu Parekh, Charles Taylor and Iris Marion Young. According to them, this 'difference-blind' conception of liberal equality fails to deliver either liberty or equal treatment. In its place, they propose that the state should 'recognize' group identities, by granting groups exemptions from certain laws, publicly 'affirming' their value, and by providing them with special privileges or subsidies. In Culture and Equality, Barry offers an incisive critique of these arguments and suggests that theorists of multiculturism tend to misdiagnose the problems of minority groups. Often, these are not rooted in culture, and multiculturalist policies may actually stand in the way of universalistic measures that would be genuinely beneficial. (shrink)

I would like to suggest another way to go further toward a new economy of power relations, a way which is more empirical, more directly related to our present situation, and which implies more relations between theory and practice. It consists of taking the forms of resistance against different forms of power as a starting point. To use another metaphor, t consists of using this resistance as a chemical catalyst so as to bring to light power relations, locate their position, (...) and find out their point of application and the methods used. Rather than analyzing power from the point of view of its internal rationality, it consists of analyzing power relations through the antagonism of strategies.[…]Let us come back to the definition of the exercise of power as a way in which certain actions may structure the field of other possible actions. What, therefore, would be proper to a relationship of power is that it be a mode of action upon actions. That is to say, power relations are rooted deep in the social nexus, not reconstituted "above" society as a supplementary structure whose radical effacement one could perhaps dream of. In any case, to live in a society is to live in such a way that action upon other actions is possible-- and in fact ongoing. A society without power relations can only be an abstraction. Which, be it said in passing, makes all the more politically necessary the analysis of power relations in a given society, their historical formation, the source of their strength or fragility, the conditions which are necessary to transform some or to abolish others. For to say that there cannot be a society without power relations is not to say either that those which are established are necessary or, in any case, that power constitutes a fatality at the heart of societies, such that it cannot be undermined. Instead, I would say that the analysis, elaboration, and bringing into question of power relations and the "agonism" between power relations and the instransitivity of freedom is a permanent political task inherent in all social existence.[…]In effect, between a relationship of power and a strategy of struggle there is a reciprocal appeal, a perpetual linking and a perpetual reversal. At every moment the relationship of power may become a confrontation between two adversaries. Equally, the relationship between adversaries in society may, at every moment, give place to the putting into operation of mechanisms of power. The consequence of this instability is the ability to decipher the same events and the same transformations either from inside the history of struggle or from the standpoint of the power relationships. The interpretations which result will not consist of the same elements of meaning or the same links or the same types of intelligibility, although they refer to the same historical fabric, and each of the two analyses must have reference to the other. In fact, it is precisely the disparities between the two readings which make visible those fundamental phenomena of "domination" which are present in a large number of human societies.Michel Foucault has been teaching at the Collège de France since 1970. The last decades have witnessed the emergence of a burgeoning literature on freedom that has set out to reconfigure this idea in response to the critique of the autonomous subject. The paper has three main objectives. It engages critically with this new field of theory by exploring two divergent strands of thought: a recast form of liberal autonomy and agonistic freedom as envisioned by M. Foucault, C. Castoriadis and certain other authors. Second, it seeks to bring out the merits of (...) the agonistic view by situating it in the problematic of freedom that developed after the critique. Agonistic freedom attends more fully to social inhibitions and unconscious determinations; it grapples more effectively with internalized limits; and it gives more play to the creative powers of action, which carry liberating effects. The argument offers, finally, a reply to the much-iterated polemic against agonistic self-invention, which charges it with amoral and antidemocratic implications. In effect, this ethos of freedom displays virtues that can facilitate democratic interaction and reinforce commitment to democratic egalitarianism. The entire discussion ties in with debates around agonistic democracy and helps to construe democratic freedom in a way that enables social contestation, pluralization, and solidarity. (shrink)

Michael Foucault's writing has shaped the teaching of half a dozen disciplines, ranging from literary criticism to the history of criminology. But none of his books offers a satisfactory introduction to the entire complex body of his work. The Foucault Reader precisely serves that purpose. It contains selections from each area of Foucault's thought, a wealth of previously unpublished writings, and an interview with Foucault during which he discusses his philosophy with unprecedented candor.

This book uncovers and explores the constant tension between the historical and the transcendental that lies at the heart of Michel Foucault’s work. In the process, it also assesses the philosophical foundations of his thought by examining his theoretical borrowings from Kant, Nietzsche, and Heidegger, who each provided him with tools to critically rethink the status of the transcendental. Given Foucault’s constant focus on the (Kantian) question of the possibility for knowledge, the author argues that his philosophical itinerary can be (...) understood as a series of attempts to historicize the transcendental. In so doing, he seeks to uncover a specific level that would identify these conditions without falling either into an excess of idealism (a de-historicized, subject-centered perspective exemplified for Foucault by Husserlian phenomenology) or of materialism (which would amount to interpreting these conditions as ideological and thus as the effect of economic determination by the infrastructure). The author concludes that, although this problem does unify Foucault’s work and gives it its specifically philosophical dimension, none of the concepts successively provided (such as the e;piste;mè, the historical a priori, the regimes of truth, the games of truth, and problematizations) manages to name these conditions without falling into the pitfalls that Foucault originally denounced as characteristic of the “anthropological sleep”—various forms of confusion between the historical and the transcendental. Although Foucault’s work provides us with a highly illuminating analysis of the major problems of post-Kantian philosophies, ultimately it remains aporetic in that it also fails to overcome them. The editor of Political Theory asked us to respond to the question, 'What is political theory?' This question is as old as political theory or political philos- ophy. The activity of studying politics, whether it is called science, theory, or philosophy, always brings itself into question. The question does not ask for a single answer, for there are countless ways of studying politics and no univer- sal criteria for adjudicating among them. Rather, the question asks, 'What comparative difference does it (...) make to study politics this way rather than that?' Political theory or philosophy not only spans three millennia of study- ing politics in innumerable ways but also three millennia of dialogues among practitioners over various approaches, their relative merits, and the contest- able criteria for their comparison. Because there is no definitive answer, there is no end to this dialogue. Rather, it is the kind of open-ended dialogue that brings insight through the activity of reciprocal elucidation itself. Dialogue partners gain insight into what ruling, being ruled, and contesting rule is through the exchange of questions and answers over different ways of study-ing politics and different criteria for their assessment in relation to how they throw light on different aspects of the complex worlds of politics-and what counts as the 'different aspects of the complex worlds of politics' is also ques- tioned in the course of the dialogue.'. In 1784, the German newspaper Berlinische Monatsschrift asked its audience to reply to the question "What is Enlightenment?" Immanuel Kant took the opportunity to investigate the purported truths and assumptions of his age. Two hundred years later, Michel Foucault wrote a response to Kant's initial essay, positioning Kant as the initiator of the discourse and critique of modernity. The Politics of Truth takes this initial encounter between Foucault and Kant, as a framework for its selection of unpublished essays and transcripts (...) of lectures Foucault gave in America and France between 1978 and 1984, the year of his death. Ranging from reflections on the Enlightenment and revolution to a consideration of the Frankfurt School, this collection offers insight into the topics preoccupying Foucault as he worked on what would be his last body of published work, the three-volume History of Sexuality. It also offers what is in a sense the most "American" moment of Foucault's thinking, for it was in America that he realized the necessity of tying his own thought to that of the Frankfurt School. In light of many recent critiques of Western modernity and its conceptual foundations, the problem of adequately justifying our most basic moral and political values looms large. Without recourse to traditional ontological or metaphysical foundations, how can one affirm — or sustain — a commitment to fundamentals? The answer, according to Stephen White, lies in a turn to “weak” ontology, an approach that allows for ultimate commitments but at the same time acknowledges their historical, contestable character. This turn, White suggests, (...) is already underway. Contemporary critical social theories face the question of how to justify the ideas of the good society that guide their critical analyses. Traditionally, these more or less determinate ideas of the good society were held to be independent of their specific sociocultural context and historical epoch. Today, such a concept of context-transcending validity is not easy to defend; the "linguistic turn" of Western philosophy signals the widespread acceptance of the view that ideas of knowledge and validity are always mediated linguistically (...) and that language is conditioned by history and context. In Re-Presenting the Good Society, Maeve Cooke addresses the justificatory dilemma facing critical social theories: how to maintain an idea of context-transcending validity without violating anti-authoritarian impulses. In doing so she not only clarifies the issues and positions taken by other theorists--including Richard Rorty, Jürgen Habermas, Axel Honneth, and Judith Butler--but also offers her own original and thought-provoking analysis of context-transcending validity.Because the tension between an anti-authoritarian impulse and a guiding idea of context-transcending validity is today an integral part of critical social theory, Cooke argues that it should be negotiated rather than eliminated. Her proposal for a concept of context-transcending validity has as its central claim that we should conceive of the good society as re-presented in particular constitutively inadequate representations of it.
